MEMORANDUM
TO: PLANNING COMMISSION

SUBJECT: REQUEST FOR CONDITIONAL USE PERMIT, US WEST
COMMUNICATIONS, PLANNING CASE NO. 417-95
Patrick Carlson of North Star Land Services, representing US West
Communications, has made application on their behalf for a
Conditional Use Permit to allow the construction of an enclosure to
house fiber fed telecommunication services. The enclosure serves
as somewhat of a "field office" for technicians tracking service
related problems in the area.
The enclosure is approximately 6 'x 9 ' with an overall height of
about 6 ' . The height of the structure is somewhat deceiving in
that an additional 3 ' is located below ground. US West has
indicated that access to the enclosure will be necessary every two •
to three months and that average length of on-site personnel is two
(2) hours. Location of the structure will be in the extreme
northwest corner of the Multi-Tech property fronting County Road
H2 . US West is currently in the process of obtaining a 20 'x 20 '
easement from Multi-Tech for its needs.
The Municipal Code requires that any structure necessary for the
provision of public utility service within the City obtain a
Conditional Use Permit prior to its construction.
Staff has reviewed the request and found it to be in compliance
with the requirements of the Code. Staff would suggest that the
Commission - if considering approval of the request - include the
following conditions on the approval:
1. A copy of the easement agreement with Multi-Tech be
provided to the City.
2 . Landscaping, approved by the City Forester and consistent
with the Multi-Tech plantings, be provided on the site.
Resolution No. 418-95, including the aforementioned Staff
recommendations is attached for your consideration.

Dear Jim:
North Star Land Services is currently dealing with Multi-Tech
Systems located at 2205 Woodale Drive in Mounds View in hopes of
obtaining a 20' x 20' easement for a Telecommunication enclosure
(see attached) for our client, U S WEST COMMUNICATIONS.
I have met with Multi-Tech and we have tentatively agreed on •
a site location (see attached map) . Before we get to far along in
the negotiations, I would like to know if the City of Mounds View
would have any objections or suggestions on the location (perhaps
you may have future road expansion plans for County Road H2) ; more
importantly do we need to acquire a Conditional Use Permit for such
an enclosure?
If you could please pass this information along to the
necessary people, as we discussed, it would be greatly appreciated.
I will be available for any questions or on-site meetings if
necessary.

I would like to address a couple of items you had

about regarding the installation of the US WEST telecommuni ,._ _
enclosure.
As far as access to the facility, I was told by the L' ;,, y.
engineer that while constructing the enclosure there
vehicles parked on County Road H2 and that a permit
applied for by U S WEST for this entire project.
. After the cabinet is installed it will very seldom
any maintenance; I. was told approximately once every 2 to
for approximately a couple of hours. During this
WEST vehicle would be parked along County Rd. H2. However, -- _ � __ _.,
City of MoundsView would prefer .0 S WEST to install a
the enclosure that can be done also.
This newly advanced universal enclosure provides top
line, state of the art, reliable fiber fed telecommun ,,. •-
services to meet the expanding needs of the growing
businesses in the City of Mounds View and in essence fig.

RESOLUTION RECOMMENDING APPROVAL OF A CONDITIONAL USE PERMIT
FOR A PUBLIC UTILITY STRUCTURE, US WEST COMMUNICATIONS, 2205
WOODALE DRIVE, PLANNING CASE NO. 417-95
WHEREAS, US West Communications has made application
for a Conditional Use Permit to allow for the construction of
a public utility structure at 2205 Woodale Drive; and
WHEREAS, Title 1100 of the Mounds View Municipal
Code requires the issuance of a Conditional Use Permit for the
construction of public utility buildings within the City; and
WHEREAS, the Mounds View Planning Commission has
reviewed the applicants request against the criteria outlined
in Title 1100; and
WHEREAS, the Planning Commission has determined that
the requested Conditional Use Permit is consistent with the
• Municipal Code.
NOW, THEREFORE, BE IT RESOLVED that the Mounds View
Planning Commission recommends approval of the requested
Conditional Use Permit for the construction of a public utili-
ty structure at 2205 Woodale Drive contingent upon the follow-
ing:
1. The applicant shall provide the City with an ease-
ment agreement, signed by the property owner, for the parcel
upon which the structure will be located.
2 . Landscaping around t- -
as directed by the City Forester.
BE IT FINALLY RESOLVED that the Planning Commission
directs Staff to forward a copy of this Resolution to the City
Council prior to approval of the minutes.

SUBJECT: DEVELOPMENT REVIEW, PINEWOOD ELEMENTARY SCHOOL
Pinewood Elementary School has made application for a Development
Review of their proposed building expansion at 5500 Quincy Street.
The proposal, if approved, would allow the construction of
approximately 5600 square feet of classroom and meeting room space
on the south side of the existing structure.
Judd Brasch of RSP Architects has met with Staff on a number of
occasions to discuss the project and provide required materials.
The proposed addition will be placed in an area which currently has
bituminous cover and therefore will not increase the total
impervious surface of the site. Based on this fact, the City
Consulting Engineer has no concerns related to storm water runoff •
on the site. Additional parking required due to the facility
expansion will be obtained on the north side of the building via a
curb-cut relocation.
Staff has reviewed the plan and found it to be in compliance with
all requirements of the Municipal Code for a facility of this type.
Attached for review are all materials received as part of the
application. In addition, Staff has drafted Resolution No. 419-95
for consideration by the Commission.

The addition will include one Kindergarten classroom with support space,two classrooms
and some smaller special use meeting rooms. The new classrooms are intended to regain the
band/orchestra and Media Center spaces now used for traditional classrooms. The actual
student population is forecasted to be relatively consistent with this year's population. •
The addition is to be constructed where bituminous blacktop play area currently exists. The
net gain of imperious surfacing would be the emergency vehicle access along the south side
of this building.
The parking would be maximized within the existing bituminous parking area with a gain of
six spaces to satisfy the new square footage parking requirements.

RESOLUTION NO. 419-95
CITY OF MOUNDS VIEW
COUNTY OF RAMSEY
STATE OF MINNESOTA
RESOLUTION RECOMMENDING APPROVAL OF THE DEVELOPMENT REQUEST OF
PINEWOOD ELEMENTARY SCHOOL, 5500 QUINCY STREET,
PLANNING CASE NO. 418-95
WHEREAS, Pinewood Elementary School has requested City
approval to construct an addition to their existing facility at
5500 Quincy Street; and
WHEREAS, the proposal would allow the construction of
approximately 5650 square feet to accommodate expanding space
needs ; and
WHEREAS, Chapter 1006 of the Mounds View Municipal Code
requires that a development review be conducted for this and
similar proposals; and
WHEREAS, the Planning Commission has reviewed the
following documents regarding this development proposal:

1. Site Plan dated April 28, 1995
2. Grading Plan dated April 28, 1995
3 . Landscape Plan dated April 28, 1995
WHEREAS, the Planning Commission has determined that
the proposal is in conformance with all applicable requirements
of Chapter 1100.
NOW, THEREFORE, BE IT RESOLVED that the Mounds View
Planning Commission recommends approval of the development review
request.
BE IT FINALLY RESOLVED that the Planning Commission
directs Staff to forward this resolution to the City Council
prior to approval of the minutes.
