A. Adopt 2010 Economic Development Priorities
Economic Development Specialist Heidi Steinmetz stated that four out of seven EDC
members drafted the EDC's 2010 priorities on January 15t' and since more members are
here today, the EDC could choose to adopt the priorities today.
1) Development/redevelopment along County Hwy/Rd 10 corridor
a. Potential name change for County Hwy/Rd 10
b. Premium Stop Redevelopment Area
c. Silver View Plaza
d. Complete remaining trailway connections to businesses
e. PAK building
f Knollwood Place & Johnson property

7. REPORTS OF COMMISSIONERS
Chair Meehlhause reported that Irondale Girls Hockey is playing tonight against Centennial
at the Coloseum at 7:30pm. He added that whoever wins goes to the State tournament and
that Irondale is the number one seed in the section.
Commissioner Helgemoe announced that the Twin Cities North Chamber of Commerce is
holding its annual fundraising Gala tonight on Friday, February 19, 2010 at the Earle Brown
Heritage Center in Brooklyn Center.
8. REPORTS OF STAFF
A. Saturn of Mounds View Awarded MotorTrend Certified Status
Ms. Steinmetz reported that the City Council approved an amendment to Saturn's
Conditional Use Permit, which will allow the property owners the flexibility of not having to
sell new cards on the lot. She added that the property owners will remain the same but the
dealership would operate under the MotorTrend name. The owners also said that the
existing employees will remain.

B. Snyders Closed — Property for Sale or Lease
Ms. Steinmetz reported that this property is listed on the www.mncar.orp Website and that
the real estate broker's (Cushman & Wakefield) contact information is included in the next
Mounds View Matters.
C. A-1 Foam & Upholstery Now Open
Ms. Steinmetz mentioned that A-1 moved to Mounds View Square from the City of
Lexington. She added that Mounds View Square is now fully occupied.
D. ICS Consulting, Inc. Now Open
Ms. Steinmetz told the EDC that ICS moved from lease space in Spring Lake Park to
Mounds View City Center Suites (across the street from City Hall). She added that three of
the four condos in Mounds View City Center Suites are now sold.
E. Recap of February 12, 2010 City Council/Staff Retreat
Community Development Director Ken Roberts summarized the Council's 2010 goals as
listed below:
1. Address Immediate Budget Constraints and Achieve Budget Sustainability
2. Enhance City Revenue Streams
3. Focus on County Highway 10 Development and Redevelopment
4. Continue implementing the Street and Utility Improvement Program
5. Continue Emphasis on Code Enforcement throughout the City

Commissioner Belting left the meeting at this time (8:34am).
F. 12th Annual North Metro Home & Garden Show
Ms. Steinmetz referenced the flyer that she distributed before the meeting about the Home &
Garden Show on Saturday, February 29th from 9am to 2pm at the Schwan Center in Blaine.
The show is sponsored by the Cities of Mounds View, Fridley and Blaine and the purpose is
to encourage home improvement. She added that admission to the show is free along with
the seminars. More information about the show is available on Mounds View's Website.
Other— Minnesota Metro North Tourism Update
Ken Roberts asked Ms. Steinmetz to talk about the new Convention & Tourism Bureau,
Minnesota Metro North Tourism. She explained that Mounds View joined the new bureau
after leaving Visit Minneapolis North last year. She added that other member cities of the
new bureau are Ham Lake, Lino Lakes, New Brighton, Blaine, Coon Rapids, Fridley and
Shoreview and the purpose of the bureau is to provide tourism marketing for the region.
She said that the job posting for the bureau's first staff person is now listed on the League of
Minnesota Cities' Website. There already is a very large Board of Directors consisting of
representatives from member cities and the hospitality industry. Mounds View's
representative is Ms. Steinmetz and she is one of the Board officers. The bureau is funded
by a 3% lodging tax paid by each cities' hotels. The bureau is one of Mounds View's main
source of funds to market the City.

