CALL TO ORDER Vice Chair Jennifer Wagner-Harkonen called the meeting to order at 7:36am. 2. APPROVAL OF JUNE 19, 2009 AGENDA Motion/Second: Commissioner Belting moved and Commissioner Entsminger seconded the approvaF of the June 19, 2009 EDC agenda. Motion Carried: 6 Ayes 0 Nays 4. APPROVAL OF MAY 15, 2009 EDC MINUTES Vice Chair Wagner-Harkonen stated that the adjournment time on the May 15th minutes should be changed to;854am. Motion/Second: Commissioner Belting moved and Commissioner Helgemoe seconded the approval of the amended May 15, 2009 EDC minutes. Motion Carried: 6 Ayes 0 Nays 5. SPECIAL BUSINESS Economic Development Specialist Heidi Steinmetz congratulated Vice Chair Jennifer Wagner-Harkonen for recently getting married. • Draft EDC Minutes May 15,2009 Page 2 of 4 • 6. EDC BUSINESS A. Potential Mounds View Farmer's Market Vice Chair Wagner-Harkonen said that she would be approaching the City Council at the June 1st Work Session to request approval to form a volunteer Farmer's Market Exploratory Committee with hopes that the City would eventually help fund the farmer's market. Motion/Second: Commissioner Johnson moved and Commissioner Helgemoe seconded a recommendation to the EDA that the City move forward with a committee for a City- sponsored Farmer's Market. Motion Carried: 6 Ayes 0 Nays Community Development Director Ken Roberts asked Vice Chair Wagner-Harkonen how many people she envisions participating on the committee. She said it would be nice to have four or five volunteer committee members and right now there are:,two people interested (herself and Cindy Palm from the Parks, Recreation and Forestry Commission). She stressed the importance that a few committed volunteers start a small operation and build the program with the help of a consultant like Lesley Young,who manages Shoreview's Farmer's Market. She added that if the City Council approves the formation of a volunteer committee, she would like people interested in joining the committee to contact her through Heidi Steinmetz. She would like to have regular monthly meetings and then approach the • City Council to request funding for a small contract with Lesley Young. Commissioner Johnson mentioned that this farmer's market would be a separate effort from Robert's Sports Bar's private farmer's market. Vice Chair Wagner Harkonen added that a City-sponsored farmer's market would provide food from local farmers rather than third party distributers. B. Review City Tagline Options Ms. Steinmetz stated that the EDA is requesting the EDC's help with creating or deciding upon a new tagline for the City. Developing a new City tagline is part of the larger Mounds View Branding Project that the EDC initiated one year ago. She said that the City Council unveiled the new City logo at the Town Hall Meeting on April 25th and now it's time to discuss taglines. Ms. Steinmetz said that Risdall Marketing Group and City staff created the tagline options provided in the staff report. She said that on May 11th, the City Council discussed six of the options as possible contenders and that "Two Words. One Community" is the Council's favorite option at this time. Commissioner Belting said that he likes "Where Community Matters" and "Close. Convenient. Connected" or "Convenient. Connected. Caring'). Vice Chair Wagner- Harkonen agreed that the "three-C" options were also her favorite. Commissioner Larson said he likes "Close. Convenient. Connected." and "Make it Mounds View". • Draft EDC Minutes May 15,2009 Page 3 of 4 • Commissioner Helgemoe said that Mounds View's central location should be referenced in the tagline. Commissioners Entsminger and Johnson said that they didn't see any clever or unique taglines on the list in the staff report. Commissioner Johnson agrees that the"three-C"idea is good because it rolls off the tongue. The consensus of the EDC was that they do not like "Two Words. One Community" and that"Close. Convenient. Connected."or"Convenient. Connected. Caring."stand out as the better options at this time. Community Development Director Ken Roberts reminded the EDC that the City Council will be discussing taglines again on May 26th, so if the EDC has any new tagline ideas, provide them to Heidi by May 20th 7. REPORT OF COMMISSIONERS Commissioner Johnson announced that the Twin Cities North Chamber of Commerce is having their annual golf tournament fundraiser on June 2nd and that there are still openings to join a golf team. Commissioner Helgemoe added that the tournament will be held in Ham Lake at Majestic Oaks and that.the Chamber is also looking for prize donations. Commissioner Johnson mentioned that two DECA students at Irondale High School won a national award in California for a marketing presentation. • Commissioner Helgernoe mentioned a recent article in the paper about Arden Hills'TCAAP site and that the project is now on hold because the developer backed out and Arden Hills is no longer planning to purchase the property. Commissioner Johnson asked about the intersection of Highway 10 and 96 and Mr. Roberts responded that Arden Hills, Ramsey County and the State have been discussing reconstructing the intersection to remove the stoplights, which may be up for approval in 2010 or 2011. The reconstruction project also may provide a new entrance to the TCAAP site in Arden Hills. 8. The Council listed addressing and responding to foreclosure issues as Goal #8. The City Council's annual goals provide direction and focus to City staff. This includes planning for the economy's upswing by purchasing property for redevelopment, such as the Fridley HRA's initiatives along University Ave. For more information, visit http://www.housinginitiative.orq/fridley.html. Many cities also have responded to the housing market crash by offering extensive foreclosure prevention services and/or starting housing programs of their own, such as the City of Coon Rapids' Home for Generations program. For more information on that program, visit http://www.ci.coon-rapids.mn.us/housing/homeforgenerations.htm. The EDA/Council's recent actions as shown the aforementioned chart and their commitment to utilizing most of its Economic Development resources (Tax Increment Financing) for the Streets & Utility Improvement 9-Year Program, indicates to City staff that perhaps their Economic Development goals have changed. Therefore, City staff is requesting that the EDC and EDA/Council discuss this matter to ensure that City staff is focusing our Economic Development efforts appropriately and realistically. Below are two questions to help the EDC begin its discussion of the City's Economic Development goals: • Can Mounds View reach its goal to redevelop County Road 10 without the use of public financing tools (such as TIF, Tax Abatement, etc.)? • • Has code enforcement become such an important issue that the City should enhance its neighborhoods further by focusing more City resources on housing? Recommendation Staff recommends that the EDC provide input and a recommendation to the City Council about Mounds View's Economic Development goals. The City Council will be discussing the City's Economic Development efforts at the July 6, 2009 City Council Work Session.
