Chair Gary Meehlhause noted two corrections to the April 16th minutes: 1) clarify Anoka &
Ramsey Counties on page one and 2) add Ken Roberts's name to item 8A on page two.

the approval of the amended April 16, 2010 EDC minutes.

A. Review Housing Rehabilitation Program Options
Economic Development Specialist Heidi Steinmetz summarized her staff report prompted by
a recent application for the EDA's Housing Replacement Program, which is a program that
offers financial assistance to home owners or developers that want to replace blighted
homes in Mound View with new, higher valued homes.
Ms. Steinmetz provided background on the EDA/Council's recent discussions about
refocusing the program to serve Mounds View residents better. She also included past EDC

meeting minutes from 2008, which was the last time the EDC discussed Mounds View's
housing programs.
Staff asked the EDC to discuss and provide feedback on the City Council's recent housing
program discussions and requested ideas for structuring a housing program or programs
that the EDC thinks would fill a need for Mounds View residents while not repeating an
existing program.
Commissioner Larson said that he attended the EDA's meeting this past Monday and has
since driven around the City comparing the neighborhoods where the EDA had purchased
homes vs. the neighborhoods where the EDA had denied Housing Replacement Program
applications. He said that he noticed a big difference in the housing stock between the
neighborhoods he compared, therefore does not think that the EDA should back away from
acquiring blighted homes within the City. He thinks that newer or updated homes will
provide much more tax base for the City. He mentioned that the EDA could provide
demolition assistance to property owners that would rather sell an empty lot vs. a lot with a
dilapidated home on it.
Vice Chair Wagner-Harkonen agreed with Commissioner Larson's input. She said people
are not building new homes right now but some people are purchasing property for
investment purposes. She said neighbors would rather have an empty lot next door rather
than a blighted property in the neighborhood. Chair Meehlhause agreed. Vice Chair
Wagner-Harkonen added that an empty lot would be more attractive to buyers than a lot with
a blighted home on it.
Chair Meehlhause said that he agrees that the EDA should not drop the option of possibly
purchasing blighted residential properties because the only other option of removing
extremely blighted properties is eminent domain.
Commissioner Entsminger agreed that the City should demolish blighted properties. She
also asked that if the City were to establish a'code enforcement rehabilitation loan program
(like the example of the Tallahassee, FL program that was included in the EDC's packet),
what 'type of code violations would qualify for improvement under the program. Ms.
Steinmetz answered that improvements would relate to life safety issues and structural
issues rather than debris cleanup. Commissioner Entsminger added that she is not in favor
of a deferred loan program because a deferred loan is a grant and the taxpayers should not
have to pay for other, people's home improvements.
Community Development Director Roberts added that the Tallahassee program is for
exterior improvements that would improve the image of a neighborhood. The program is not
for the rehabilitation of a kitchen or a bathroom. He said the program is just one idea of a
program that Mounds View residents might need.
Commissioner Entminger said that the City should get involved in issues like this, especially
to correct electrical problems because those are life safety issues.
Motion/Second: Commissioner Larson moved and Commissioner Entsminger seconded a
recommendation that the EDA consider implementing a program like Tallahassee, Florida's
Code Enforcement Rehabilitation Program.

a recommendation that the EDA retain the option of purchasing blighted residential
properties (both the land and the structure) in their Economic Development toolbox.

Motion/Second: Commissioner Entsminger moved and Commissioner Larson seconded a
recommendation that the EDA allow more flexibility in how they allocate the $150,000 that
has previously been budgeted for the EDA's Housing Replacement Program.
Motion Carried: 4 Ayes 0 Nays
Motion/Second: Vice Chair Wagner-Harkonen moved and Commissioner Entsminger
seconded a recommendation that the EDA offer an option to pay for the demolition of
blighted residential structures without purchasing the land.
Motion Carried: 4 Ayes 0 Nays
Commissioner Entsminger stated that she hopes the City Council will discontinue their
discussions about City staff layoffs. She said that she does not think that City staff should
have to hear about those discussions repeatedly because it's not productive for staff to have
to walk on eggshells. She feels that the economy is going to turn around and if the Council
removes staff, the City will be behind the eight ball and will have to spend more time and
money looking for replacements.
Commissioner Entsminger left the meeting at this time (8:21 am).
REPORTS OF COMMISSIONERS
Commissioner Larson mentioned that he heard the Council say during this past Monday's
meeting that they do not want to get into the real estate business but he believes that the
City is loosing money by allowing` non -sellable lots sit vacant or blighted for too long. He
said that Mounds View's large lots would be even more valuable in years to come due to
Mounds View location near the Twin Cities. Vice Chair Wagner-Harkonen added that the
City is loosing out on opportunities to improve neighborhoods by not using the EDA's
allocated housing funds. Chair Meehlhause added that a dilapidated housing stock creates
a negative impression of the community and negative impressions are difficult to change.