On a related note, Ms. Steinmetz reminded the EDC that the Mounds View Americlnn has
new owners who also own seven other hotels in Minnesota. Brent is the hotel's new
manager and he told Ms. Steinmetz that wants to become more involved in the community.
Other — Moe's Update
Chair Meehlhause asked for an update on the Mounds View businesses that were having
property tax issues that could affect their liquor license renewals. Ken Roberts said that
Moe's caught up with their State liquor sales taxes in November or December but are behind
on their property taxes. The business owner recently asked the City Council if they would
modify Moe's property tax payment plan and the City Council agreed.
9. UPCOMING EDC MEETING
The next regular EDC meeting is scheduled for Friday, March 19, 2010 at 7:30am. Chair
Meehlhause and Vice Chair Wagner-Harkonen mentioned that they might not be available
for the next meeting.

Background
EDC Priorities Include Naming or Renaming County Hwy/Rd 10
The EDC's top 2010 priority is "Development/redevelopment along County Hwy 10
Corridor". The EDC then prioritized subcategories "a through F as part of this priority.
"Potential name change for County Hwy/Rd 10" the the top subcategory.
The EDC's second 2010 priority is to "Continue budgeting to implement the Mounds View
Branding Project".
Renaming County Hwy/Rd 10 is an action step related to both priorities.
Mounds View Brand Strategy
Risdall Marketing Group developed a brand strategy for Mounds View in 2009, which the
EDA approved on April 13, 2009. Objective three of Mounds View's brand strategy is to
"Capitalize on the County Road 10 corridor" by "Repositioning the City's image by
capitalizing on the naming opportunity with County Road 10". To help achieve this action
step, Risdall suggested that the City do the following:
Change the County Road 10 corridor from a highway to a parkway
Put the name of the city on the roadway (signage, maps)
Choose a name like "Parkway" that communicates something betterthan a highway
that develops an image of a main street for the city
Mounds View's 2004 and 2005 Efforts
The 2009 brand strategy was not the first time the City acknowledged the positive benefits
of naming County Hwy/Rd 10 as it goes through Mounds View. The City Council tried to
accomplish this in 2004 and 2005. Summarized on the next page are their efforts.

Attached is Jim Ericson's April 4, 2005 staff report to the City Council that provides details
on the efforts listed in the above table. Also attached is former City Administrator Kurt
Ulrich's staff report from July 5, 2005 that includes letters from a Blaine Council member
and Spring Lake Park's City Administrator.
Mounds View's 2004 and 2005 efforts to name or rename County Hwy/Rd 10 had no
outcome, mainly because there was no consensus among Mounds View, Spring Lake Park
and Blaine.

Discussion
Reasons to Continue Discussion
There are now two main reasons in 2010 why Mounds View may want to reopen
discussions to name County Hwy/Rd 10 as it goes through Mounds View. The first reason
is to eliminate confusion between County 10 and State Trunk Hwy 10, both of which pass
through Mounds View. This confusion continues and will not disappear on its own. The
second reason is to continue to implement Mounds View's Brand Strategy. The purpose of
the Mounds View Branding Project was to give Mounds View an identity in the
marketplace. One way to do so is to by capitalizing on what makes Mounds View unique.
One thing that makes Mounds View unique compared to its neighbors is that Interstate
35W leads into Mounds View's main commercial corridor.
Costs to Replace Signage
A large part of the discussion to name County Hwy/Rd 10 is cost. In 2004, former City
Administrator reported to the Council that it would cost the City $1520,000 to replace local
road signs to reflect a County Hwy/Rd 10 name change. The Minnesota Department of
Transportation (MnDOT) also would charge the City to update signage on 35W.
Not only would there be cost to the City, there would be costs to the businesses located
along County Hwy/Rd 10 to change their letterhead, business cards, etc. Although
Ramsey County would still recognize County Hwy/Rd 10 as one of the corridor's names,
staff has not confirmed that systems like Google Maps, Yahoo Maps or Global Position
Systems (GPS) would recognize multiple corridor names. However, all of the County -
owned corridors in Mounds View have multiple names. List below and shown on the
attached map are Ramsey County roads located in Mounds View:
• Silver Lake Road is also County Road 44
• Long Lake Road is also County Road 45
• County Road H is also County Road 88 and 9
• County Road I is also County Road 3 and 82
• Old Hwy 8 is also County Road 77
Preliminary Comments from Ramsey County Engineer
Staff recently inquired with the Ramsey County Engineer Ken Haider of the process to
name a County road. He noted in an e-mail to City staff that there is not a standard
procedure for such a request because it happens so infrequently. He added that all
County roads have a number that would not change and that he does not think the County
has any strong feelings about adding a name to County State Aid Highway 10 (CSAH 10).
He concluded by saying that if he receives a request from Mounds View through a City
Council resolution, he would take that request to the County Board for action.
Staff does not suggest that Mounds View reconvene the 2004/2005 committee or form a
new committee to name County Hwy/Rd 10. The former committee consisted of
representatives from Blaine, Coon Rapids, Mounds View, Spring Lake Park, Anoka
County, Ramsey County and the two local Chambers. Staff does not expect a different
outcome in 2010 than what the committee accomplished in 2005.

