Call to Order: The meeting was called to order at 6:07 p.m. by Chairperson, Phil Seipp. 2. Roll Call: Members present were as follows: Rosemary Goff, Mark Malone, Peg Mountin, Dan Nelson, Ron Schmidt, Delane Welsch and Phil Seipp. In addition Economic Development Coordinator Cathy Bennett was present. EDA Liasion, Sue Hankner was absent. 3. Approval Of Minutes: Motion/Second: Mountin/Welsch moved approval of Minutes of March 23, 1995 Meeting • 6 ayes 0 nays Motion Carried 4. Special Business There was no special business 5. EDC Business: A. Consideration of Proposal for Development of Property Near Bridges Golf Facility. Jim Winkles of BelAir Builders and Owners of Midwest IV, Larry Lindberg and Steve Peterson gave an overview of their proposal to build a 33,000 sq.ft. building on Lot 3 of property directly abutting the Bridges Practice Range. In addition, they are negotiating to purchase lot 2 for future expansion. The building would be owned by Midwest IV, a home care pharmaceutical company. Midwest IV would be the primary occupant of the building and they are working with other technologically advanced companies to occupy the remaining square feet. It is proposed to call the building the Bridges Technology Center. The building would be office/showroom space and would consist of decorative block materials with glass entryway along the entire front of the building. Owners of the property plan to keep a natural setting by incorporating the vast oak trees into the landscaping. Midwest IV will have an estimated 20 employees and expect to hire an addition 8-10 more position within 6 months. • Members of the commission strongly encourage Midwest to purchase the adjacent lot to allow a Planned Unit Development. This allows more flexibility with the current city code. 1 Midwest explained that the medical waste is returned to the site and disposed properly through a contract with waste hauler BFI. This ensures that clients are not improperly disposing of used medical materials. The commission would recommend that the EDA pursue tax increment financing for the project • and further endorses that a technology driven business such as Midwest IV would enhance the economic development of the City. Motion/Second: Mountin/Nelson moved to approve recommendation to EDA to consider the use of tax increment financing for the Bridges Technology Center 7 ayes 0 nays Motion Carried B. Consideration of Action Steps in Response to the North Metro Business Retention and Expansion Survey Results After review of all the survey results of over 100 Mounds View businesses, the commission developed 12 action steps to address local business issues and concerns. These action steps will be unveiled to the business community at a reception on June 29, 1995 from 5:00-7:00 at SYSCO Minnesota. The EDC recommends that all members be present as well as the marketing task force members. Motion/Second: Nelson/Welsh moved to approve action steps in response to the North Metro Business Retention and Expansion Survey Results 6 ayes 0 nays • Motion Carried C. Consideration of Appropriation of Funds in 1995 and 1996 for the Business Loan Program Coordinator Bennett explained that staff is working with a financial consultant to accurately estimate the excess tax increment funds available for economic development programs over the next five years. It is estimated that Mounds View will have approximate 2.5 million available for all City Development Programs in 1995 and about 1/2 of that in 1996 depending upon the usage in 1995. The proposed programs to be funded by these dollars include single family rehabilitation, multi-family rehabilitation, business loan program, highway 10 redevelopment, Retail Rehabilitation, and School\Community Facility. A spread of the numbers will be presented to the EDA at the June work session by Tax Increment Consultants and the EDA will be presented with recommendations to allocate the funds to the above programs. To fund the business loan program, commissioner Malone suggests appropriating $100,000 and $300,000 in 1995 and 1996 respectively. This will allow for four maximum loans in the remaining 1995 months and twelve maximum loans in 1996. Motion/Second: Malone/Goff moved to approve $100,000 and $300,000 to fund Mounds View business loan program in 1995 and 1996 respectfully. 6 ayes 0 nays Motion Carried 2 D. Consideration of Business Loan For Dynex Industries Coordinator Bennett explained that Dynex Industries approached the City for assistance in the 110 expansion of their current headquarters facility 4751 Mustang Circle. After discussions with Dynex on structuring their financing, it was decided that they would fund the project through the SBA 504 program. Through this program SBA will provide 40%of the project costs, the bank will provide 60%of the project costs and Dynex will fund the remainder with equity. Under SBA guidelines a City revolving loan can be considered as the equity portion of the financing. Therefore, Dynex is requesting the maximum loan of $50,000 of which the City's participation would be $25,000 at 2% interest for 10 years. North Star Bank will provide the remaining balance at 9 and 5/8 percent for 5 years with an adjusted rate for the remaining 5 years. Dynex has been approved by SBA and North Star Bank. Motion/Second: Goff/Welsch moved to approve a business loan MVBL-1, in the amount of $50,000, for exterior improvements of Dynex Industries. 