Economic Development Specialist Heidi Steinmetz told the EDC that on July 6th, the City
Council discussed the possibility of amending the EDA's Housing Replacement Program to
eliminate the home acquisition option of the program. The Council showed interest in
developing concepts for a housing rehabilitation program. On August gth, the EDA reviewed
five housing rehabilitation concepts and narrowed them down to three. The three concepts
are included in today's EDC packet.
Ms. Steinmetz provided a brief overview of each concept and asked the EDC to provide
input on the three concepts. The EDC's input will be forwarded to the Council for their
discussion at the Sept. 6th Work Session. The concepts are:

Concept 1: Mounds View Residential Rehabilitation/Code Enforcement Deferred Loan
Concept 2: Mounds View "Immediate Need" Deferred Loan
Concept 3: Mounds View Foreclosure Recovery Program
Ms. Steinmetz added that the City has an annual contract with the Housing Resource Center
to administer several home improvement loans available to Ramsey County residents. The
Housing Resource Center also offers free home remodeling advice to Mounds View
homeowners.
Commissioner Johnson asked if there are income limits to the free services offered by the
Housing Resource Center. Ms. Steinmetz said there are no income limits.
Commissioner Johnson asked what constitutes a "housing developer" in the sample criteria
for Concept 3. Ms. Steinmetz answered that a "housing developer" would be considered the
homeowner. Community Development Director Ken Roberts added that the homeowner
probably bought the foreclosure from a bank. Ms. Steinmetz added that city staff, the EDA
or the Council have not discussed these details yet. Mr. Roberts added that if the EDA were
to approve Concept 3, the City would "vett" any developer that would „try and do
improvements on a foreclosed home in Mounds View.
Commissioner Belting asked if the EDA transfers the $150,000 of Housing Replacement
Program Tax Increment Financing (TIF) funds towards forming a new Mounds View home
improvement loan program; would there be more TIF available to fund a similar program the
following year? Ms. Steinmetz said there is`unoblgated TIF available that the EDA could
choose to use towards Mounds View's housing needs. Mr. Roberts reminded the EDC,
however, that the Council's first priority is to use the'EDA's_ TIF funds towards the Street
Project. Ms. Steinmetz urged the EDC, EDA and City Council to remember that traditional
Economic Development involves job creation and housing assistance. Commissioner
Belting agreed.:
Commissioner Belting asked how the Housing Resource Center administers loans,
specifically if the funds are released before the work is completed. Ms. Steinmetz said that
the Housing Resource Center administers loans like banks do. Mr. Roberts added that the
funds would be paid to the contractor.
Commissioner Larson said that he thinks that the EDA should add a demolition loan concept
to their list of concepts. He added that homeowners are probably not going to make
$20,000 of improvements to a $90,000 house. He said that it makes more sense to remove
a blighted home and replace it with a larger, more valuable home. The EDC agreed and
said that the City should develop criteria for determining which homes would be eligible for
demolition.
Commissioner Belting said that he likes all three concepts and $150,000 seems like a
reasonable amount of funding for this program but that the City will not know the proper
amount of funding is needed until the program is implemented.
Commissioner Entsminger said that she does not agree with forgiving loans. Commissioner
Belting agreed.

motion of support towards the development of a housing assistance program containing a
mix of loan concepts, including a demolition loan option. In addition, the EDC supports an
amount of $150,000 of funding towards this program until further review of the program.

