Total proceeds were $146,202.50 less expenses of$23,000.46, which included the 9% commission plus advertising expenses for two different auction dates due to the cancellation of the October 20th date. Additional credit card charges of -08:7b e incurred due toy;-;re tact that all iGnd phone service had been remover', based upon the original auction date. A description of all the auction lots sold and sales price are included for y ur information. Each item has a buyer number (MN) from which the buyer may be identified from the attached list. Buyers came from all over Minnesota, Wisconsin, Iowa, and the Dakotas. The greens turf did not sell, but everything else was sold except a couple of miscellaneous items from the clubhouse. For now, proceeds will be deposited to the Golf Course Fund which will be closed-out by the end of the year. After an hour of discussion, it was apparent that a follow up meeting would be necessary to continue the discussion and to work toward a unified vision regarding the goals and priorities, although there seemed to be a consensus that funding for the improvement of County Road 10 was a high priority, if not the highest priority. Discussion: Since the September 6 meeting, staff has received a more detailed estimate from Bonestroo 0 regarding the anticipated cost of the County Road 10 Corridor Improvement Project. The total represents a potential expenditure of $9.1 million, which is less than previous ballpark estimates. The estimate does not include any potential right of way or easement acquisitions, if any are needed. Bonestroo's summary sheet is attached for the EDA's and the EDC's reference. Ehlers indicates that based on current projections, the City will likely have $11,000,000 of pooled TIF available for projects in addition to at least $1,000,000 from the non-obligated-Community Fund. Ehlers has prepared a detailed analysis and summary of potential projects as identified and prioritized by the EDC at their meeting on October 21, and representatives from Ehlers and Bonestroo will be on hand to answer questions. Conclusion: While it may not be possible to come to an agreement on TIF goals and funding priorities at this meeting, we are hopeful that some direction can be formulated for higher priority projects with the possibility of adopting a TIF Vision statement by January 9, 2006. Total proceeds were $146,202.50 less expenses of$23,000.46, which included the 9% commission plus advertising expenses for two different auction dates due to the cancellation of the October 20th date. Additional credit card charges of $708.79 were incurred due to the fact that all land phone service had been removed based upon the original auction date. A description of all the auction lots sold and sales price are included for your information. Each item has a buyer number (MN) from which the buyer may be identified from the attached list. Buyers came from all over Minnesota, Wisconsin, Iowa, and the Dakotas. The greens turf did not sell, but everything else was sold except a couple of miscellaneous items from the clubhouse. For now, proceeds will be deposited to the Golf Course Fund which will be closed-out by the end of the year. APPROVAL OF EDC MINUTES: Motion/Second: The December 10, 2004 minutes were not completed by this meeting. No Commission action was taken. 4. SPECIAL BUSINESS A. None. 5. REPORT OF COMMISSIONERS, STAFF AND EDA LIAISON A. Commissioner Reports: Entsminger noted that she had attended the steering committee meeting for the County Road 10 Corridor and the potential renaming of the City's main thoroughfare. Backman mentioned that there is now new carpet in the Mounds View Community Center. B. Report of Staff: 1. Update on status of Medtronic Corporate Office Campus/Bridges Redevelopment Project: Backman reviewed the meetings that have been held regarding the Bridges Redevelopment, including transportation, legislative meetings and hearings, and negotiating meetings with Medtronic and Clear Channel. On the morning of March 10t , City staff met with Commissioner Tony Bennett at Medtronic's Shoreview office regarding the transportation improvements needed for Medtronic. He is very supportive of road improvements to County Road J and the seeking of state appropriations to do so. Backman discussed the two primary pieces of legislation the City is seeking—the special Tax Increment Financing (TIF) legislation and the reverter clause legislation. City staff attended and testified at two hearings in the State House. The reverter clause bill passed out of the House Transportation Policy Committee on March 1st, and was heard (but not acted on) in the House Transportation Finance Committee on March 10th. One amendment that was proposed(but EDC Minutes f� /n� ,ter March 18, 2005 Not Ap p rov d Page 2 not adopted) in the first House Committee hearing, was that the City of Mounds View contribute $1 million to the State Highway Trust Fund as part of the reverter clause legislation. The concern is that too large of a contribution to the state will stymie the deal. Backman was pulled out of the Bennett meeting to meet with Donn Hagmann from Medtronic. Hagmann indicated that Medtronic staff had discussed the reverter clause and the issue of a payment to the Trunk Highway Fund, and that Medtronic was willing to offer up to $1 million as a contribution to the Fund to make this deal happen. Backman communicated this offer to the City Council at its meeting on March 14th. He remains concerned that legislators could ask for more money to resolve the reverter clause issue. Overall there are two main transportation elements—first element entails improvements to County Road J and replacement of the Bridge; second element involves construction of a new Interchange for 35W and Lake Drive/Co. Road J. Funding for the first is being sought now, funding for the second could come five years later. Earlier this month the three cities reviewed design options for the second element and made recommendations to MnDOT. Backman distributed the latest version of the Medtronic Traffic Study. Negotiations with Medtronic have been going well regarding the terms and the Development Agreement. The challenge will be dealing with the signs. There have been four negotiating sessions with Clear Channel. Currently the City awaits a response to its latest counterproposal. 