Staff Recommendation
Staff recommends that the EDC recommend to the City Council that the Council fund
signage updates in the 2011 budget to accommodate a new name for County Hwy/Rd 10
as it passes through Mounds View. Staff also suggests that the EDC act as the naming
committee.
The City Council will be discussing its budget priorities and strategies for 2011 on June 7,
2010. The Council's third top 2010 goal is to "Focus on County Highway 10 Development
and Redevelopment". An important way for the Council to achieve this goal is to provide
funding for County Hwy/Rd 10 improvements.

Introduction:
On June 7, 2004, the City Council directed staff to prepare an ordinance that would assign a
name to County Road 10 to eliminate confusion and provide identity to the corridor and
community in general. After publishing notice of the meeting and scheduling a hearing for
June 14, 2004, the Council decided to table action, recognizing the value in bringing Spring
Lake Park and Blaine into the decision process.
On March 15, 2005, City Administrator Ulrich and Community Development Director Ericson
met with representatives from the cities of Blaine, Coon Rapids and Spring Lake Park to
discuss the possibility of assigning a name to County Road 10. Also invited were
representatives from Ramsey County and Anoka County as well as representatives from the
two local chambers of commerce. The committee meeting was productive and resulted in
four names identified for additional consideration. The notes from the March 15th meeting
and other materials presented are included in this report for your reference.
Discussion:
A consensus exists among the cities that the persisting confusion remains a problem and
that assigning a name to the corridor is a positive step in eliminating that confusion with the
added benefit of providing some identity to our area. Changing the counties' numerical
designation was also discussed to further eliminate confusion, however that action was not
widely supported, as it would force property owners and commercial business to change their
street address. Because Ramsey County and Anoka County will continue to designate the
corridor as County Road 10, businesses will not be forced to immediately change stationery
or advertising if a new name is designated.
The four names that were identified for additional consideration are as follows:
• North Park Boulevard
• Northstar Boulevard
• Coon Rapids Boulevard
• Northtown Boulevard
Recommendation:
Please review and discuss the four names identified and determine if one of these would be
acceptable to the Council or if another choice is preferred. Once the three city councils have
had an opportunity to consider these names, the committee will reconvene to assess the
next steps.

Introduction:
At a recent meeting of the Mounds View City Council, staff was directed to move forward
with an ordinance to assign a name to that part of County Road 10 passing through the City
as a means to eliminate confusion between County 10 and US 10, both of which pass
through Mounds View, and to help establish an identity for the community consistent with the
goals of the adopted County Road 10 Redevelopment and Revitalization Plan.
Discussion:
The motivation for assigning a name to the County Road 10 roadway segment originated
from the turnback of Highway 10 to Ramsey County after the opening of new Highway 10
(formerly Trunk Highway 118). Ramsey County chose to maintain the number 10
designation despite City concerns that having two roadways with the same designation
would be confusing. Ramsey County is not opposed to the City assigning a name to the
roadway however it will remain County Road 10 in their system. A name assignment will
eliminate confusion in the long term and would provide a sense of identity for the community.
While many names have been suggested for County Road 10, two names have been
proposed for consideration—Mounds View Boulevard and Mounds View Parkway. While
there is already a Mounds View Drive in the City, that does not pose a problem as it is
common for communities to have derivations of the same street name in their street
system—Pinewood Court, Pinewood Circle and Pinewood Drive are local examples of this.
Assigning a name to the roadway is not however without a cost to the City. Mounds View
Public Works Staff along with County staff have taken an inventory of street signs and
identifying markers within the corridor that will need to be replaced if the roadway is assigned
a name. It is estimated that it would cost $15,000 to make the change. Other changes such
as to City letterhead and other materials may result in nominal one-time charges.
Notification:
The City of Spring Lake Park, the City of Blaine, Ramsey County and the Minnesota Dept. of
Transportation have been provided copies of this report and were invited to comment as to
the proposed name change. In addition, all property owners on County Road 10 have been
sent a notice of this meeting and notice of the action was delivered by e-mail to those
residents who have provided their addresses to the City for informational purposes. To
ensure the public has ample opportunity to comment on the proposed action, staff would
recommend that the Council continue the public hearing through the second reading
scheduled for June 28, 2004.

