Peter Linder, representing LindeY's Greer�lxouses, has appliad for a conditional use permit (CUI�) to allow the operation of an outdoor sa.les operation at ivlounds View Square. Linder's was previously issued CiTPs forc the 1995 ar�d 1996 ge•owing seaso�. No changes are proposed in th� Iocation, layout and operation from previous years. In his letter of applicaiion, I�fr. Linder requesis that �he City consider allowing the operation to hoak up to a fire hydrant on the property in order io get water for th� flora. This was done last year with no associated problerns. The charges far pemutting such water usage include a$100 hydrant deposit, a�20 wrench deposit and a$2a �dapter valve deposit. These deposits are refundabl�. The applicant's request to connect to the fire hydrant has been approved by the Department of Public vaorks, subject to receiving the appropriate deposits. In addition, the applicant will be billed $1.00 per day for water service, which should equal or exceed the cost of the wa�er utilized. Aa��l�siso N�r. Linder is expecting to operaie the �tower Mart from Apri1 15 io June 30, 1997, but would like the CLTF to be effective f'rom March 15 to July 15, 1996, fia accammadate for seasonal fluctzaations and assembly/disassembly. Linder's Flower Mart is a perennial Mounds View business, having been at the same loca�ion for the past four years. Staffis not aware ofany problems associated with this operation. i' The flower mart will be Iocated ai the edge of the Mounds View Square pazking lot, alongside of Hi�hway I0. The closest residential nei�hbors at �his point are the homes behind �he shopping center and the Wildwood Manor senior ap�rtanents across Highway 10 to the south. The residences, separaied frorn the flower mart by ihe shopping center and the highway, should bear no discemable impaci from the use. The flower mart is reiated to the needs of the residents of Mounds View in that there are no gresnhouses wiilun the City. The zorun� for the shopping center is B-4 (Regionai Business Dis�rict) which allows outdoor sales as a condiiional us�. The area of Mounds View Square is identif ed as Highway Cammerciai withirr ihe City's Comprehensive Pian, a designation not inconsistent with the shopping center and proposed flower mart. Traffic in the area should not noticeably increase as � result of this use as it will draw much of its customer base from the Mounds View Square shoppers �nd commuters tcaveling east and west on Highway 10. The shopping center contains 102,035 square feet of buildin� area. The applicant proposes to occupy 2,200 square feet in fke parking Iot, which is 2.2% of the building square footage on th� site. This criterion has been met. b. O�tsid� sales areas are fenced or screened from view of neighborin� residential uses or an abutting residential district in compliance with �ubdivisions 1103.08(1) ihrough (5} of this Ti�1e.
