HomeMy WebLinkAboutPlanning Commission Resolution 57-82MOUNDS VIEW PLANNING COMMISSION RESOLUTION NO. 57-82 CITY OF' MOUNDS VIEW COUNTY OF RAMSEY STATE OF MINNESOTA RESOLUTION RECOMMENDING APPROVAL OF A CONDITIONAL USE PERMIT FOR THE CONVERSION OF EDGEWOOD JUNIOR HIGH SCHOOL TO A COMMUNITY RESOURCE CENTER AND VARIANCE FOR THE REDUCED NUMBER OF PARKING SPACES WHEREAS, the Mounds View School District has decided to close Edgewood Junior High School at the end of the 1981-1982 school year; and WHEREAS, the School District intends to preserve the building for future educational use; and WHEREAS, a community resource center is in operation in the City of New Brighton; and WHEREAS, the School District wishes to maintain and expand its present activities which now exist at the New Brighton faci.l_i t -.y, {' although space is somewhat limited at this facility; and WHEREAS, Edgewood Junior High School is an ideal location for the activities proposed by the School District; and WIiEREAS, a conditional use permit is required for a community center in an R-1 residential district; and WHEREAS, Chapter 40 of the Municipal Code identifies various requirements for the conditional use permit, one of which is parking; and WIIEREA:I, the existing 161. parking spaces (following t:estr.iping) do not conform to Chapter 40 requirements for community centers which states that 843 spaces be provided; and WHEREAS, a study has been conducted on the parking situation at existing Edgewood Junior High School to deterriine existing and future parking requirements; and WHEREAS, the existing 140 spaces can be expanded to 161 by restriping the present parking areas; and WHEREAS, an additional 82 spaces can be provided on-site shoul.:l future need arise; and I'l WHEREAS, the School District has determined that the proposed �_ use as " a community center would allow future reconversion of the building use to a school; and Mounds View Planning Commission Resolution No. 57-82 Page Two WHEREAS, given the uncertainty the building, the additional proposed necessary; and of the ultimate space use of 82 parking spaces may not be WHEREAS, the additional proposed spaces and its access will adversely impact the recreational use of the property should the spaces ultimately not be needed; and WHEREAS, site topography and improvements restrict the construc- tion of parking areas on a major portion of the site; and WHEREAS, additional access drives and walkways to the proposed parking area will add hard surface area to the site which would increase storm water runoff; NOW, THEREFORE, BE IT RESOLVED that the Mounds View Planning Commission recommends approval of the conditional use permit request for the conversion of Edgewood Junior High School to a community center, and a variance for the reduced number of parking spaces. The variance shall be from 843 spaces to 161 spaces based upon the following hardships: 1) This proposal is unique in that the school district has not completed determination of the ultimate space use of • the building, hence the additional parking spaces may not be required with the ultimate uses. 2) Site topography and improvements will restrict additional parking on a major portion of the site. 3) Additional access drives and walkways to the proposed parkinq area will add hard surface area to the site which would increase storm water runoff. BE IT FURTHER RESOLVED that after a one year period should it be determined by the City that additional parking spaces are necessary, 82 spaces will be constructed on the existing hard surface area on the east side of the building and access to this lot will be provided conforming to drawings dated June 29, 1982. In addition, the conditional use permit shall be reviewed by the City on an annual basis to determine whether sufficient parking spaces exist for the continued use as a community resource center.
