RESOLUTION NO. 10-81
CITY OF MOUNDS VIEW
COUNTY OF RAMSEY
STATE OF MINNESOTA
RESOLUTION RECOMMENDING CHANGES IN REGULATIONS OF R-2 HOUSING
WHEREAS, the City Council has asked for recommendations from
the Planning Commission on the issued of R-1 to R-2 conversions
within the low density description _given in the Comprehensive Plan;
and
WHEREAS, R-2 along with other higher density types of housing,
can have negative impacts upon the predominant R-1 type; and
WHEREAS, the Planning Commission deems that needed R-2 housing
can be provided while any negative impacts can be minimized by avoid-
ing dispersion of the R-2 or conversions from R-1 to R-2;
NOW, THEREFORE, BE IT RESOLVED that the Planning Commission
recommends that conversions of existing R-1 structures to R-2 not be
allowed;

BE IT FURTHER RESOLVED that the following are also recommended:
1. R-2 property should be enhanced by requiring minimum
100' frontage and a square footage of 16,500 for interior
lots, 125' frontage and a square footage of 18,750 for
corner lots, and side yard setbacks of 15'; and
2. R-2 should continue to be classified as "low density"
housing even though technically it may not meet the low
density definition of 2-3 units per acre; and
3. R-2 housing should be restricted to the periphery of
low density zones in areas where it would provide trans-
ition to higher density residential or other more inten-
sive land uses. Such R-2 areas should be designated on
the zoning maps and the comprehensive plan should be
amended to reflect such designation.
4. The foregoing recommendations should be reviewed by the
City Attorney for implementation.
