RECOMMENDATION TO CITY COUNCIL REGARDING
PLANNING CASE 111-82
WHEREAS, the Mounds View Planning Commission has reviewed the
application of Howard Thorson of Dailey Homes for approval of a
minor subdivision and the rezoning of the property from R-1 to R-2;
and
WHEREAS, the Mounds View Planning Commission has received and
reviewed reports from City staff and consultants regarding the
request and its application to Mounds View Municipal Code; and
WHEREAS, the existing and proposed lots all meet or exceed
minimum zoning code requirements; and
WHEREAS, the proposed zoning of R-2, Single and Two Family
residential is consistant with the Comprehensive Plan which denotes
the area as low density residential; and
WHEREAS, the City of Mounds View has passed Resolution No. 983
which states that it is the policy of the City to reduce or eliminate
storm water and drainage damages and minimize storm water runoff through
land development management measures stressing on-site storm water
retention or detention; and
WHEREAS, the site of the proposed development is located in
part within a designated wetland as defined by Ordinance No. 301;
NOI, THEREFORE, BE IT RESOLVED that the Mounds View Planning
Commission recommends approval of the preliminary plat by Howard Thorson
of Dailey Homes to subdivide the three (3) lots and rezone these lots
from R-1, Single Family to R-2, Single and Two -Family. The developer
shall submit a revised site plan which includes the following additions
or revisions:
1) Compliance with Resolution No. 983, per Short -Elliott -
Hendrickson memo dated June 1, 1982 is met, with this
ponding to occur on the dry, buildable portion of the
lots, with a controlled release to the wet area to the
north.
2) Two separate water and sewer services be included for
each lot.
• 3) Easements be shown for the additionalondin area.

4) Utility easements to accommodate the number of
services necessary.
Development agreement exhibits to include the following:

4) Resolution No. 983 security deposit
5) A statement recommending that a covenant be attached
on the deed for the maintenance of the storm water
control structures.