2. Laport Meadows Housing Development—Coldwell Banker/Skyline Builders(Minneapolis) & Rick Boschee Homes(Roseville): Backman distributed a map about this potential residential development. Primarily there are two developers that have shown continued interest in a housing project in Laport Meadows—Skyline Builders from Minneapolis and Rick Boschee Homes from Roseville. Both mentioned the Medtronic campus as a driver for their interest. Homeowners may or may not choose to sell their land to a developer. Field asked how the builders were selected. Backman replied that the City was approached by the developers (not the other way around, and unlike other projects). Backman went before the City Council on March 14th to discuss the City undertaking a wetland delineation study in 2005. Regardless of whether a residential project happens, it would be beneficial to do the study. It is useful information for existing homeowners and the City would control the information. The successful developer will have to deal with wetlands, a mixed ownership pattern, and the need for a sound wall. The type of units will depend on the proposal. 3. Potential Sale& Redevelopment of Gas for Less Site (2525 Co. Hwy 10): The Gas for Less site is up for sale again, eight months after it last sold. The current owners are very motivated and have signed a purchase agreement. Backman revealed that the end user is Synder's. They have been working on the site for the past several months. What does the new location accomplish for them? The lease with Synder's in Moundsview Square expires this September. The company wants greater visibility on Co. Road 10 and seeks to own their own facility. Their architect has submitted building plans for a structure half the size of CVS or Walgreen's (6,000 sq. ft. vs. 12,000+ sq. ft.). Backman noted that they are retaining a store, not adding a store. 4. Woodale & Co. Road 10; Donut Connection, Oasis, etc.—Potential Redevelopment: Backman met with a developer regarding these redevelopment locations. The Woodale location could potentially be used for medical businesses, clinics, specialty grocery store,etc. Jim Ericson arrived at meeting. 6. EDC BUSINESS A. Discussion with Ken Henk, Director of Development and Construction, Paster Enterprises regarding Caribou Coffee Development and Potential Assistance. Backman introduced Ken EDC Minutes /n� March 18, 2005 Not Approved Page 3 Henk from Paster Enterprises. Backman presented correspondence regarding the Hardee's Restaurant building. The conversion to Caribou Coffee (western end of the building)represents a sizeable investment on Paster's part. Backman also distributed to the members building schematics showing the renovated building. Paster was able to get a settlement with Hardee's for$150,000 (Hardee's had a ground lease until 2011). Henk asked for financial assistance from the City as part of this project. Backman inquired about building valuations—the old value was estimated to be $50 a sq. ft., and the new value $130 a sq. ft. Henk indicated that from the 1/18/05 letter to the 2/25/06 project costs increased from $376,000 to $517,000. Entsminger asked about the higher costs. Henk indicated that while they would be able to save the slab, utilities, mechanical systems, curb and paving, the renovation costs were coming in higher. Field asked about the payback calculations. Henk responded saying it was based upon the difference in rent. Backman asked about other potential users of the building, and noted that in other projects the City has participated in site clearance activities or in stormwater management activities. Henk provided some cost estimates for demolition, excavation, landscaping. Ericson indicated that the City could contact RCWD about potential ponding changes and if there could be overflow to the road right-of-way. Backman asked about the financial gap needed. Henk indicated that the gap was at least$125,000. Backman will discuss the numbers with Field and other EDC members and come back to the next EDC meeting with more information. 