SUBJECT: CONDITIONAL USE PERMIT/VARIANCE REQUEST
MICHAEL HEGLAND, 7604 SPRING LAKE ROAD
Michael Hegland, 7604 Spring Lake Road, has made application for a
Conditional Use Permit/Variance to allow the utilization of an
existing 528 square foot building located on his property as an
accessory building following the construction of a new, attached
garage. The existing building is currently utilized as the
principal garage on the site.
The Mounds View Municipal Code allows for accessory buildings (in
addition to garages) up to 400 square feet on residential
properties with the issuance of a Conditional Use Permit. The
applicants request exceeds that number and, therefore, requires the
• issuance of a variance for approval. In addition to the existing
528 square foot building on the site, a smaller, 90 square foot
building is proposed to be removed if the Commission is willing to
grant the variance.

SUBJECT: VARIANCE REQUEST, TOWNS EDGE TERRACE
5001 OLD HIGHWAY 8
Townsedge Terrace Manufactured Home Park has made application for
the construction of a 2000 square variance to allow for foot
storm shelter on their property at 5001 Old Highway 8 . The
building is proposed to be constructed at an 11 foot setback
instead of the 30 feet which is required by Municipal Code.
The Planning Commission may want to consider the hardship which is
currently being endured by the residents of the Park. As stated in
the applicants letter of request, the residents of the Park
currently have to leave the site in order to seek shelter from
inclement weather. The granting of the variance would alleviate
• that problem and provide for the health, safety and welfare of the
residents.

MULTI-TECH, 2205 WOODALE DRIVE
Multi-Tech Systems, Inc. has made application for a development
review of their proposed building addition at 2205 Woodale Drive.
The request is for a 32, 080 square foot, two-story addition to the
West side of the existing Multi-Tech facility at 2205 Woodale
Drive. Staff has reviewed the submitted application and narrative
provided by the applicant and found the request meets the intent of
the Municipal Code as it applies to this request including, land
use, setbacks, parking, etc. There will be no additional need for
utilities on the site and those currently in place will not need to
be relocated. A review of the provisions for storm water control
. on the site is currently underway. Staff anticipates no problems
with storm water control on the site as the ponding area
constructed as part of the existing Business Park was sized to
handle the development of this property.
I have included a very comprehensive application submittal provided
by the applicant for your review. Representatives of Multi-Tech
will be present on Wednesday Evening to give a complete
presentation of the proposal.

Ryan Construction, representing Sysco, Inc. , has made application

expansion of the Sysco facility at 2400 County J.
In 1988, the Mounds View Planning Commission and City Council
approved a site plan for Sysco which included a phased development
for their site at 2400 County Road J. At this time, Sysco still
anticipates developing according to that plan. However, their more
immediate needs are for additional employee parking and an
expansion of an existing truck garage and associated maneuvering
area. The representatives of the applicant will be providing plans
411 of the proposal on Wednesday Evening for review by the Commission.
I have included a letter received as part of the application for
your review.
Staff has reviewed the proposal and found that it is consistent
with the intent of the Municipal Code as it relates to zoning,
parking, setbacks, etc. The storm water controls on the site were
provided at the time the original development plan was approved and
are sized adequately to handle the currently proposed addition.

Dear Mr. Harrington:
Sysco is a large national food distribution company. In 1988 Sysco/Minnesota began construction on a new
warehouse facility in Moundsview. Their site plans_at that time indicated several areas designated for future
expansion. Final site drainage plans, utilities, and landscaping were sized to accommodate the future
development. Based on these assumptions, the Moundsview City Council approved the overall site concept.
Sysco has now grown in their trucking needs, and through various office remodels, have a greater office staff.
The immediate company needs dictate that they expand into some of the previously approved areas.
• The proposed scope of work now, is to provide additional parking and an expanded truck garage and truck
maneuvering area. The print included here identifies an employee parking area of 93 stalls on asphalt, with
striping, on the property's NE corner, a truck building expansion and truck maneuvering area at the building's
SW corner. Because Sysco may soon add to the building on the west side, the truck maneuvering area will be
asphalt except for a 45' by 288' area which will consist of 8" of Class Five rock. The Class 5 area is located at
the future loading dock area of the future building expansion and facilitates that construction without having to
remove excess concrete dolly pad for footing and loading dock structure.
Paul, please let us know what can be further accomplished to expedite any of these issues. We will be glad to

Attached for your review are the Planning Commission bylaws. The
Commission is required to review the bylaws once per year. Please
review them and bring to the meeting any recommendations for
changes, additions, or deletions. Of particular interest this year
is the elimination of conflicts between the bylaws and the proposed
changes to Chapter 401 of the Municipal Code.

B. The third Wednesday of the month shall be a regular agenda
• meeting for the purpose of informational review of applications for
planning consideration, drafting of reports, and for other discussion not
requiring action (i.e., vote) by the Commission.
C. Meetings shall be conducted in accordance with State Open Meet-
ing Laws.
III. INFORMATIONAL PACKETS. Each commissioner shall receive an
informational planning report for the items to be placed on the follow-
ing month's regular business meeting agenda no later than the Friday
preceding the agenda meeting. Each commissioner is responsible for
reviewing the material within the packet prior to the regular agenda
meeting.

IV. A 1"l ENDANCE. Commission members shall advise the designated
Staff member or chairperson of an anticipated absence from any
regularly scheduled Planning Commission meeting. Any member
attending less than 20 meetings per year without consent of the
commission shall be deemed to have vacated the office, and such
vacancy shall be filled by the City Council pursuant to Chapter 32.09 of
the Municipal Code. A leave of absence may be granted by the
consent of the commission.