6 ayes 0 nays Motion Carried E. Discussion of Retention Meetings Coordinator Bennett gave a brief overview of the business retention calls in April and May and discussed the targeted companies to meet in June. Each commission member gave coordinator Bennett four dates in June when they would be available to participation in interviews. 6. IIIEDC RESOLUTION NO. 95-EDC9 RESOLUTION RECOMMENDING AMOUNTS TO FUND THE BUSINESS LOAN PROGRAM FOR 1995 AND 1996 WHEREAS, on February 13, 1995, the Economic Development Authority approved the pursuit of a small business loan program for Mounds View businesses, and WHEREAS, City staff have been working with representatives from the Economic Development Commission and development attorney from Briggs and Morgan to develop the legal documents and agreements for the business loan program, and WHEREAS, to fund the program, the Economic Development Commission determined that a minimum of 4 maximum loans in the remaining of 1995 and 12 maximum loans in 1996 could be issued through the program, and WHEREAS, funds for the program would come from excess tax increment financing dollars generated by development districts in the City, and 110 W 'REAS, The Economic Development Commission's mission includes the promotion of a positive economic climate which retains and expands existing businesses; and WREAS, the Economic Development Commission believes that offering a competitive program to assist businesses would enhance the economic climate of the City. DYNEX INDUSTRIES WHEREAS, Dynex Industries, a Mounds View business since 1985, has approached the City for a small business loan, and WHEREAS, Dynex Industries is requesting the maximum loan of$50,000 to supplement a Small Business Administration 504 Loan of$1,013,000, and - WHEREAS, Mounds View's Economic Development Authority would be responsible for $25,000 at 2% interest and North Star Bank would be responsible for $25,000 at bank terms for ten years, and WHEREAS, Dynex Industries has been approved by the St.Paul/Metro East Development Corporation for 40% of the project and by North Star Bank for 60% of the project, and WHEREAS, Dynex Industries currently employs 60 people in Minnesota and anticipates adding 12 new employees as a direct result of their expansion; and • WHEREAS, the Economic Development Commission believes that assisting Dynex Industries will benefit the entire community of Mounds View by promoting quality jobs and increasing the tax base. The Highway 10 Committee has been meeting for approximately every three weeks since January 1995. After reviewing several community corridor plans, the following document is the first step in determining a strategy for coordinated development of Highway 10. It became quite evident that preparing a professional, effective development plan for • the corridor could take a significant amount of staff and committee time and may take up to three years. Another option would be to hire a consultant who specializes in corridor plans to drive the project. The committee envisions that a consultant would take 1-1.5 years maximum to develop and gain approval of a plan for Highway 1 10. The consultant would need to have expertise in street improvements, transportation planning, land use, engineering, landscaping, design standards, stormwater and environmental issues. In addition, it would be beneficial to have an outsiders prospective with expertise in early community consensus building. Highway 10 encompasses approximately 1/4 of the entire City and most of the commercial/industrial space. Professional expertise would be an investment well worth the potential financial implications of a properly planned corridor. The potential increase of the tax base alone would have a significant impact on the City. I have included property information for proposed sections 2-11. Section 1 was not included in the initial highway 10 inventory. Peg Mountin, as a representative of the Highway 10 Committee, will give an overview of the process that the committee has been through over the past several months. 0 HIGHWAY 10 CORRIDOR DRAFT PROPOSED REDEVELOPMENT PLAN • INTRODUCTION • The Highway 10 Corridor Proposal is presented by the highway 10 subcommittee consisting of the following: • Peg Mountin - Economic Development Commission • Gary Stevenson - Planning Commission • Pam Star - Parks & Recreation Commission • Staff: Cathy Bennett, Paul Harrington, Mary Saarion _ The Highway 10 Committee was directed to present options for the development of the Highway 10 Corridor in Mounds View. The first step in this process was to review how other communities addressed corridor redevelopment. This enabled the committee to take the best strategies from each plan and apply them to Mounds View. The following corridor plans were reviewed. In addition, the committee took a bus tour of several community corridors. • Cedar