AN ORDINANCE ASSIGNING A NAME TO THAT PART OF COUNTY ROAD 10
PASSING THROUGH THE CITY OF MOUNDS VIEW
THE CITY OF MOUNDS VIEW ORDAINS:
SECTION 1. Appendix C of the Mounds View Municipal Code entitled "Street Name
Changes" is hereby amended by adding the following:
Mounds View Boulevard. A certain roadway located within the City of
Mounds View extending between County Road H and Pleasant View Drive,
currently known as "County Road 10", shall hereinafter be known as
"Mounds View Boulevard"
SECTION 2. The affected properties are those depicted on attached Exhibit "A".
SECTION 3. This ordinance is effective thirty days after its publication.
INTRODUCTION AND FIRST READING by the City Council of the City of Mounds View on
this 14th day of June, 2004.

Tonight the Council opened the public hearing to consider the first reading and introduction
of Ordinance 638, an ordinance that would assign a name to that part of County Road 10
passing through Mounds View in an effort to eliminate confusion generated by having two
roadways within the community designated by the number 10. The Council tabled action
and continued the public hearing until such a time that all three city councils could come up
with an agreed-upon name for the roadway. It was mentioned that a joint meeting of the
three councils had been tentatively scheduled for July 22, 2004 to discuss fire department
issues and perhaps the roadway renaming could be discussed as well. It was also noted
that perhaps a committee could be formed with reps from the three cities along with
chamber reps and the Northtown marketing director to consider the issue.

County Road 10 History
Originally constructed as a two lane rough gravel road, Highway 10 provided access to and
from the capitol city of St. Paul and the farmlands of northwestern Minnesota and towns
such as Anoka, Elk River, Saint Cloud and Moorhead, and beyond into North Dakota. The
state assumed jurisdiction of the "road" around 1920 and a few years later replaced the
gravel with two lanes of concrete to form the rural style divided highway. The roadway was
expanded to four lanes from Highway 96 through Coon Rapids in the 1960s (the Anoka
Cut -Off) and shortly thereafter plans were drafted to construct a new limited access
Highway 10 north of its present location. The first leg of the new Highway 10 was
completed through Coon Rapids in the early 1970s with the old highway renamed Coon
Rapids Boulevard. In the late 1970s Trunk Highway 118 in Mounds View connecting 35W
and Central Avenue was completed, with the last leg through Blaine completed in 1999.
Official turn back of the roadway to Ramsey and Anoka Counties occurred on June 9,
2000. Prior to the opening of the completed Highway 10 system, County Road 10 in
Mounds View carried in excess of 44,000 vehicles per day. After the opening, there was
immediate confusion as motorists driving north on 35W were presented with two Highway
10 options. While supplemental signage has been added to help differentiate the two
routes, people unfamiliar with our region remain perplexed. To establish a much needed
identity and to eliminate persisting confusion, the old Highway 10 segment originating in
Mounds View needs a name.

