A. Review and Discussion of City Economic Development Goals
Community Development Director Ken Roberts reviewed Ms. Steinmetz's staff report about
the EDA's Economic Development actions from the past year and a half,stating an example
that the EDA has turned down all County Road 10 redevelopment proposals during that
time. He added that the City would be using most of its Tax Increment Financing funds for
the 9-Year Streets& Utilities Improvement Program,which will limit funds for development
and redevelopment. Therefore, he said that City staff has they ollowing questions for the
EDC: r�r,.
• Can the City reach its goal to redevelop CountyI oa. 10 without the use of public
financing?
• Has code enforcement become such an important issue for theCity that Economic
Development efforts should focus more on improving neighborh ds?
• Are the City's current Economic Development goals still relevant?
Commissioner Johnson stated that due to the economy, now is not the best time to have a
deep discussion about Economic Development goals but wondered if City staff wanted to
discuss a general Economic De;opment philosophy.
Mr. Roberts said "yes"because t e City wants o prepare itself for when the economy turns
around.
• Commissioner Entsminger asked if the Cl ,Council is opposed to Tax Increment Financing
(TIF).
Mr. Roberts said from what he has see''rgtiji his year with the City), the Council is very
reluctant to use TIF. He added that he and Nis. Steinmetz are concerned that if the City is
not willing to use TIF, then redevelopment may not happen along the County Road 10
corridor. 1
ommissioner Entsminger said that TIF should never be completely off the table.
Chair Gary Meehlhause said that without the availability of TIF, he does not think the City will
be able to attract developers. He asked Mr. Roberts to clarify if the City comes out ahead if
the Ci ses TIF. M Roberts said "yes" and explained that when the terms of the TIF
agreementend, the creased property value generated from a redevelopment project
returns to theta abase of the three taxing jurisdictions(the City, County and School District).

He summariz purpose of TIF by saying that it helps a project get started and then
provides a benefit to the area for many years after the terms end.
Commissioner Entsminger said that the City may limit the terms of each TIF agreement.
Chair Meehlhause said that he understands the Council is in a tough position with the overall
budget but the redevelopment of County Road 10 has always been a top priority as far back
as he can remember. He added that he does not want to divert from County Road 10 being
a top priority.

Commissioner Belting agreed and said he would like to see a timetable for the
redevelopment of the road itself(the infrastructure)because County Road 10 is the gateway
to the City. He concurred with Commissioner Entsminger that TIF should never be off the
table and that the terms of agreements are important. He said that although the terms of
Medtronic's TIF are longer than normal, Medtronic created thousands of jobs in tough
economic times. He concluded that TIF is a great tool, is useful and is needed.
Commissioner Entsminger stated that she truly appreciates the Council because they are
fiscally responsible but sometimes "you have to spend money to make money". She said
that if developers hear that Mounds View is against TIF,they will move on to New Brighton,
Arden Hills or Blaine.
Commissioner Johnson said that TIF should be one of the many tools available,that all the
tools should be on the table and that the City should promote all the available tools. She
added that the City is in a competitive environment and cannot act otherwise.
Commissioner Belting agreed and said that it does not make sense to use only some of the
available tools when other cities are using mare (if not alt)of the tools.
The consensus of the EDC was that the redevelopment of County Road 10 should remain
the priority and that redevelopment cannot happen without the use of TIF or other public
financing tools.
The EDC shifted its discussion towards code enforcement& housing.