Avenue - Apple Valley • Highway 13 - Burnsville • Highway 5 - Chanhassen • University Ave - Columbia Heights • Edinborough/Centennial Lakes - Edina • • Highway 3 - Hopkins • Old Highway 8 - New Brighton • County Road E - Vadnais Heights • Highway 61 -White Bear Lake There were three common elements in each redevelopment plan that were revealed by the committee. • Each plan contained specific designated areas of development. Those areas of development addressed land use, zoning, landscaping, environmental engineering and how the area fit into the entire corridor plan. • The other common element, with the exception of Apple Valley, was that they were developed with the assistance of an outside consultant who specializes in corridor and downtown redevelopment plans and community consensus building. • The final element is that redevelopment is a very slow, costly and risky process that takes strong local leadership. In addition, there is usually strong resistance to change and not everyone will agree with any plan since there are significant impacts to residents, businesses and traffic. Each City stressed the importance of remembering to keep focused on the big picture! • • The following is the first attempt at structuring sections of development for the corridor. It made sense to include the section of Mounds View which is along Old Highway 8 in the corridor plan. This section often gets mistaken for New Brighton and it is a very important part of the City that needs attention. 1. INDUSTRIAL MANUFACTURING BUSINESS PARK The section is along old highway 8 but has a significant impact on Highway 10, therefore it is proposed to include it in the redevelopment plan. Currently, section one contains an industrial park for over 12 businesses. In addition the section includes the Towns Edge Manufactured Home Park, 2-3 single family homes and the Skyline Motel. The section is bordered by New Brighton to the south, I-35W to the east, New Brighton Regional Park to the - west and County Road H to the north. Section one is ideal for the expansion of Mounds View's commercial base. There is Interstate exposure and easy access to I-35W from both Highway 10 and 95. Mounds View's commercial land is almost entirely developed. There have been many occasions that companies relocate out of the City for the sole reason that there is not enough large lots in the area. This section would be proposed for manufacturing operations that are medium to light in nature. There are several businesses in the Mounds View business park that may be relocating III because they only need a Class B facility for their operations. This section could provide for this type of use. In addition, conversion to commercial use follows New Brighton's development from the south which consists almost entirely of industrial space for use by manufacturing and trucking companies that require some outside storage. The section would be easily buffered from designated residential neighborhoods in Mounds View. 2. RECREATIONAL FACILITIES- COUNTY PROPERTY. WETLANDS This section of the community includes the area surrounding Rice Creek, which is a part of the Rice Creek Chain of Lakes Regional Trail Corridor. Ramsey County has jurisdiction of the land. Future plans include the development of a Trailhead for canoeing Rice Creek. The canoe corridor will begin in Centerville and continue through Mounds View to the Mississippi River. This Regional Parks and Recreation trail corridor will provide facilities for fishing, canoeing, hiking and wildlife observation activities. The trails will connect Anoka and Ramsey County Open Spaces, Long Lake Regional Park in New Brighton and Locke Park in Fridley. Because of it's regional appeal, it is predicted that this recreational facility will generate visitor traffic from users especially from the northern metropolitan suburbs. These visitors can be expected to patronize fast food and restaurants, gas stations, and convenience stores. Old Highway 10 is scheduled for improvements according to Ramsey County's plan. This would be an excellent road for an off-street bicycle trail system • connecting residents to the Regional Trail Corridor from a County Road H off- street trail. When Old Highway 8 is improved, an off-street bicycle trail should be considered. This section is recommended per the TAG plan. 3. City Entrance Section three is the first area that a visitor would see if coming off of Interstate 35W. This section should leave a lasting impression on the first time visitor to Mounds View as well as the frequent commuter. In addition, residents can feel good about coming home when they enter the community through the entrance. This area caters to the visitor and includes filling stations, fast food restaurants, convenience stores, entertainment facilities and overnight accommodations. The area would be ideal for a major hotel\conference facility due to its convenience and exposure on Interstate 35W. When fully redeveloped the area will tie in nicely with the section 2 recreational area and would draw visitors from farther distances due to the accessibility of accommodations and facilities all in one close proximity. 