It was noted that the Ramsey County Representative could not attend due to surgery and that
the two Chambers of Commerce representatives were invited and had expressed an interest
in attending.
A brief history of the roadway and name was discussed.
There was a consensus reached that assigning a name to the roadway would be desirable to
eliminate confusion, provide identity and enhance the recognition of the area.
It was noted that assigning a name to the roadway would not occur without some expense.
Changing the existing roadway signage would cost somewhere in the tens of thousands of
dollars (depending on the length of the name selected) when all State, County, and local
signs are taken into consideration.
It was the consensus of the group to minimize expenses to local businesses and residents for
new checks, business cards, stationary, etc. by not changing the underlying numerical
designation of the roadway. The County has designated the road as County Road 10 and it
will remain County Road 10, regardless of any new name selected. Coon Rapids Boulevard
was used as an example, as Anoka County designates that roadway as County Road 1.
A lengthy discussion and brainstorm session on possible names for the roadway yielded the
following names for additional consideration:
Coon Rapids Blvd. — Creates continuity as an extension of the existing Coon Rapids
Blvd. May also create confusion because of existing Coon Rapids Blvd. with area
not being in Coon Rapids.
Northtown Blvd. — Identifies with the Northtown Mall that is already a regional
landmark in the area. The name is sufficiently common in our region and would be
suitable even if the mall were to change its name or is redeveloped as an altogether
different use in the future. The mall managers have indicated in writing that they
prefer this name.
Northstar Blvd. —Identifies with the proposed commuter rail service to the east, but
may at the same time be confused with the rail service. Permission to use the
name should be sought from the Northstar rail organization. John Olson indicated
that he would check with the rail organization about using that name.
• North Park Blvd. — This name identifies with our north -metro region and is
suggestive of our collective park -like surroundings.
It was concluded that Mounds View staff would prepare notes of the meeting and forward to
the respective cities for city council consideration. The desire would be to have the respective
councils discuss the presented options and select two preferred names. After the three
councils have generated their respective top two choices, the group would reconvene to
discuss the responses from the respective cities. The group would also consider how to
proceed based on the feedback received, including a discussion how to secure public
comment from local business and residents regarding the proposed name or names,
recognizing that communication will be important.

It has come to my attention that the City of Mounds View, at an upcoming City Council meeting,
will vote to rename County Road 10 to Mounds View Boulevard. I am dismayed that even after
a joint meeting with all of the players located along the corridor (Spring Lake Park, Blaine, Coon
Rapids, Anoka and Ramsey Counties) who made a cooperative effort to suggest possible
alternative names that the City of Mounds View has decided, on its own, to consider renaming
the road after itself.
Because both -Blaine and Spring Lake Park opted for different names does not mean that we
cannot work together to come up with a name that is not self-serving to one community over any
of the others. We are neighboring communities and we need to work together on issues that will
impact all of us. The City of Blaine and Anoka County have proven this by working with
Mounds View on the proposed Medtronic project, as well as other transportation projects such as
County Road 10, US 10, and Interstate 35W. I would hope that this spirit of cooperation will
continue in this renaming effort.
Please reconsider working with Blaine and the other players along the County Road 10 corridor
to rename this road to a name we can all be proud of and that will highlight our continued
cooperative achievements. Thank you.

WHEREAS, the City of Mounds View believes the name County Road 10 is a
source of confusion for the general public due to the fact that State Highway 10 is in such
close proximity; and,
WHEREAS, the Mounds View City Council was considering renaming their
portion of County Road 10, "Mounds View Boulevard", but concluded that it would be
advantageous to have one name for the roadway as it passes through Spring Lake Park
and Blaine and that the new name could and should serve as a common thread to identify
and represent the north suburban area as a whole; and,
WHEREAS, at the City of Mounds View's request, a task force was created
comprised of representatives from Mounds View, Spring Lake Park, Blaine, Coon Rapids
and the Anoka County Highway Department, to discuss potential names that would serve
the identified goals of minimizing confusion for the general public and representing the
north suburban area as a whole; and,
WHEREAS, the Task Force submitted two such names and submitted them to
the respective City Councils for consideration however, the Mounds View City Council,
rejected the proposed names and intends to consider an ordinance in June, renaming their
portion of Comity Road 10 to Mounds View Boulevard without regard for the confusion
it will create for the general public who wish to access homes and/or businesses located
in Spring Lake Park and Blaine from Interstate 35W.
NOW, THEREFORE BE IT RESOLVED, that the City Council of the City of
Spring Lake Park is hereby requesting that Anoka County and Ramsey County assist
in any way possible to shed light on the potential for further confusion for the general
public and to facilitate further discussion of a name that is advantageous to all three
communities.

