THANK YOU. • !II MEMORANDUM TO: PLANNING COMMISSION FROM: PAUL HARRINGTON, COMMUNITY DEVELOPMENT COORDINATOR V DATE: March 9, 1995 SUBJECT: DEVELOPMENT REVIEW/PUD AMENDMENT DYNEX INDUSTRIES, 4751 MUSTANG CIRCLE Brian Sjoberg, representing Dynex Industries, has made application with the City for a Development Review/PUD Amendment to allow a 44 , 000 square foot addition to their existing 16, 320 square foot facility at 4751 Mustang Circle. In the late 1980 's, Dynex received approval for a PUD to allow the phased development of their facility site. That approval allowed for the facility to be developed in three phases over a period of approximately 5-10 years. Due to changes in their facility needs, Dynex has decided to pursue development of their site differently • than that approved as part of the original PUD. The current expansion proposal would afford Dynex the opportunity of "building-out" the site. Plans include leasing portions of the expansion areas to outside tenants until such time as Dynex has a need for those areas. This practice is allowed under the classification of a PUD and is similar in operation to the Mounds View Business Park. Staff has reviewed the plans submitted as a part of this application and found them to be in conformance with applicable sections of the Municipal Code. CONFORMANCE STANDARDS • All car lots shall be brought into conformance within years of the date this ordinance is effective. - (Number of years yet to be determined) PERFORMANCE STANDARDS • Hours of Operation The hours of operation of the facility shall be 7:00 a.m. to 10:00 p.m. (Condition #3 of Resolution 330-92 CUP request by Saturn of St. Paul). • Test Drive Route Test driving route and pattern must be submitted and approved prior to operation of a • used automobile sales lot. • Surface Water Management All provisions will apply as included in Chapters 1103, 1010 and 1302-relating to Surface Water Management. • Lot Size/Building Size Contiguous Lot Used motor vehicle sales must be one lot or contiguous lots not separated by a public street, alley or other use. Minimum Lot Size A minimum lot area of two acres is required. Minimum Lot Width The minimum lot width is 150 feet at the minimum required front yard setback. Display Area _ The maximum areas permitted for outside storage of used automobiles can not exceed 2 square feet of outside storage to each 1 square feet of enclosed III ground-area. Not more than 1 automobile can be stored on each 400 square feet of outside storage area. Percentage yet to be determined. 11110 NOTES ON USED AUTO SALES LOTS 03/08/95 PAGE TWO OF THREE Rooftop Parking No rooftop parking is permitted. • Customer/Employee Parking Employee Parking Spaces For every 3 employees, a minimum of two employee parking spaces shall be provided. Marking of Customer/Employee Parking Spaces All customer and employee parking spaces shall be permanently and clearly marked. Mechanical Car Washes No mechanical car washes shall be allowed on site. Parking per standing Order Service A minimum of 2 off-street parking spaces for each service stall are required. • • Landscaping Setbacks As defined in Section 1104.01 Yard Requirements for B-3 Zoning districts. Screening for Residential It will need to be determined whether to use natural (berms, trees) or fencing. Provisions included in Chapter 1114.04 Subd. 5 b, requiring "Outside sales areas are fenced or screened from view of neighboring residential uses or an abutting R—District in compliance with subdivisions 1103.08 (1) through (5) of the Title." Greenspace A minimum 10% of the property, excluding setback requirements, is required for landscaped greenspace, with an adequate amount of trees and shrubs. Following a final review of these items on Wednesday evening, Staff will begin the process of putting the standards into Ordinance form. I CONFORMANCE STANDARDS • All car lots shall be brought into conformance within _ years of the date this ordinance is effective. (Number of years yet to be determined) PERFORMANCE STANDARDS • Hours of Operation The hours of operation of the facility shall be 7:00 a.m. to 10:00 p.m. (Condition #3 of Resolution 330-92 CUP request by Saturn of St. Paul). • Test Drive Route Test driving route and pattern must be submitted and approved prior to operation of a used automobile sales lot. • • Surface Water Management All provisions will apply as included in Chapters 1103, 1010 and 1302 relating to Surface Water Management. • Lot Size/Building Size Contiguous Lot Used motor vehicle sales must be one lot or contiguous lots not separated by a public street, alley or other use. Minimum Lot Size A minimum lot area of two acres is required. Minimum Lot Width The minimum lot width is 150 feet at the minimum required front yard setback. Display Area The maximum areas permitted for outside storage of used automobiles can not exceed 2 square feet of outside storage to each 1 square feet of enclosed 4111 ground area. Not more than 1 automobile can be stored on each 400 square feet of outside storage area. Percentage yet to be determined. NOTES ON USED AUTO SALES LOTS 03/08/95 PAGE TWO OF THREE Rooftop Parking No rooftop parking is permitted. • Customer/Employee Parking Employee Parking Spaces For every 3 employees, a minimum of two employee parking spaces shall be provided. Marking of Customer/Employee Parking Spaces All customer and employee parking spaces shall be permanently and clearly marked. Mechanical Car Washes --- No mechanical car washes shall be allowed on site. Parking per standing Order Service A minimum of 2 off-street parking spaces for each service stall are required. • • Landscaping Setbacks -- As defined in Section 1104.01 Yard Requirements for B-3 Zoning districts. Screening for Residential It will need to be determined whether to use natural (berms, trees) or fencing. These requirements may be modified with the anticipated revision of the Sign Code. • • 1111 MEMORANDUM TO: PLANNING COMMISSION FROM: PAUL HARRINGTON, COMMUNITY DEVELOPMENT COORDINATOR 1- DATE: March 9, 1995 SUBJECT: DEVELOPMENT REVIEW/PUD AMENDMENT DYNEX INDUSTRIES, 4751 MUSTANG CIRCLE Brian Sjoberg, representing Dynex Industries, has made application with the City for a Development Review/PUD Amendment to allow a 44, 000 square foot addition to their existing 16, 320 square foot facility at 4751 Mustang Circle. In the late 1980 's, Dynex received approval for a PUD to allow the phased development of their facility site. That approval allowed for the facility to be developed in three phases over a period of approximately 5-10 years. Due to changes in their facility needs, Dynex has decided to pursue development of their site differently 4111 than that approved as part of the original PUD. The current expansion proposal would afford Dynex the opportunity of "building-out" the site. Plans include leasing portions of the expansion areas to outside tenants until such time as Dynex has a need for those areas. This practice is allowed under the classification of a PUD and is similar in operation to the Mounds View Business Park. Staff has reviewed the plans submitted as a part of this application and found them to be in conformance with applicable sections of the Municipal Code.
