APPROVAL OF JULY 16, 2010 AGENDA Motion/Second: Commissioner Entsminger moved and Commissioner Larson seconded the approval of the July 16, 2010 EDC agenda. Motion Carried: 4 Ayes 0 Nays 4. APPROVAL OF APRIL 16, 2010 EDC MINUTES Chair Gary Meehlhause noted two corrections to the April 16th minutes: 1) clarify Anoka & Ramsey Counties on page one and 2) add Ken Roberts's name to item 8A on page two. Motion/Second: Vice Chair Wagner-Harkonen moved and Commissioner Larson seconded the approval of the amended April 16, 2010 EDC minutes. Motion Carried: 4 Ayes 0 Nays 5. SPECIAL BUSINESS There was no Special EDC business. 6. EDC BUSINESS A. Review Housing Rehabilitation Program Options Economic Development Specialist Heidi Steinmetz summarized her staff report prompted by a recent application for the EDA's Housing Replacement Program. This is a program that offers financial assistance to home owners or developers that want to replace blighted homes in Mound View with new, higher valued homes. Ms. Steinmetz provided background on the EDA/Council's recent discussions about refocusing the program to serve Mounds View residents better. She also included past EDC Draft EDC Minutes July 16, 2010 Page 2 of 4 meeting minutes from 2008, which was the last time the EDC discussed Mounds View's housing programs. Staff asked the EDC to discuss and provide feedback on the City Council's recent housing program discussions and requested ideas for structuring a housing program or programs that the EDC thinks would fill a need for Mounds View residents while not repeating an existing program. Commissioner Larson said that he attended the EDA's meeting this past Monday and has since driven around the City comparing the neighborhoods where the EDA had purchased homes vs. the neighborhoods where the EDA had denied Housing Replacement Program applications. He said that he noticed a big difference in the housing stock between the neighborhoods he compared, therefore does not think that the EDA should back away from acquiring blighted homes within the City. He thinks that newer or updated homes will provide much more tax base for the City. He mentioned that the EDA could provide demolition assistance to property owners that would rather sell an empty lot vs. a lot with a dilapidated home on it. Vice Chair Wagner-Harkonen agreed with Commissioner Larson's input. She said people are not building new homes right now but some people are purchasing property for investment purposes. She said neighbors would rather have an empty lot next door rather than a blighted property in the neighborhood. Chair Meehlhause agreed. Vice Chair Wagner-Harkonen added that an empty lot would be more attractive to buyers than a lotwith a blighted home on it. Chair Meehlhause said that he agrees that the EDA should not drop the option of possibly purchasing blighted residential properties because the only other option of removing extremely blighted properties is eminent domain. Commissioner Entsminger agreed that the City should demolish blighted properties. She also asked that if the City were to establish a code enforcement rehabilitation loan program (like the example of the Tallahassee, FL program that was included in the EDC's packet), what type of code violations would qualify for improvement under the program. Ms. Steinmetz answered that improvements would relate to life safety issues and structural issues rather than debris cleanup. Commissioner Entsminger added that she is not in favor of a deferred loan program because a deferred loan is a grant and the taxpayers should not have to pay for other people's home improvements. Community Development Director Roberts added that the Tallahassee program is for exterior improvements, that would improve the image of a neighborhood. The program is not for the rehabilitation of a kitchen or a bathroom. He said the program is just one idea of a program that Mounds View residents might need. Commissioner Entminger said that the City should get involved in issues like this, especially to correct electrical problems because those are life safety issues. Motion/Second: Commissioner Larson moved and Commissioner Entsminger seconded a recommendation that the EDA consider implementing a program like Tallahassee, Florida's Code Enforcement Rehabilitation Program. Motion Carried: 4 Ayes 0 Nays Draft EDC Minutes July 16, 2010 Page 3 of 4 Motion/Second: Vice Chair Wagner-Harkonen moved and Commissioner Larson seconded a recommendation that the EDA retain the option of purchasing blighted residential properties (both the land and the structure) in their Economic Development toolbox. Motion Carried: 4 Ayes 0 Nays Motion/Second: Commissioner Entsminger moved and Commissioner Larson seconded a recommendation that the EDA allow more flexibility in how they allocate the $150,000 that has previously been budgeted for the EDA's Housing Replacement Program. Motion Carried: 4 Ayes 0 Nays Motion/Second: Vice Chair Wagner-Harkonen moved and Commissioner Entsminger seconded a recommendation that the EDA offer an option to pay for the demolition of blighted residential structures without purchasing the land. Motion Carried: 4 Ayes 0 Nays Commissioner Entsminger stated that she hopes the City Council will discontinue their discussions about City staff layoffs. She said that she does not think that City staff should have to hear about those discussions repeatedly because it's not productive for staff to have to walk on eggshells. She feels that the economy is going to turn around and if the Council removes staff, the City will be behind the eight ball and will have to spend more time and money looking for staff replacements. Commissioner Entsminger left the meeting at this time (8:21 am). REPORTS OF COMMISSIONERS Commissioner Larson mentioned that he heard the Council say during this past Monday's meeting that they do not want to get into the real estate business but he believes that the City is loosing money by allowing non -sellable lots sit vacant or blighted for too long. He said that Mounds View's large lots would be even more valuable in years to come due to Mounds View location near the Twin Cities. Vice Chair Wagner-Harkonen added that the City is loosing out on opportunities to improve neighborhoods by not using the EDA's allocated housing funds. Chair Meehlhause added that a dilapidated housing stock creates a negative impression of the community and negative impressions are difficult to change. 