RESOLUTION RECOMMENDING APPROVAL OF THE DEVELOPMENT OF
A SENIOR CITIZEN PROJECT AT HIGHWAY 10 AND LONG LAKE
ROAD AND APPROVAL OF A VARIANCE FOR REDUCED PARKING SPACES
WHEREAS, the City has received a request to construct a 40
unit senior citizen housing project at the corner of Highway 10 and
Long Lake Road; and
WHEREAS, the Planning Commission finds a definite need for
elderly housing in the City of Mounds View; and
WHEREAS, present City Code does not specifically address design
criteria for senior citizen housing projects, including their parking
requirements; and
WHEREAS, under present code, a development of this type would
be classified as R-4, High Density Residential, requiring 2, parking
spaces per unit, totalling 100 spaces of which one per unit shall be a
spaces
and
WHEREAS, through surveys of similar housing in the metropolitan
area, it was determined that the occupants of this proposed building
do not need the number of spaces as required by existing code; and
WHEREAS, the Planning Commission is recommending an addition to
the Mounds View Municipal Code which addresses senior citizen housing
and parking requirements; and
WHEREAS, a variance can be granted where a unique situation and
hardship exists; and
WHEREAS, undo hardship and possible loss of federal funding for
the project may result should approval be delayed until such time as
the proposed code additions are adopted by the City Council;
NOW, THEREFORE, BE IT RESOLVED that the Mounds View Planning
Commission recommends to the City Council approval of development of
the proposed 40 unit senior citizen housing project at the corner of
Highway 10 and Long Lake Road;
BE IT FURTHER RESOLVED that the Mounds View Planning Commission
recommends approval of a variance to the required number of parking
spaces (from 100 to 40) based on the following:
• 1) At the present time, the code clarifications being
recommended are not in effect.

2) Existing Mounds View Code does not delineate specific
criteria for senior citizen housing, including parking
requirements.
3) Delays in approval of the project, until such time as the
code covering senior citizen housing is adopted may cause
loss of federal funding for the project and subsequent
withdrawal of the request.
The variance approval shall be conditioned on the following:
1) Five handicapped spaces (12' by 201, one per handicapped
unit), 5 oversized parking spaces (11' by 20') and 16
regular spaces (911' by 20') be constructed at the start
of the project. An additional 14 regular parking spaces
shall be constructed before occupancy.
2) The City shall review the parking situation from time to
time to determine whether any modifications to the parking
should be made.