• Commission Entsminger entioned that she had watched two other cities' meetings
regarding code„violations'ahct Mounds View is no different. She felt that residents have
blasted Jeremiah Anderson without cause. She said that he does a great job for the City of
Mounds Vie 'CommissioneJohnson agreed.
The EDC agreedthatthe,amountof code violations continues to rise,the City would need
to hire a part-time 0 enforcement employee to assist Jeremiah.
Regarding housing, the consensus of the EDC was that the City should get involved in
extreme cases, however since,there are housing programs already available to Mounds
View residents, the City should stay focused on the redevelopment of County Road 10.
Mr. Roberts said that City staff would forward today's discussion to the EDA.
7. REPORTS OF COMMISSIONERS
Commissioner Entsminger stated that a resident spoke at a recent Council meeting about
how the Police Department is not tagging cars for overnight parking. She said that she
takes exception to that because she lives on a busy street and whenever there is an
accident or someone speeding,the police are there within a nanosecond. She said that the
police are dealing with deaths, abuse, drugs, etc. and if they happen to see an illegally
parked car,then they tag the car. She concluded by suggesting if people have enough time
on their hands to create a time log of illegally parked cars,then maybe they should volunteer
with the Police Department.

Commissioner Belting agreed and said that the Police and Fire Departments do a great job
in addition to City staff.
Commissioner Entsminger left the meeting at this time (8:22am).

I will be presenting verbal updates for Item 8 on Friday's EDC agenda, however I have attached three items that
go along with my verbal updates. The three items are 1) the potential Business Registration Program form, 2)
the proposed ordinance language for the Business Registration Program and 3) the City tagline flyer that was
inserted into the recent utility bill. I would also like the EDC to know that we have posted the below verbiage on
the City's Website about the Business Registration Program:
"Under the potential Business Registration Program, the City would require all Mounds View businesses to
annually register with the City. This registration would include providing the City with current emergency contact
information and items that will be used, stored, manufactured and/or conducted within the business space. The
purpose of the potential program is for the City to obtain and maintain information identifying the responsible party
in the case of fire, building or nuisance code violations, track required maintenance of building features such as
backflow preventers and grease traps and maintain the pre-fire planning database that is already in place. The
registration program would identify new businesses moving into Mounds View and the follow-up would ensure the
• safe operation and code compliance of any new business moving into the City.
The City Council has postponed approving the program because they want to receive input from Mounds View
businesses about the potential program. If you're a Mounds View business owner and would like to provide input,
please submit your input by August 20, 2009, to Community Development Director Ken Roberts 763-717-4021,
or 2401 Hwy 10, Mounds View, MN 55112."

517.01 Purpose

517.05 Violations
517.01: Purpose:
The purpose of this section is to establish a process for the City to obtain and maintain current
business and contact information on all businesses located in the City. This information would be to
inform appropriate City departments of the current occupancy and occupancy changes within
buildings. This provision allows the City to update and review records about emergency contact lists
• for police and fire department use, pre fire planning, inspections,hazardous materials and employee
count numbers. The City.also will collect building owner and local contact information, if it is
different from the business owner information. This information will allow the City to verify that all
commercial buildings and businesses intending to operate within the City would meet the provisions
of the State Building Code, State Fire Code, the City Code, and to ensure that the business uses
conform to the building in which the business intends to operate. The information the City obtains
also will allow the Police and Fire Departments to be notified of any hazards or security issues that
may affect the public health,safety and welfare of those in the City.
517.02 : Definitions:
When used in this Chapter,the following words and phrases shall have the meanings ascribed to them
in this title and subdivision:
Subd. 1. Business — Any establishment, occupation, employment, or enterprise where
merchandise is manufactured, stored, exhibited or sold, or where services are offered for
compensation. Home-based businesses and home daycares are exempt from the provisions of this
Chapter and the City registration program.
Subd.2. Person — Includes an individual, partnership, corporation, or any body of persons,
whether incorporated or formed as a corporation or as an association or not.