The Board of Directors of the Twin Cities North Chamber of Commerce is pleased to
announce that on May ls`, 2010, the Chamber will be opening a new office at 525 Main
Street Village in New Brighton. "We are excited for this opportunity." said President &
CEO, Tim Roche. "Main Street Village has a multitude of businesses all within one
central location."
Main Street Village is a mixed-use project in downtown New Brighton featuring four
office/retail buildings, restaurants and multifamily housing on a ten -acre site. Main Street

Item Title/Subject: Review of a Concept Plan for the Coventry Senior Housing
Development at 2320-2340 County Highway 10
Introduction:
Select Companies, represented by Greg Johnson, has submitted a concept site plan for
"Coventry Senior Living," a 95 -unit senior housing development on three lots on the south side
of County Highway 10, just south of County Road H2. The building plan shows 18
independent living units, 45 assisted living units, 16 memory care units and 16 high acuity
living (residents needing a higher level of nursing care than basic housekeeping or personal
assistance) units. Select Companies has not yet submitted a formal planning application to the
City for this project.
If Select Companies moves forward with an application for this site, the proposal would involve
three planning actions:
1. Rezone three properties from B-3, Highway Business and R-1 Single Family to a PUD,
Planned Unit Development.
2. Major Subdivision to combine three lots into one parcel (2 -steps: Preliminary Plat and
Final Plat)
3. Development Review of the site plan and building design.
Background:
The City Council will recognize Select Companies from the other senior housing project that
they have been trying to build on County Highway 10 and Groveland Road for the last couple
of years. Due to the collapse of the financial markets, they have not been successful in
securing financing for their project. Select Companies still wants to build a facility in Mounds
View, and their research has shown there is a need for senior housing in the city. Recently a
new opportunity presented itself to Select Companies for building the senior housing on a
different site in Mounds View. Select Companies now has an additional developer working
with them, and an investor who will be a partner with them if they build the project on this new
site.
The development site includes three parcels with an area totaling approximately 2.2 acres.
County Highway 10 runs along the northeast side and O'Connell Drive runs along the
southwest side of the site. The three parcels involved currently have mixed zoning
designations - 2320 and 2340 County Highway 10 are zoned B-3, Highway Business, and
5260 O'Connell Drive is zoned R-1, Single -Family Residential. 2340 County Highway 10 has a
self -serve car wash on the site, and the other two parcels are vacant.

Relationship to the Comprehensive Plan
According to the Comprehensive Plan, the city has designated the area as Mixed -Use PUD,
planned unit development. This is defined as land containing a building or buildings with
significant amounts of residential uses in combination with commercial and/or office uses. By
using the Mixed -Use PUD designation in the Comprehensive Plan, the City has more options
for the allowed uses. Sites with this designation could be developed as planned unit
developments (PUD) to allow flexibility if the project meets the PUD criteria. An important
component of the Comprehensive Plan, the Housing Element, has goals and policies toward
maintaining and improving the quality and diversity of the existing housing stock and providing
infill -housing opportunities where both possible and practical. The proposed project would help
promote a greater diversity of housing choices in the City.
Geographical Area
The subject area proposed for this redevelopment now has a car wash and two vacant lots.
Adjacent on the northwest end (5284 Greenfield) is a 17 -unit apartment building, and the city -
owned vacant "Premium Stop" site. The properties to the southwest of the subject parcels are
zoned R-1, single family residential, and are developed as such. The City expects the owners
of the five single-family homes south of this development site that front County Highway 10 to
redevelop their properties in the future. Directly across County Highway 10 is the Saturn of St.
Paul auto dealership. County Highway 10 properties tend to be developed with more intense
land uses, whether commercial or residential, than in other parts of the city.
Increased Site Density
Senior housing development is not typical multi -family housing. Many of the units are much
smaller than regular apartments because most of the assisted living and memory care
residents live alone and do not need full kitchen facilities or a large amount of living space.
Having smaller apartments allows more units in the same sized building. The idea behind
these senior housing buildings is for the residents to congregate together and not stay in their
apartments. Meals are provided in a separate dining room eliminating the need for much
kitchen area in the individual units, and the building would have community activity spaces for
the residents to come out of their units and socialize together, or to use if they have guests
visiting.
Parking
At about 2.2 acres in size, this development meets the City Code size requirements to be a
senior housing PUD. The Code has the following set of parking requirements for senior
housing:
(a) Independent living = 1 space per unit with half of the spaces enclosed
(b) Assisted living = 0.5 spaces per unit
(c) Nursing homes and memory care = 1 space for every 4 beds
(d) Facility staff = 1 space for every employee on the largest shift
The concept plan submitted by the developer shows a total of 70 parking spaces — 35 open
spaces and 35 spaces in the underground garage. Per the City Code, they are required to
provide a total of 59 spaces, with at least nine of those spaces covered. The concept site plan
(with 70 parking spaces) shows 11 more parking spaces than required by the City Code.