4. Regional Emv/o yment Center Section four consists of Mounds View's Business Park which houses various limited manufacturing\warehouse and distribution facilities. The 90+ acre corporate business park has a reputation as being visibly pleasing, beautifully landscaped and centrally located. The majority of the businesses distribute their corporate products nationally and internationally. These businesses provide employment for over 1,500 Twin Cities residents. Of those employees, • 8% are from Mounds View with the majority coming from all over the metro area, Chisago County, (sante County and even Western Wisconsin. The business park is currently 90% developed. One remaining parcel is slated for a 118,000 sq.ft building. The remaining land is designated for expansion of existing businesses such as Multi-Tech and C.G. Hill. 5. Regional Business Service Center Section five is designated as the service center for the business park and surrounding commercial areas. This includes an office complex development housing professional service companies, restaurants, convenience store and car wash. There is at least one vacant lot, zoned commercial, which could accommodate an office building. In addition, there are four single family homes which encompass the entire corner of Woodale and Highway 10. Since commuter traffic is moving at such a high speed in this area and there are no designated turn lanes onto their properties, residential living is not conducive to the development. Everest Development currently owns each end house and has been trying to negotiate a reasonable sale price for the remaining properties for commercial development. When developing this section, care needs to be taken to property buffer the residential neighborhood on Jeffrey Drive and Greenfield Avenue. • • 6. MEDIUM DENSITY RESIDENTIAL This small section of the Highway 10 corridor is residential and is recommended as remaining residential. These properties do not have direct access to Highway 10. The homes do not face Highway 10 but instead have side properties adjacent to the Highway corridor. It is recommended to add a dense layer of landscaping along the houses that are visible from Highway 10 to buffer it from the traffic. 7. CORPORATE HEADOUARTERS FACILITY This is the largest section of undeveloped land along Highway 10 and special care needs to be taken to ensure proper and best use of the property. It is recommended to attract a corporate headquarters facility to the site which would be developed in a campus setting keeping its natural, wooded atmosphere. There are 24.26 acres in this section. It is estimated that 14.35 of the total acreage is buildable since there is a very large wetland area to the west of the property. The property is owned by an elderly women who wants to ensure that she receives proper compensation for the land. She too would like to see the property developed with the utmost care to keep it as a natural campus type setting incorporating hiking and biking trails for pubic use. 8a. CITY HALL AND COMMUNITY CENTER This area of the Highway 10 corridor is the center of the City-thus City Center. There is no coincidence that this is the location of the City Hall Administration Building which also houses the Police Station. Included on the grounds of City Hall is City Hall Community Park which includes an adult ballfield, youth ballfield, picnicking facilities, twin sand court volleyball courts, soccer field, and pre- school playground equipment. City Hall Park is the location of the annual Festival In the Park, a City celebration. Also located on City Hall Park is a wellhouse, water tower water reservoir and Public Works building. Across the street from City Hall Park, including the facilities previously mentioned, is the Bel Rae Ballroom and adjoining undeveloped property. The Bel Rae building is a one story large building. It has a large parking lot and is very accessible to the Highway 10 corridor. The Bel Rae is also very accessible to neighborhoods of Mounds View. The property abutting the Bel Rae is mostly wetland, but it does abut Highway 10 corridor. The owners of the property have been unable to develop the property due to the small amount of buildable space. The owners of both of these properties are willing to sell. 8b. CITY CENTER-LOCAL COMMERCIAL SERVICES Located directly in the heart of the Community, section eight (b) - commonly referred to as "City Center" - provides the residents of Mounds View a wide 111 variety of retail services via two existing Shopping malls on the north and south sides of Highway 10. The malls, Silver View Plaza and Mounds View Square, provide the residents of the Community with conveniently available retail services and shops. In addition to serving a local clientele, the malls benefit from their location on Highway 10 and its high number of commuters. However, despite the high traffic numbers, the section suffers somewhat from the lack of adequate access on and off of Highway 10. Experience has shown that commuter traffic is less likely to utilize the services provided by the two malls because of the difficulty in quickly and safely exiting Highway 10. City efforts in this district should focus on attracting additional quality retail services to the two malls, improving the somewhat difficult traffic circulation patterns surrounding the area and, increasing the visibility of the signage for the malls. 