7. Backman indicated that the new CVS Pharmacyked"a "soft" opening on Sunday, February 20, 2005. He invited the EDC members and the public to attend the CVS Pharmacy ribbon cutting ceremony on February 26, 2005 at 7:30 a.m. 6. REPORT OF COMMISSIONERS, STAFF AND EDA LIAISON A. Commissioner Reports: Backman distributed information regarding the Minneapolis Metro North Convention and Visitors Bureau, including the new Visitor's Guide. The 11 cities jointly market their areas. Johnson indicated that she likes the new guide (color coding, etc.). Backman also discussed the Twin Cities North State of the Cities Luncheon at the Mermaid. Presentations were done by representatives of each of the member cities (seven). It was well attended. B. Update on status of Corporate Office Campus/Bridges Redevelopment Project—Medtronic: This project is taking up a lot of staff time. Backman had e-mailed a project status report to the EDC members. He showed a map of the property owned by the City north of State Highway 10 (118 acres, including 72 acres associated with the Bridges Golf Course). Backman indicated what land would be sold (the 72 acres)and where the buildings would be located. He discussed legislation necessary for the project, including the elimination of the reverter clause on the eastern 40 acres of land. Two pieces of legislation,the Tax Increment Financing (TIF) District and the reverter clause legislation, were introduced by Senator Betzold and Rep. Bernardy. City staff attended and testified at three hearings in the State Senate regarding the proposed legislation. All the legislation was passed unanimously. The legislative focus will now move to the House for the expected hearings. Some amendments were added in the process (e.g. removing 12 acres on the south side of State Highway 10 from the reverter clause bill). Some meetings have been held regarding the removal of the billboard signs. Field asked if the signs could be relocated to the south side of Hwy. 10. Backman indicated that would not be possible. On the Senate side, the reverter bill was amended into the TIF bill to create one bill. This was done on the advice of Senator Betzold. On February 2nd the Comprehensive Plan amendment was approved. The Comp Plan amendment was submitted by RLK to the Met Council the next day. The Met Council is reviewing the app. Backman hopes to be done with this process in April 2005. The process is also timed with the AUAR, an environmental review process used for projects of greater than 500,000 sq.ft. On February 8th the City had a meeting with Clear Channel. There are 6 signs along the golf course. At first during the negotiations Medtronic did not want any of the billboards to remain on the site (a more expensive proposition). Now Medtronic is willing to allow signs 1 and 6 to remain. A followup meeting with Clear Channel will be held to discuss potential relocation. Also, on February 28, Patchin Messner& Dodd undertook an appraisal of the signs. Backman described the status of negotiations with Medtronic—they are progressing and the gaps are getting smaller(land purchase price, infrastructure, etc.). The goal is to have a draft of the Medtronic Development Agreement by the end of March. 2. Laport Meadows Housing Development—Coldwell Banker/Skyline Builders(Minneapolis) & Rick Boschee Homes (Roseville): Backman distributed maps and other information about this location for a potential residential development. The Laport Meadows area has a mixed ownership pattern with private landowners and the City owning or controlling some parcels. Also there are issues of wetlands and the need for a noise barrier along State Hwy. 10. Backman believes there is an opportunity for such a development and has been in discussions with two developers—Rob Carlson Builders and Rick Boschee Homes. Another development group has expressed interest as well—Skyline Builders / Coldwell Bankers. They have shown to Backman several schematics of what the area could look like, including single family and higher density options. The next step for this project is getting more information, specifically getting a wetland delineation completed. Backman requested a recommendation from the EDC for undertaking the delineation during the next quarter or so. Field asked about cost to the EDA. Backman mentioned that is could be less than $3,000. Field made a motion to recommend to the EDA that a wetland delineation study of the Laport Meadows be done. Moved by Field, seconded by Helgemoe. Approved on a 4 to 0 vote. 3. Potential Sale&Redevelopment of Gas for Less Site(2525 Co. Hwy 10): In April and May of 2004 the City undertook an appraisal of this site and actively considered buying the Gas for Less site for redevelopment purposes. The City Council decided not to acquire the property and subsequently it was sold to another party that continued to operate the gas station. Now, eight months later, the gas station is back on the market. The good news is that there appears to be a commercial developer interested in redeveloping this corner lot along County Road 10. Backman has been in contact with the developer's attorney. They are doing their due diligence of the site. Backman replied that no assistance has been requested at this time. 4. 2005 Public Finance Seminar(Ehlers)—February 3 &4: Backman, along with Jim Ericson and Charlie Hansen, attended this seminar. He has a binder of information for those members that are interested. Sessions were held on various topics, including TIF, redevelopment, acquisition, bonding, abatement, eminent domain. It was productive. 7. EDC BUSINESS A. Discussion of the Policy on the Use of Eminent Domain. The Commissioners have a report that Jim Ericson prepared regarding this topic. This report was presented at a City Work Session. Backman provided some background on the use. Why do we consider this? Couple of reasons: Is the existing owner making improvements to the property, blighted or abandoned property, health and safety issues, nuisance violations. Backman asked the EDC members to come back next month to discuss their thoughts regarding eminent domain. Should we have a formal policy? Toni noted that the City Attorney had advised to not do a formal policy. Backman felt we should at least discuss it. That it should be one of our tools. He suggested that the EDC come up with a recommendation to the EDA. B.
