called to order by Vice-Chair Stevenson •
at 7 : 36 p.m. on October 6, 1993 .
MEMBERS PRESENT: Commissioners Nelson, 2 . Roll Call
Peterson, Miller, and Stevenson.
Commissioner Colleen had an unexceused
absence; Commissioner Ruggles had an
• excused absence.
ALSO PRESENT: Acting Planner Asleson
and Councilmember Trude.
Commissioner Peterson questioned the 3 . Approval of
response to the question of whether a Minutes:
fee would be charged for dryer service September 1,
• at Brooks' car wash. Acting Planner 1993
Asleson clarified that Gateway Foods'
Conditional Use Permit does not specify
whether or not to charge for the dry; it
only stipulates that the blower be used
for each wash in the winter months.
Motion/Second: Nelson/Miller to approve
the minutes of September 1, 1993 as
presented.

Acting Planner Asleson reported that, 5. Staff Report
with the resignation of Peg Mountin, a
new chair would be appointed by the
Mayor. The Mayor has asked the Comm-
ission to make a recommendation as to
their preference for the position. This
recommendation can be made via motion.
Commissioner Stevenson asked that he not

be considered for the position, as he is
currently serving on both the Planning
and Parks and Recreation Commissions.

Motion failed for lack of second
Commissioner Peterson reported that the 8 . Reports of
Golf Course. Task Force would be meeting Chair and
on October 7th for its regular,meeting. Commissioners
Volunteers will be cleaning the Golf
Course site on Saturday, October 9th.
Commissioner Miller asked if new
Planning Commission members were being
recruited. Acting Planner Asleson
replied that Peg Mountin's resignation
• leaves one Commission vacancy.
Councilmember Trude, attending her first 9 . Council Report
Planning Commission meeting as Council
liaision, asked the Planning Commission
for some background information on the
John Engberg/Conditional Use Permit
situation. The Commissioners provided a
brief recap of the case.
Commissioner Peterson asked
Councilmember Trude if there would be
any additional training funding
available in the Advisory Commissions
budget for 1994 . Councilmember Trude
offered to check on this.
There being no further business before 10. Adjournment
the Commission, Vice-Chair Stevenson
adjourned the meeting at 8 : 06 p.m.

SUBJECT: C.U.P. - RESIDENTIAL DOG KENNEL
VICTORIA BOWERS, 8351 GROVELAND ROAD
Victoria Bowers has made application for a Conditional Use Permit
to allow the establishment of a residential dog kennel at 8351
Groveland Road. Chapter 40. 10 Subdivision D(4) of the Mounds View
III Municipal Code allows for dog/cat kennels of no more than four(4)
animals in residential zone districts with a conditional use
permit; Ms. Bowers request is for the housing of three(3) dogs on
the site. The applicants property is currently zoned R-1, Single
Family Residential.
In addition to the requirements outlined in Chapter 40, all
• applicants requesting residential dog kennels must circulate a
petition to property owners within 500 feet of the subject
property (Chapter 91. 01 Subdivision 19) explaining the request. At
least 50% of those properties located within 500 feet must sign the
petition in order for the request to be placed on an agenda for
discussion and consideration. The applicant has circulated a
petition and secured the required number of signatures.
I have included all materials received as part of this application.

SUBJECT: VARIANCE - SIDE YARD SETBACK
ROBERT'S OFF 10, 2400 HIGHWAY 10
In May of this year, Bob Waste, owner of Robert's Off 10, 2400
County Road H2 , made application for a variance to allow
encroachment upon side yard setbacks for additional off-street
410 parking at his establishment. At the time the original request was
submitted, the applicant cited restrictions placed on parking by
the City in the vicinity of his establishment as the main reason
for additional on-site parking being necessary. Following
discussion at the Planning Commission level, the applicant decided
to explore alternative parking schemes on the property. The item
was then informally tabled until the applicant wished to re-
approach the subject.
At this time, the applicant has requested that the item be placed
on the Planning Commission agenda for further discussion. Because
this item was placed on the agenda late, Staff does not have a plan
in-hand to submit to the Commission. The applicant will be
providing a site plan and other information on Wednesday Evening.