8. REPORTS OF STAFF • Ms. Steinmetz provided verbal updates for Items 8A -F (adding a name County Road 10, Select Senior Living, farmers market, Mounds View business news, available business sites in Mounds View and upcoming events). Finance Director Mark Beer provided additional information about the Select Senior Living project. • Community Development Director Ken Roberts provided a verbal update about the City's street project (area B/C) and the Coventry Senior Living project. 9. SPECIAL BUSINESS There was no special EDC business. EDC BUSINESS A. Review Proposed Mounds View Home Improvement Loan Criteria Economic Development Specialist Heidi Steinmetz provided an overview of the EDA, City Council and EDC's past discussions about this item. Ms. Steinmetz asked for the EDC's feedback on the proposed loan criteria, specifically the loan to value ratio criteria. Draft EDC Minutes Oct. 15, 2010 Page 2 of 3 After much discussion, the EDC made the following recommendations to the EDA: Motion/Second: Commissioner Helgemoe moved and Commissioner Belting seconded a motion to recommend that the EDA eliminate the residency requirement component of the loan criteria. Motion Carried: 5 Ayes 0 Nays Motion/Second: Commissioner Johnson moved and Commissioner Belting seconded a motion to recommend that the EDA change the loan to value ratio to 100% for the Code Enforcement and Emergency Deferred Loan options and that the EDA maintain the loan to value ratio of 90% for the General Home Repair Loan option. Motion Carried: 5 Ayes 0 Nays 7. REPORTS OF COMMISSIONERS Commissioner Johnson announced that there would be a pancake breakfast tomorrow morning at Moe's from 7:30 to 10:30am to support the Irondale Orchestra. Commissioner Helgemoe announced that the Twin Cities North Chamberwould be hosting a Small Business Expo at The Mermaid next Tuesday, October 26th beginning at 5pm. 8. REPORTS OF STAFF City staff provided the EDC with updates on the following items Update on Select Senior Living Prosect The EDC discussed the importance of creating a trailway from the senior housing building leading to area business. Update on Sign Code Amendments Community Development Director Ken Roberts mentioned that he hopes the changes to the sign code will help to better serve Mounds View businesses. Mounds View Business News Ms. Steinmetz told the EDC that an employee of Mounds View's Midwest Motor Express, Frank Dietz, recently received the Maintenance Professional of the Year award from the Minnesota Trucking Association. Available Business Sites in Mounds View Commissioner Larson asked if there is any news on the PAK building. Ms. Steinmetz replied that the two owners of the building are still trying to decide if the building should be leased or sold. Commissioner Johnson asked why the vacant BP gas station building is not on the list of available sites. Ms. Steinmetz replied that the building is not officially for sale or lease at this time. Commissioner Helgemoe asked who owns the property. Mr. Roberts replied that the property is privately owned. Commissioner Wagner-Harkonen mentioned that RJ Riches' recent paint job looks very nice. Ms. Steinmetz added that the Streets & Utilities Commission would be holding a public informational meeting about during their regular meeting on the 18th about Area D of the Street & Utility Improvement Project. 9. The two vacancies are "resident representative" vacancies. Chapter 408 of the Mounds View City Code states "The Commission shall be composed of seven equal voting members, including three business representatives and four residents". The City Code also states that the EDC must recommend whom the EDA/Council should appoint to the EDC. Attached is Chapter 408 for the EDC's reference. Discussion The three people listed below (in alphabetical order) submitted applications to City staff by the November 1, 2010 application deadline to be on the EDC. Attached are the three completed applications for the EDC's review. SECTION: 408.03 (Rev. 6/04) CHAPTER 408 ECONOMIC DEVELOPMENT COMMISSION Establishment Purpose Composition, Members, Qualification of Members, Terms of Office Conflict of Interest Compensation Vacancies Organization, Meetings Expenditures Duties of the Commission 408.01: ESTABLISHMENT: The Economic Development Commission is hereby established. The Economic Development Commission is referred to herein as the "Commission". (Ord. 542, 6-27-94) 408.02: PURPOSE: The Commission shall serve as an advisory commission to the Economic Development Authority, hereinafter the "Authority", on matters relating to fostering a positive economic climate, encouraging economic development and enhancing the tax base of the City. The Commission shall also make recommendations to the Authority regarding retention and expansion of existing businesses, attraction of desirable new businesses, redevelopment and rehabilitation opportunities, and other appropriate economic development strategies. (Ord. 542, 6-27-94) City of Mounds View 408.03 408.06 (Rev. 2/01) 408.03: COMPOSITION, MEMBERS, QUALIFICATION OF MEMBERS, TERMS OF OFFICE: (Ord. 677, 2-12-01) The Commission shall be composed of seven (7) equal voting members, including three (3) business representatives and four (4) residents, appointed by the Authority Board of Commissioners based on the recommendation of the Economic Development Commission, from the applications submitted. Members shall have diverse qualifications with practical experience consisting of, not limited to, but including one (1) of the following areas: economics, finance, accounting, real estate, social services and marketing. For the purpose of initiating the Commission, the terms of all members shall expire December 31, 1994. (Amended, Ord. 741, 6- 28-04) Beginning January 1995, three (3) members shall serve a one (1) year term, two (2) members shall serve two (2) year terms and (2) members shall serve three (3) year terms. Thereafter, members shall serve three (3) year staggered terms, with terms expiring December 31 of each year. At least two (2) of these terms, but not more than three (3) terms shall expire each year. The appointees shall be duly sworn and take office at the first regular meeting of the Commission in the month of January each year. Both original and successive appointees shall hold their offices until their successors are appointed and qualified. (Ord. 546, 7-25-94; Ord. 677,2-12-01) 408.04: CONFLICT OF INTEREST: No person shall be appointed with private or personal interest likely to conflict with the general public interest. If any person appointed shall find that their private or personal interests are involved in any matter coming before the Commission, they shall disqualify themselves from taking part in action on the matter; alternatively, they may be disqualified by a two-thirds (2/3) majority vote of the Commissioners in attendance. (Ord. 542, 6-27-94) 408.05: COMPENSATION: Members of the Commission shall serve without compensation. (Ord. 542,6-27-94) 408.06: VACANCIES: Subd. 1. Termination of Appointment: Any Commission member designing to terminate their appointment to the Commissioner before the expiration of their term shall give written notification to the Commission chairperson of their intentions. It should be the duty of the chairperson of the Commission to notify the Authority promptly of any vacancies. The Authority president, with approval of a majority of the Authority Board of Commissioners, shall appoint a new member from applications received for the unfulfilled portion of the term. City of Mounds View sm Subd. 2. Removal from Office: Any member of the Commission may be removed from office for just cause and on written charges by at least four-fifths (4/5) of the entire Authority. Such member may be entitled to a public hearing before such a vote is taken. An appointed member may also be removed by the Authority for nonattendance at Commission meetings if a Commissioner is absent from five (5) regularly scheduled meetings per year or from three (3) consecutive meetings, without the consent of the Commission. (Ord. 542, 6-27-94) 408.07: ORGANIZATION, MEETINGS: Subd. 1. Organization: At the first regular meeting of the year, the Commission shall appoint a chairperson from among its voting members. This appointment shall be subject to Authority approval and shall consist of a one (1) year term. The position of chair shall rotate among members, with no Commissioner serving in that capacity for more than two (2) consecutive terms. The Commission shall also elect a vice -chair from among its appointed members for a term of one (1) year. The Commission may create and fill such other offices from its members as it may determine to transact Commission business. Subd. 2. Regular Meetings: The Commission shall hold at least one (1) regular meeting each month at a time which the Commission shall fix by resolution. Subd. 3. Special Meetings: Special meetings may be called by the chairperson or by any two (2) members of the Commission by a written notice filed with the Clerk -Administrator who then shall notify all members of the Commission of the time and date of the special meeting, at least three (3) days before the meeting date. Subd. 4. Quorum: A majority of the appointed voting Commission members shall constitute a quorum. Subd. 5. Voting Privileges: Each of the appointed members shall have equal voting privileges. Subd. 6. Bylaws: The Commission shall adopt bylaws for its governance and for the transaction of its business. The bylaws will be reviewed on an annual basis at the first regular meeting in February. Subd. 7. Records: A recording secretary shall keep a record of attendance at Commission meetings, a record of resolutions and votes and abstentions on each question requiring a vote. The record of the Commission shall be a public record. City of Mounds View 408.07 408.09 Subd. S. Report: The Authority may request an annual report from the Commission without having received consent of its content by a majority of the Commission members at a regular or special meeting of the Commission. (Ord. 542, 6-27-94) 408.08: EXPENDITURES: The Commission may request from the Authority such fiords as may be necessary and proper for the conduct of its duties. (Ord. 542, 6-27-94) 408.09: DUTIES OF TIS COMMISSION: In order to cant' on its purpose, the Commission shall: Subd. 1. Confer with and advise the Authority on all matters concerning the industrial and commercial development and redevelopment of the City. Subd. 2. Publicize, with the consent of the Authority, the industrial and commercial advantages and opportunities of the City. Subd. 3. Collect data and information as to the type of industries and commerce best suited to the City. Subd. 4. Survey the overall condition of the City from the standpoint of determining whether the City has a community climate for industry