Mr. Hegland was concerned about --the - --
procedure for recording the conditional
use permit with Ramsey County. Planner
Harrington clarified the procedure and
also informed Mr. Hegland that a public
hearing would be held at the June 27th
City Council meeting regarding this
item.
The applicant, Mr. John DeVries, 6 . Consideration
representing Prime Builders, was of Resolution
present. No. 386-96
Regarding
Planner Harrington reminded the Rezoning/
• Commission that this item had been Development
reviewed at the May 18th meeting and Review Request
that the proposal was in conformance of Prime
with applicable City Codes. He also Builders, 2856
reviewed the proposal explaining that Highway 10,
the applicant, Prime Builders, is Planning Case
requesting approval for a development No. 383-94
review and rezoning to PUD for a
proposed 22 unit townhome project at
2856 Highway 10 . A concern was raised
by the Planning Commission regarding the
setbacks of Knollwood Green being less
that was required. Issues also brought
up were emergency access to the rear of
the property and a storm water control
plan being approved by the City's
consulting engineer. Planner Harrington
informed the Planning Commission that in
the event the proposal is approved, a
written statement, signed by the
representatives of the Knollwood Green
Townhome Association, allowing the
applicant to utilize the emergency
access on the south end of the Knollwood
Green property should be approved. The
• Commission was concerned as to whether
or not the barricade existing at the
emergency access would be removed or
remain and that the exit would be used

Block Buster signage were shown to the
Planning Commission. The applicants
explained to the Planning commission
that in order for Marios to be
successful, it needs a sign package that
tells what they sell since it is-not -a - _
household name as Block Buster Video.
They need the words "games" and "video"
in larger print. Mr. Jahnke displayed a
new drawing and requested signage in
addition to the 238 square feet already
proposed. The applicants are requesting
an additional 8 'x3 ' sign (24 square
feet) of neon lettering which would be
located on the south side of the
building to the east of the illuminated
awning for a total of 262 square feet.
The applicants explained that they want
to get the attention of not only Mounds
View residents but the surrounding
• communities as well.
The Planning Commission compared the
signage requested by the applicant with
signage already existing in Mounds View
Square. The applicant also showed a
picture of the previous Country Club
signage which had been grandfathered in.
Planner Harrington explained to the
Planning Commission that the resolution
would require a 2/3 affirmative vote.
Commissioner Miller made a motion to
approve Resolution No. 387-9.4
recommending approval of a variance for
sign area of 262 square feet. The
motion fails due to lack of a second.

recommend denial of Resolution No. 387-
94 .

Members present at the May 18th, 1994 ,
Agenda Session included Commissioners
Nelson, Ruggles, Stevenson, Miller, and
Chair Peterson. Commissioners Colleen
and Johnston had excused absences.

Commissioner Nelson informed the
Plannin4 Commission that he would not be
attending the June 15th agenda meeting
due to vacation plans. 9 . Report of Chair
There being no further business before
the Commission, Chair Peterson adjourned
the meeting at 8 : 54 p.m.

SUBJECT: CONDITIONAL USE PERMIT - VINCE MEYER
8380 SPRING LAKE ROAD, PLANNING CASE NO. 386-94
Vince Meyer has made application for a Conditional Use Permit to
allow the construction of a 976 square foot garage on his property
at 8380 Spring Lake Road. Chapter 1106. 04, Subdivision 6 allows
for garages, in residential areas of the City, in excess of 864
square feet but, not exceeding 1264 square feet with the issuance
of a Conditional Use Permit. The applicants request, as proposed,
meets all other requirements of the Municipal Code relating to
setbacks, height, land use, etc.

SUBJECT: VARIANCE - HAROLD IHNOT
7900 GREENFIELD AVENUE, PLANNING CASE NO. 385-94
Harold Ihnot, representing the property owner at 7900 Greenfield
Avenue, has made application for a variance to allow the
construction of a second driveway on the subject property.
Currently, the property is serviced by a driveway leading to a
garage. The location of 'the proposed second driveway appears to
already be used as such.
Staff was not present when the applicant submitted the request and,
therefore, does not have a very detailed statement of hardship from
411 which to present information to the Commission. The applicant does
indicate on the application that the request is for health reasons
- which I'm sure will be expanded upon at the meeting Wednesday
evening.