Commissioner Johnson reminded everyone that Festival in the Park is tomorrow. She
added that school is about to start and hopes that we keep safety in mind. Ms. Steinmetz
added that the Police Department provided a full page of back to school safety tips in the
Fall Mounds View Matters. Commissioner Johnson added that she has been using the trails
along County Road 10 lately and that they are terrific.
REPORTS OF STAFF
Mr. Roberts provided a verbal updates for, Item 8A (update on Select Senior Living and
Coventry Senior Living projects.
Commissioner Johnson asked why there is a crane on the residential property along County
Road 10 near Woodale. Ms. Steinmetz said that the landowner recently demolished the

Background
During several recent meetings, the City Council, EDA and EDC have been discussing
changing the ERA's Housing Replacement Program. After many discussions (on the
dates listed below), the City Council directed City staff to develop criteria for a new, one-
year pilot program of various loan options.

Discussion
Staff has attached to this memo draft criteria of four proposed loan options. The EDA
reviewed these options at the September 27th EDA meeting. The EDA asked that the
loan to value ratio for Options 2 & 3 be changed to 90% and that a residency
requirement of one year be added to all four options. The EDA also asked the following
questions:
® What would it cost to service a loan at 3% interest?
® What would it cost to service a loan if the principle & interest payments are deferred
for five years?
Suzanne Snyder and Marie Malrick of the Greater Metropolitan Housing Corporation
(the Housing Resource Center's parent organization) plan to attend the October 25th
EDA meeting to present the EDA with answers to the above questions.
Ms. Snyder expressed concerns to City staff about setting the loan to value ratio at 90%
(instead of 110% as originally proposed by City staff) because many of the Mounds
View homeowners that could benefit from the proposed loans do not have 10% or more
equity in their homes. Furthermore, the City should not forget that the goal of a home
improvement loan program is to help maintain and improve the City's housing stock.
Therefore, the City should base its home improvement loan criteria and decisions on
accomplishing that goal.

Option 1 — Demolition Deferred Loan
The purpose of this loan is to provide zero -interest deferred loans to demolish blighted
single-family or duplex properties in Mounds View.
Loan Amount
Up to $10,000 secured by a note & mortgage
Interest Rate
If the loan is paid in full within 30 days of the date the loan
becomes due and payable, the interest rate is 0%. If the loan is
not repaid within 30 days of the date it becomes due and payable,
the interest rate is the lesser of 18% per annum or the highest
interest rate allowed by law.
Loan Term ;
The loan is due on sale, transfer of title, when the primary
mortgage is paid off, or when the property ceases to be the
owner's primary place of residence.
Eligible Properties
Eligible properties that qualify as blighted single-family or duplex
properties in Mounds View.See the Blight Qualification standard
below.
Demolition' Bids
Applicants are encouraged to first consider the Spring Lake
Park/Blaine/Mounds View Fire Department's house burning/training
program demolition option. If that option is not feasible, applicants
must obtain three demolition bids. The demolition contractor will
be required to obtain all necessary City permits, pay applicable
fees and provide for appropriate handling and abatement of any
hazardous_ materials encountered. All contractors must be
licenses and insured.
Once a deferred loan application is received, Mounds View's Code
Enforcement/Housing Inspector will arrange, by appointment, an inspection of the
interior of the home to establish; blight qualification. In addition, the inspector will make a
determination as to the potential presence of hazardous materials on the property and
will obtain,a statement from the interested participant about any knowledge of the
property's use for production, storage, deposit, or disposal of any toxic or hazardous
wastes or substances or asbestos products whatsoever, during the time the interested
participant owned the property and before the date of interested participant purchased
property. If a property satisfies the blight conditions as outlined herein, demolition
procedures can continue. If the blight test cannot be met, the city will notify the
interested person in writing indicating the reasons why the property cannot be
considered as blighted.

