Subject: Highway 10 Proposal Interviews
Date: October 22, 1996
The interviews are now scheduled for this Thursday morning beginning at 7:30 am in
Conference Room C of City Hall.
The following firms are scheduled for Thursday, therefore please review these proposals and
come to the meeting with questions.
BRW, Inc. - 7:30
Dahlgren, Shardlow, and Urban Inc - 8:00
Dept. of Administration - 8:30
To . - > e ..• . - - 9:00
The remaining firms will be interviewed on Tuesday, October 29th beginning at 7:30 am.
• Each firm will give a brief presentation regarding their proposal for 15 minutes and then we
will open for questions for 15 minutes. Therefore, it is very important that you come to the
meeting with prepared questions.

1. Call to Order:
The meeting was called to order at 7:35 a.m. by Vice Chairperson, Cindy Carlson.
2. Roll Call:
Members present were as follows: Cindy Carlson, Rosemary Goff, Brian Sjoberg, Ron Schmidt, Delane
Welsch and Bev Terhark. Member Dan Nelson and EDA Liaison Sue Hankner and Alternate Liaison Gary
Quick were absent. Economic Development Coordinator Cathy Bennett was present.

Interviews for Highway 10, Section 9 Corridor Study
The following consulting firms gave a 30-40 minute presentation in response to the RFP that
was approved at the September 26, 1996 regular meeting.
1. BRW, Inc teaming with the McComb Group and Evensen Dodge, Inc.
2. Dahlgren, Shardlow, and Uban, Inc. teaming with Maxfield Research Group and
Benshoof and Associates
3. Minnesota Department of Administration
After each presentation commissioners asked several questions regarding each companies
background and the proposed scope of work.
After the last presentation, Commissioner Welsch suggested that the Minnesota Department of
Administration was not exactly qualified and had more of a city administrative strategic
planning and conflict resolution focus. Both of the other presentations were very competitive in
their presentations, price and expertise. Commissioner Carlson suggested that the Town
Planning Collaborative not be interviewed since they were much more expensive than all the
other firms that responded and that they were not well know for projects in the Metropolitan
area. Commissioner Welsch shared an article regarding the Town Planning Collaborative's
work in St. Louis Park. Commissioner Terhark suggested that the EDC could give them an
opportunity to revise their plan to be more competitive. Commissioner Sjoberg suggested that
there was an adequate number of proposals to choose from and moved not to interview Town
Planning Collaborative.
• Motion/Second: Sjoberg/Carlson moved not to interview Town Planning Collaborative since
there was an adequate number of qualified proposals submitted
Motion Carried 6 ayes 0 nays
5. EDC BUSINESS
No EDC Business
6. Reports From Chair, Commissioners and Staff:
Coordinator Bennett noted the special megting to interview the remaining proposals is
scheduled for Tuesday, October 29, 1996 at 7:30 a.m.
7. Adjournment
There being no further business before the Commission, this meeting of the Economic Development
Commission adjourned at 9:20 a.m.