and to determine the general receptiveness of the City of particular types of industry. Subd. 5. Publicize information as to the general advantages of industrial and commercial development and redevelopment in a community. Subd. 6. Cooperate with all industries and businesses in the City and in the solution of any community problems which they may have, and to encourage the expansion, development and management of such industries and business so as to promote the general welfare of the City. Subd. 7. Coordinate the Economic Development activities of the various groups active in the City. Subd. 8. Recommend zoning changes and development of areas suitable for industrial and commercial development and redevelopment to the Planning Commission. Subd. 9. Develop, compile, coordinate and publicize information such as, but not limited to the following: a. Existing industrial and commercial concerns within the City, their addresses, types of business, number of employees and whether each serves local, regional or national markets. City of Mounds View 408.09 408.09 b. Available industrial and commercial sites including number of acres and square footage, approximate price, existing zoning and proximity to highways. c. Available buildings for industrial and commercial operations, including type of buildings, number of square feet, existing zoning and proximity to highways. d. Transportation facilities, including railroads, motor carriers, water transportation, air transportation and highway facilities that serve the area. e. Electric power available. f. Fuels available for industrial and commercial use. g. Sewage disposal facilities. h. Water supply facilities. i. Community facilities such as fire, police and educational. j. Recreational facilities. k. Going wage rate in the City for the trades, skilled and semi -skilled and white collar workers. 1. Availability of labor in. General community attitude toward industrial and commercial expansion, development, redevelopment and attraction. n. Experience and programs of surrounding communities in regards to industrial and commercial expansion, development, redevelopment and attraction. o. Financial and technical resources available to new and existing businesses at the local, County, State and national levels for economic expansion and vitality. Subd. 10. Recommend Authority and Planning Commission policies and particular actions in regards to industrial and commercial expansion development, redevelopment and attraction. Subd. 11. Cooperate with and use the services of the Minnesota Department of Trade and Economic Development, Minnesota Housing Finance Authority and any other organizations at the national, State, County and local levels that are deemed conducive to the overall vitality of the City. The Commission shall have the power to appoint task forces of a size and nature it may deem necessary and may enlist the aid of persons and/or organizations who are not members of the Commission. Subd. 13. The Commission shall have no power to make contracts, levy taxes, borrow money or condemn property, but shall have the full power and responsibility to investigate the necessity and recommend the taking of these and any other actions related to the industrial and commercial development and redevelopment by the Authority and all other officers of the City responsible to formulate the terms of and the procedure for taking such action. Subd. 14. Review the City's existing housing stock analysis and make recommendations to the Authority regarding mechanisms for the rehabilitation of said housing stock. Employment, Occupation or Other Relevant Experience: I work as an Executive Assistant;Office Manager for the University of Minnesota Extension Center for Community Vitality. Our programs are designed to enhance community's economic strength, civic empowerment, technological capacity, and social capital as Minnesota communities face changes in demographics, social change, technological capacity, etc. As I've been employed in this area it has been interesting to have exposure to some of the interventions our center has had with other communities that trying new approaches to their economic development issues, especially retail and business concerns. I am a graduate of UW -River Falls with a BS in English and Professional Writing for Business and Government. I see Mounds View as having great potential to continue thrive in the 21" century but like most 1 s' ring suburbs, care must be taken that it continues to be attractive to incoming residents. I have enjoyed serving on this commission for the last three years and I would like to serve at least one more term. City staff will forward the staff report for that meeting to the EDC. 8B — Update on Select Senior Living Project The bond closing for this project to be located at the corner of Groveland Road and County Road 10 was postponed until about the first week of December. The developers of a similar project to be located on County Road 10 between County Road H and Woodale Drive (Coventry Senior Living) hope to get their final plat approved in December and will break ground in Spring 2011 if the Select Senior Living project does not move forward. 8C — New Design for Monument Entrance Signs on County Road 10 The EDA recently approved updates forthe two monument entrance signs (pictured below) on County Road 10 with the new City logo. The City paid for these sign updates with a donation provided to the EDA by Bethleham Baptist Church in Mounds View. However, City staff suggests that the EDC begin discussions about the best use of this property for the future. Site limitations include the size of the site (.79 of an acre) and the fact that the site has large setbacks on all four sides of the property because of the streets.