Setbacks:
The proposed development meets the required building setbacks of 30 feet for the front and
rear yards and 20 feet for side yards. All of the proposed parking areas would meet the
required five-foot setbacks.
Building Design and Materials:
The plans indicate that the building would be three-story with an underground garage. The
building elevations show a mix of siding styles with stone and/or brick accents on the exterior
of the buildings. The plan has the driveway access and main front entrance facing Highway
10. This building design would be nearly identical to the plans for the Groveland site (the
Groveland elevation drawing is included in this report).
Wetlands:
There are no wetlands in this development area. The developerwould need to apply for a permit
from Rice Creek Watershed District for the onsite stormwater management.
Trails and Park Dedication Fee:
For all new development along Highway 10, the City requires the property owner/developer to
contribute funds for the future trail system based on the length of County Highway 10 frontage.
In addition, all subdivisions in Mounds View are subject to a park dedication fee based on the
Ramsey County tax assessed value of the land. The City should expect the developer of this
project to meet these dedication requirements.
Summary:
The Planning Commission reviewed the concept plan for this project on March 17, 2010 and
indicated that they were supportive of the project. Select Companies hosted a neighborhood
meeting on March 18, 2010, and they indicated to City staff that the residents who attended
the meeting were generally agreeable to the project, but did not want the vehicle access to be
on O'Connell Drive. On March 23, 2010, City staff received a revised concept site plan that
has the building facing and accessing Highway 10.
Recommendation:
The City Council should review the concept site plan for Coventry Senior Living and provide
the developer comments about the concept plans.

Coventry Senior Living of Mound, Vier- is a three story 95 unit senior living
building with 18 independent living units, 16 memory care units. 45 assisted living rutins
and 16 units of high acuity living. a parking garage located beneath the building. two
elevators. central trash chute, and many amenities. Visible fi•om Highway 10. the
building's inviting grand entrance porch is designed to draw residents and guests into the
building -with its' comfortable living suites and many amenities. The porch's brilliant
colonnade is flanked by two curving architectural forms that welcome the residences and
guests entrance into the grand rico story lobby. The building's architecture with its
hipped roofs, and exterior finish materials_. such as brick veneer, lap siding. trim, dramatic
overhangs. balconies. and bay windows sharpens the building's residential flare in
respect to the surrounding neighborhood and eomi a nity.
The 2.3 acre site offers large green areas with new landscaping and paved walking
trails. There are a total of 70 parking spaces provided. which consists of 35 open spaces
onthe surface and 35 spaces in the heated garage. Due to the size of the site. we will
build an underground storage/treatment facility for rate and vohu is control of storm
water is proposed. The soils on the site are classified as iveli draining silty sands. which
have good infiltration rates and the ability for the designed system to exceed the
standards of the watershed.
The shared amenities are located in the central core area, which is located in the
middle of the building between the independent living units and the memory care assisted
living units. On the main floor,. residents and guests are greeted by a luxurious two-story
lobby, a stone fireplace, a grand stair case. an intonate cafe, and sitting areas with the
comfortable cozy atmosphere of a living room The mail room. management office.
nurses' office. and public restroonns are centrally located off of the lobby as are the
central diniug room and kitchen. Other shared amenities include an activity room with a
small kitchen area and a public restroom. a media center. the activity director's office,
overnight Guest rooms, and a craft room on the second floor; and a sports pub on the third
floor. it, addition to the heated parking. the parking level features a fitness center. an
employee break room. and support spaces for the building.