9. PLANNED UNIT DEVELOPMENT Located immediately west of City Center, section nine currently consists of two very distinct uses located on either side of Highway 10. On the south side of Highway 10, development includes a recently completed 83 unit senior housing complex, fast food restaurants and retail and service outlets. The north side of 10 is primarily devoted to multi family housing units. The sections' proximity to City Center lends itself to an integration of the two districts into one "supersection" servicing all retail and service needs in the community. City influence on the area will be most directly felt on the north side of Highway 10 as any long range development of the section will require decisions to be made on the future of the aforementioned multi-family housing units. On the south side of Highway 10, development of an office building to house • medical providers (i.e. dental, eye, general practitioners) should be given strong consideration. With the development of the senior housing project, the need for these services will only increase. Of the parcels remaining undeveloped in the south half of the section, a large portion are delineated City wetland and present a significant constraint on the ability to develop the area enmasse. When considering developing this area, particular attention should be paid to preservation and maintenance of these existing wetlands as they provide both aesthetic and functional amenities to the Community. 10.- HIGHWAY&NEIGHBORHOOD COMMERCIAL-BUSINESS Section ten, beginning with the properties immediately west of Silver Lake Road, starts the gradual move from commercial type land uses to that of medium and low density residential. The section includes a number of properties which are legal non-conforming in relation to the established zoning districts. In particular, properties zoned B-3, Highway Commercial are currently being utilized as residential along the south side of Highway 10. The City has an opportunity to redefine the area somewhat in that commercial properties and possibilities do exist. Any development of this area should include adequate buffering - either natural or man-made to minimize the impacts felt by the surrounding residential neighborhood. Specific land uses should be those that provide needed community services. As with all 1111 properties along Highway 10, attraction of commuter traffic as potential customers should be given high priority. 11. MEDIUM/LOW DENSITY RESIDENTIAL Section eleven, located along the westernmost edge of the Community, presents a unique challenge in development due to its geographical proximity to the City of Spring Lake Park. A significant amount of land within the limits of Spring Lake Park impacts the character of the section on the south side of Highway 10. This encroachment directly affects the development of the properties north of 10 in that Spring Lake Parks' plans for development of their property may take a different direction than that of Mounds View. Recent developments in the section have focused on residential projects. On the south side of Highway 10, a 22-unit townhome development was recently approved and is nearing completion. To the north, development of a 17-lot single family home subdivision will begin in early summer of 1995. Hotel Development f In May, I was invited to attend the Anoka County Chamber of Commerce Hotel Task Force meeting. They had heard that there was an excellent site in Mounds View being considered for a hotel\conference center. The Anoka Chamber membership, made up of over 600 businesses, feels strongly about attracting a quality hotel\conference facility in the North Metro region. Therefore, they established a Hotel Task Force. The Task Force was working to find an appropriate site in Blaine but the plan fell through and now they are willing to support Mounds View's proposal. 40 At a second meeting, the task force invited Charlie Hall to give a presentation regarding his plans. Needless to say, the Task Force was thoroughly impressed and are willing to assist in any way possible. Charlie's plans now have expanded to a 200 room, 10 floor facility with the banquet facilities on the top floor. He is working with someone who is gathering investors for the project. Apparently, they want to syndicate the hotel by selling shares in the development. The Anoka Chamber is willing to help fund a market feasibility study needed to attract investors. It is proposed that the Anoka Chamber, Mounds View and Charlie Hall pay for the study. At this point we do not know the cost of the plan but anticipate $6,000-$10,000. Do you feel that the EDA should participate in the funding of the study? City Hall 2401 Highway 10, Mounds View, MN 55112 1. Call to Order: The meeting was called to order at 6:04 p.m. by Chairperson, Phil Seipp. 