Call to Order: The meeting was called to order at 6:40 p.m. by Vice Chairperson, Dan Nelson. 2. Roll Call: Members present were as follows: Rosemary Goff, Delane Welsch, Dan Neslon and Ron Schmidt. In addition, Economic Development Coordinator Cathy Bennett and EDA liaison Sue Hankner were present. EDC Members Peg Mountin and Phil Seipp were absent. 3. Approval Of Minutes: Motion/Second: Welsch/Neslon moved approval of Minutes of September 28, 1995 Meeting. Motion Carried 4 ayes 0 nays • 4. Special Business Presentation on the Metropolitan Livable Communities Act Joanne Barron with the Metropolitan Council gave a presentation regarding the newly passed Metropolitan Livable Communities Act (MN Stat. Ch. 473.25) which was a bipartisan bill to address the metropolitan area's economic and social needs. Ms. Barron explained the main goals of the program and the funding account set up to allow communities to meet the goals. Ms. Barron noted that Mounds View has already met and exceeded the goals to provide affordable housing opportunities in the City but that there are opportunities for funds for economic development projects that link housing with jobs and transportation. 5. A. Consideration of Participation in Minnesota Starcity Program -- Bart Bevins, Mounds View's representative from the MN Department of Trade and Economic Development, gave an overview of the Star City Program. Mr. Bevins noted that the Star City Program provides a framework for economic development organizations in developing an economic development plan and strategy. Mr. Bevins stressed the importance of involving a wide scope of public participation while going through the Star City Application Process. In addition, Mr. Bevins explained the application process and answered various questions from Commission Members. Motion/Second: Welsch/Schmidt moved to recommend that the EDA establish the EDA as Star City Committee to pursue Star City Status for Mounds View. Motion Carried 4 ayes 0 nays • 1 C. Discussion of Highway 10 Report and Presentation of Findings Coordinator Bennett and Administrative Aide Lynnette Morgan gave an overview of the report regarding the redevelopment of Highway 10. The report includes a history of Mounds View's development, information on Mounds View's tax increment districts, percieved benefits of investing in redevelopment, the condition of Highway 10, overview of other corridor plans and the importance of public participation. Commission members commended Lynnette Morgan for her hard work in gathering the research for the report. This information will be helpful as the City proceeds in the redevelopment of Highway 10. Reports From Chair, Commissioners and Staff: There were no reports. 7. Call to Order: The meeting was called to order at 5:55 p.m. by Chairperson, Phil Seipp. 2. Roll Call: Members present were as follows: Rosemary Goff, Delane Welsch, Dan Nelson, Phil Seipp and Ron Schmidt. In addition, Economic Development Coordinator Cathy Bennett was present. EDC Member Peg Mountin and EDA Liaison Sue Hankner were absent. 3. Approval Of Minutes: There were no minutes for approval 4. Special Business • Discussion of the Community Connections Committee Susie Kaiser, volunteer for the Mounds View School District, gave an overview of the Community Connections Committee which was established to evaluate the City and Districts need for additional school and community facilities. Ms. Kaiser posed several questions to the members of the EDC regarding what programs and services are available now and what additional services are needed, what facilities could accommodate the additional services and where would this facility(es) be located and what don't we want. The EDC felt that the City should not participate in any operation that would directly compete with private business and that the use of tax increment funds should be focused to commercial development and redevelopment purposes. Presentation on North Metro Business Retention and Development Commission Phase II Program Joseph Strauss of Community Resource Partnership gave a slide presentation regarding the North Metro Business Retention and Development Commission's work plan for 1996. The presentation included a brief overview of results from the first survey process which included 3600 businesses. The work plan for 1996 includes two parts of which all participating Cities receive the services in Part I and each community is allowed to chose two of 15 options in part II. Mr. Strauss explained that Mounds View participation would approximately be $2000 for 1996. • 1 Motion/Second: Nelson/Welsch moved to recommend that the EDA approve participation in the 1996 work plan for the North Metro Business Retention and Development Commission. Motion Carried 4 ayes 0 nays 5. A. Economic Development Plan Update- Chapter 3 Coordinator Bennett briefly