Option 2 ® General Home Repair Deferred Loan
The purpose of this loan is to provide zero -interest deferred loans for general home
repairs to owner -occupied single-family or duplex homes in Mounds View.
Loan Amount
Up to $15,000 secured by a note & mortgage
Interest Rate
If the loan is paid in full within 30 days of the date the loan
becomes due and payable, the interest rate is 0%. If the loan is
not repaid within 30 days of the date it becomes due and payable,
the interest rate is the lesser of 18% per annum or the highest
interest rate allowed by law.
Loan Term
The loan is due on sale, transfer of title, when the primary
mortgage is paid off, or when the property ceases to be the
owner's primary place of residence.
Income Limit
The applicant's household gross income shall not exceed 80% of
the area median income as it appears on the 'chart annually
published by the U. S. Department of Housing and Urban
Development.
Asset Limit
The maximum gross assets of the borrower, excluding the
residential property to be improved and a retirement account that
is or was subject to penalty for early withdrawals before age 59 %2,
shall not exceed '$25,000. Gross assets will generally be defined
as the current market value of an item listed minus existing
indebtedness on that item.

Eligible Repairs
These loans can be used to finance exterior and/or interior
rehabilitation of a home and/or an existing garage. Eligible
permanent <improvements include items to improve energy
efficiency or 'basic livability of the property, including accessibility
improvements for people with disabilities. New construction and
luxury 'items, such as a swimming pool, are not allowed.
Contractor Bids
Applicants must provide the Housing Resource Center's
Construction Manager with two bids for each improvement project.
All contractors must be licensed and insured.

Option 3 ® Code Enforcement Deferred Loan
The purpose of this loan is to provide zero -interest deferred loans to owner -occupied
single-family or duplex properties in Mounds View that have been required by the City of
Mounds View to bring their properties into compliance with the City Code.
Loan Amount
Up to $7,000 secured by a note & mortgage
Interest Rate
If the loan is paid in full within 30 daysof the date the loan
becomes due and payable, the interest rate is 0%. If the loan is
not repaid within 30 days of the date it becomes due and payable,
the interest rate is the lesser of 18% per annum or the highest
interest rate allowed by law.
Loan Term
The loan is due on sale, transfer of title, when the primary
mortgage is paid off, or when the property ceases to be the
owner's primary place of residence.
Income Limit
The applicant's household gross income shall not exceed 80% of
the area median income as it appears on the chart annually

Option 4 — Emergency Deferred Loan
The purpose of this loan is to provide zero -interest deferred loans (only in emergency
cases) to owner -occupied homeowners of single-family or duplex properties in Mounds
View, in addition to manufactured homes. Emergency Deferred Loan funds may be
used for repairs to a Mounds View property that was damaged as a result of events
beyond the borrower's control or as necessitated by a system or a structural failure.
Loan Amount
Up to $7,000 secured by a note & mortgage
Interest Rate
If the loan is paid in full within 30 days of the date the loan
becomes due and payable, the interest rate is 0%. If the loan is
not repaid within 30 days of the date it becomes due and payable,
the interest rate is the lesser of 18% per annum or the highest

the financing completed (bonds sold) by the end of October and will close on the three
properties soon after, and want to start construction in November. Ebenezer will be the
managing company of the facility.
813 — Update on Sign Code Amendments
Chapter 1008 about the sign code was amended with a second reading and adoption at
the City Council meeting on Monday, October 11, 2010. These amendments will go into
effect in late November. Most of the code changes are for temporary signs, but the City
also made a few amendments for campaign signs because of the State Primary election
date change. The City Council wanted to be more flexible with temporary signs to help
businesses. The biggest change is that businesses are now allowed to have 4 temporary
sign permits, but can have a 5th permit if at least one of the permits is for a banner.
Previously only 3 temporary sign permits were allowed. The permit fee for any sign will
now double if the sign was installed without first obtaining a sign permit. Not getting
permits for signs is an on-going problem for City Staff, and some businesses repeatedly do
not get sign permits. A couple types of temporary signs no longer require a permit —
window signs (no more than 50% coverage), flag stringers, ground signs (max 4 square
feet) and sandwich boards (max 8 square feet) if they are placed within 15 feet of the
advertising business and removed at the end of each business day. Planning Associate
Heidi Heller will be mailing a letter to all businesses in late November notifying them of the
changes.