2. Roll Call: Members present were as follows: Rosemary Goff, Mark Malone, Peg Mountin, Dan Nelson, Ron Schmidt, and Phil Seipp. In addition Economic Development Coordinator Cathy Bennett and EDA Liaison Sue Hankner were present. EDC Member Delane Welsch was absent. 3. Approval Of Minutes: Chairman Siepp proposed the following changes to the minutes. Item S.A. Change office/showroom to warehouse/production facility. Item S.D. Change percentage of loan from 60% to 50%. • Motion/Second: Goff/Nelson moved approval of Minutes of May 25, 1995 Meeting as amended. 6 ayes 0 nays Motion Carried 4. Special Business There was no special business 5. EDC Business: A. Discussion of Hiahway 10 Corridor. Coordinator Bennett presented the proposed draft of a Highway 10 Corridor redevelopment plan. The document was put together with the assistance of the Highway 10 committee that was established by the EDC. The plan begins to cluster properties along highway 10 into designated development areas. An overview of each area was given by Highway 10 Committee member Peg Mountin with the desired development direction of each section. Each member of the EDC gave comments regarding the plan and came up with several suggestions for the next step in the process. • Careful consideration needs to be made in regards to the problem with access on 10 and • how people cross the Highway. • Each member of the EDC were in agreement on the direction of the plan and the proposed types of development for each area. • A master plan needs to be devised to pull the plan together. 1 • Would like to pursue researching the benefits of investing in redevelopment and educate the community prior to investing money into a development consultant. . • Feed the document to the public in sections and gain consensus section by section rather than in whole- begin with the least controversial area. • Continue to pursue development opportunities such as the purchase of blighted properties as they become available. • Use the newsletter as a vehicle to educate the public with regards to investment in the redevelopment of highway 10 and how business development can help to build out the community while holding property taxes down. It was suggested to have staff research the best approach to consensus building either through graduate internship or a strategic planning consultant. • B. Consideration of Partnership with Anoka County Chamber of Commerce for Hotel Development Coordinator Bennett explained that the Anoka Chamber membership, made up of over 600 businesses, feels strongly about attracting a quality hotel\conference facility in the North Metro region. Therefore, they established a Hotel Task Force. They are willing to support the site in Mounds View and have discussed the distribution of funds for a feasibility study. The feasibility study would allow both Mounds View and Anoka Chamber to attract an investor for the project. Coordinator Bennett requested the advise of the EDC on participation in this venture. Members of the EDC expressed support for participation in the study. Commissioner Malone suggested asking the Anoka Chamber what they would like in return for their participation to ensure that there are no ulterior motives attached which may be detrimental to Mounds View. In addition, it would be worthwhile to review what businesses in the Brookland Park\Brookland 11 Center area feel the impact of the Northland Inn has had on their business, if any. Motion/Second: Malone/Goff moved to direct staff to pursue support of helping to fund a feasibility study with Anoka County Chamber of Commerce for a hotel development in Mounds View. 5 ayes 0 nays Motion Carried C. Consideration of Partnership in the North Metro Business Retention and Development Program - Part II Coordinator Bennett explained that the City of Mounds View has been requested to participate in Phase II of a contract with Community Partners for the North Metro Business Retention and Development Program. Part II of the program would consist of the development of a final report and action steps, data base maintenance, training services, development of methodology for attraction and expansion opportunities, summer youth employment and coordination of business seminars and trade shows. Mounds View's share of Phase II would be $1,200. Coordinator Bennett noted that Mounds View have completed action steps and will be doing or already have done most of the elements that are included in the Part II of the program. Motion/Second: Nelson/Goff moved not to continue in the participation of the North Metro Business Retention and Development Program for Part II. • 5 ayes 0 nays Motion Carried 2 D. Discussion of Allocation of Development Funds • Coordinator Bennett explained that the EDA has discussed the attached allocation of excess Tax Increment Funds and has directed staff to pursue the potential purchase\development of several properties along Highway 10. The properties include the blue house on 10 and Long Lake Road, the Auto Central building, the K-Gas site and the Bel Rae Ballroom. Coordinator Bennett said she will keep the EDC posted on these activities and hope to have proposals for the EDC to review this fall.