517.03: General Requirements and Required Information
Subd. 1. No person or entity shall operate a business in the City without first obtaining
a Business registration Certificate(BRC)issued by the City.
Subd. 2. The owner or manager of a business operating in or locating in Mounds View shall
submit a completed application for a Business Registration Certificate (BRC)with the City on a form
furnished by the City. The application shall be filed with the Community Development Department
at least 30 days prior to any business's intended occupancy, or 30 days prior to the existing`BRC's"
expiration date.
Subd. 3. All BRCs shall be effective from January 1 to December 31 of each year. Any
business operating within the City before the enactment of this section is required to make application
to the City for a BRC within 60 days of the effective date of this section.
Subd. 4. The City will not automatically renew a BRC. Owners,managers or other responsible
persons must submit an application for renewal of a BRC to the City at least 30 days before the
BRC's expiration date.
Subd. 5. A non-refundable application fee, in the amount established by the City Council,shall
be paid to the City and accompany a BRC application.
• Subd. 6. When the holder or user of a BRC legally changes its business name and such change
does not substantially change the business operations or activities, the business owner or responsible
person shall reapply to the City for a new BRC. In such a case,the City will not require or charge an
additional application fee for the new BRC.
517.04: Issuance of Business Registration Certificate(BRC)
Upon receipt of a completed BRC application form, City review of the BRC application and
verification by City Staff that the business meets the requirements of City Code, State Fire and
Building Codes,the City will issue a BRC to the applicant or owner.
517.05:Violations
Any person or business that violates any of the provisions of this Chapter shall be guilty of a
misdemeanor.
SECTION 2. This ordinance takes effect 30 days after its publication in the official City
newspaper.

AN ORDINANCE AMENDING TITLE 500 OF THE MOUNDS VIEW CITY CODE TO
ADD LANGUAGE ABOUT BUSINESS REGISTRATION
On July 27, 2009, the Mounds View City Council adopted an ordinance that adds
language to the City Code to require all businesses in City (excluding home based
businesses such as day cares) to register their business with the City starting in 2010.
The ordinance is on file and available for public viewing at the office of the Clerk-
Administrator. The City also has posted this ordinance in its entirety on the City's website,
located at www.ci.mounds-view.mn.us

VIEWTagline Ideas
For the past year, Mounds View's Economic Development Authority (EDA) has been working to
refresh Mounds View's image or brand to residents, businesses, prospective businesses and
visitors. "Despite today's tough economy, our neighborhoods and businesses continue to thrive,"
said Clerk-Administrator Jim Ericson. "If the City displays its strong image, we will naturally create
opportunities for Mounds View such as attracting new businesses and services that aren't
currently available here."
Risdall Marketing Group developed a brand strategy and brand promise for Mounds View. They
did this with the help of 700 residents and 50 businesses who chose to respond to surveys
distributed by the City last fall and winter.
"Public participation in this process is important to us", said Mayor Joe Flaherty. "The public input
we received so far helped shape our brand strategy and the City's new logo. We are now
requesting the help of Mounds View residents, businesses and other community members to
submit ideas for a new City tagline."

The City of Mounds View is an active community with a small town feel,
committed to being family friendly, safe and fun, with planned and managed growth and development,
overseen by an open government that is responsive and fiscally responsible.
If you are interested in submitting new tagline ideas for the City of Mounds View, below are the
criteria that the Mounds View EDA will use to select a new tagline. Mounds View's new tagline
should:
• Reflect the City's brand promise (it should capture the imagination, direction or essence of the
City and communicate it to the residents, businesses and visitors)
• Be easy to remember
• Roll off the tongue (easy to say)
• Emphasize a compelling benefit to consumers
• Promote Mounds View's location/geographic identity
• Be unique (it should differentiate Mounds View from neighboring/other cities)
• Be less than ten words
Tagline ideas may be submitted by September 18, 2009, to Heidi Steinmetz at Mounds View City
Hall located at 2401 Hwy 10, Mounds View, MN 55112. You may also e-mail or call Heidi with

City staff will provide the EDA with all submitted tagline ideas at the October 12th EDA meeting at
Mounds View City Hall. If the EDA chooses a tagline from the ideas submitted, the City Council
will formerly recognize the tagline creator.