reviewed the information in Chapter 3 for the Commission. It was recommended that staff update as much information as possible in this chapter prior to developing the long range goals for the Economic Development Plan. Coordinator Bennett noted that this information should be fairly easy to update but since the City is without an Administrator and a Finance Director it may take longer than normal. Coordinator Bennett said she would review with the finance staff and try to have the information to the Commission by the January or February meeting. B. Review Draft Request for Qualifications Coordinator Bennett requested the Commission's comments regarding the draft request for qualifications (rfq) which will be distributed to the development community in December. Coordinator Bennett explained that the rfq is a document that will hopefully generate ideas regarding possible redevelopment options for property along Highway 10 between County Road I and Sunnyside. The Commission felt that this was an excellent idea and would like to review the responses. Reports From Chair, Commissioners and Staff: • Chair Phil Seipp suggested that we have the last meeting of the year at Donatelle's. All commission members present agreed. 7. One of the most difficult challenges for the business community is recruiting and retaining employees. Motion Carried 4 ayes 0 nays 1 abstain Member Carlson asked for a brief overview of the Metropolitan Livable Communities Act presentation that was given at the October 26, 1995 meeting since she was not a member at the time. Member Carlson specifically was interested in the funding accounts and what Mounds View needs to do to take advantage of these funds. Coordinator Bennett explained that there are three main funding account and that the Metropolitan Council is still working on the details. The City of Mounds View could be eligible for funds if a project was identified that met their objective. The City is keeping close tabs on this legislation. Member Carlson mentioned that she knows a Metropolitan Council Board Member if any assistance was needed in getting information on the program. A. Discussion and Review of Economic Development Plan Update (Inventory • of Developed Commercial/Industrial Property) 1 Coordinator Bennett handed out a revised inventory of developed commercial and industrial property in Mounds View for the EDC's review and discussion. The inventory includes zoning, 110 comprehensive plan designation,property I.D. #, Owner, lot size, land value and estimated property taxes payable in 1995. Coordinator Bennett notedseveral areas that will be changed and said she would hand out a revised copy at the next meeting to include properties that are in a tax increment district. B. Discussion of Bridges to Work Program Chairman Seipp gave an overview of a meeting held at the Burnsville Transit Center to discuss transportation issues. The Bridges to Work Program is an idea to link the labor pool in the inner cities to the need for workers in the suburbs through a coordinated transportation system. Currently, there is no central location whereby a company could pick up workers to transport them to the job site. The proposal includes a central North Suburb location, such as Roseville, which would serve as a collection point for companies that have a need to attract inner city workers. It was recommended that staff keep the EDC apprised of the program so that information can be given to Mounds View businesses. In addition, the EDC would like to have a meeting with the Metropolitan Transit System to see if an additional route may be developed for Highway 10 near the business park. If this is not possible, the EDC would like to review other opt out programs that could specifically benefit Mounds View residents and businesses access to the transit system. C. Discussion of Terms for EDC Member in 1996 Coordinator Bennett explained that there are three terms which expire in 1995. These terms may be reappointed for another term if the persons so desires. The terms that expire include • Dan Nelson, Peg Mountin and Phil Seipp. Commissioner Mountin said that she would not be able to be reappointed for another year since her personal and educational commitments are increasing. Commissioner Seipp had not made a decision and said that he would be talking to the Mayor and would let Coordinator Bennett know prior to the next meeting. Coordinator Bennett said she would contact Commissioner Nelson. Coordinator Bennett asked for suggestions on candidates to fill vacancies on the EDC. Commissioner Carlson suggested a customer and resident who is a real estate agent named Bev Terhark. Other suggestions include resident Hank Ruggles and a representative from the Silver Lake Pointe Apartments. Coordinator Bennett will contact these people to see if they are interested in applying.
