3. APPROVAL OF APRIL 15, 2011 AGENDA
Motion/Second: Commissioner Larson moved and Commissioner Helgemoe seconded the
approval of the January 21, 2011 EDC agenda.
Motion Carried: 5 Ayes, 0 Nays
Commissioner Belting arrived at this time.
4. APPROVAL OF JANUARY 21, 2011 EDC MINUTES
Commissioner Meehlhause noted a typo on page one of the January 21st minutes.
Motion/Second: Commissioner Helgemoe moved and Commissioner Larson seconded the
approval of the January 21, 2011 minutes.
Motion Carried: 6 Ayes, 0 Nays

The City of Arden Hills’s Community Development Director Jill Hutmacher provided a
PowerPoint presentation to the EDC about the Twin Cities Army Ammunition Plant

(TCAPP). She provided information on the history of the site, the environmental conditions,
the City of Arden Hills’s zoning and Comprehensive Plan designations, the GSA sale
process, the Vikings stadium proposal and the State’s draft legislation for a stadium. A
paper copy of the PowerPoint presentation is available at City Hall and the EDC meeting
may also be viewed on the City’s Website at www.ci.mounds-view.mn.us under the Mounds
View Television section.
Commissioner Belting left the meeting at this time (8:25am).
7. REPORTS OF COMMISSIONERS
Commissioner Larson congratulated the Edgewood Middle School orchestra for being one
of six orchestras in the State of MN to play at Orchestra Hall in Minneapolis at the end of
March.
Commissioner Meehlhause reported that Irondale student (also a Mounds View resident)
Megan was chosen at the Metro Women’s Hockey Player of the Year. He also reported that
two Irondale boys Nordic skiers qualified for State in addition to one Irondale girl Nordic
skier. Lastly, Irondale Nordic ski coach Chris Torvi was chosen as the Coach of the Year.
8. REPORTS OF STAFF
City staff provided the EDC with updates/announcements on the following items: Select
Senior Living Project, Recap of April 13th Mounds View Business Council Meeting, Mounds
View Business News, Available Business Sites in Mounds View, Town Hall Meeting and
Chamber Business Expo.
9. NEXT REGULAR EDC MEETING
The next regular EDC meeting was scheduled for Friday, May 20, 2011 at 7:30am.
10. ADJOURNMENT
There being no further business, the April 15, 2011 meeting adjourned at 8:45am.

Item Title/Subject: Discuss Ideas for Usage of Bi-Annual Donations from
Bethlehem Baptist Church
Background
In 2004, the City Council approved an amendment to the “Building N” Planned Unit
Development located in Mounds View Business Park North. The amendment added
religious institutions as a permitted use of the property. Therefore, Bethlehem Baptist
Church was able to move into “Building N”. Since religious institutions are tax-exempt, the
church offered to provide bi-annual donations of about $2,500 to the EDA until the year
2014. The church requested that the EDA expend the funds towards economic
development activities within Mounds View.
Discussion/Recommendation
Staff recommends that the EDC discuss ideas for using the remaining donations. City
staff would then forward the EDC’s ideas to the EDA.

Background
Below is a sample resolution that the Twin Cities Gateway Board of Directors considered at
their May 17th meeting regarding the development of the proposed Minnesota Vikings multi-
purpose facility on the TCAAP site in Arden Hills. Mounds View is a member of Twin Cities
Gateway, which is the local Convention and Visitors Bureau. The Board did not pass the
resolution.
Sample Resolution
“Whereas Twin Cities Gateway is the regional visitors’ bureau representing the member cities of Anoka,
Blaine, Coon Rapids, Fridley, Ham Lake, Lino Lakes, Mounds View, New Brighton, and Shoreview in the
northern suburbs of the Minneapolis – St. Paul metropolitan area and
Whereas the mission of Twin Cities Gateway is to promote travel and visitation into and throughout the region,
as well as to stimulate the economic vitality of its member cities and
Whereas the proposed Minnesota Vikings multi-purpose stadium facility on the Twin Cities Army Ammunition
Plant (TCAAP) in the community of Arden Hills will create year around jobs, increase visitation into and
throughout the region, stimulate incremental economic development, commercial re-development, and result
in transportation enhancements, now
Be it resolved that on this day, May 17, 2011, the Board of Directors of Twin Cities Gateway supports the
development of the proposed Minnesota Vikings multi-purpose facility on the TAACP site in Arden Hills,
located in Ramsey County, Minnesota.
Discussion/Recommendation
As Mounds View’s advisory Economic Development Commission, the EDC may want to
discuss passing a possible resolution regarding the proposed development of a Vikings
Stadium at the TCAAP site in Arden Hills.

On May 10th, Ramsey County released the attached information about their partnership
with the Minnesota Vikings regarding the proposed development of a retractable-roof
stadium on the TCAAP site in Arden Hills.
8B – Recap of May 11th Mounds View Business Council Meeting
The Mounds View Business Council meets the second Wednesday of each month at the
Mounds View Community Center. The next meeting is Wednesday, June 8th at 7:30am.
Chamber President Tim Roche sends meeting notices via e-mail. If you would like to be

City staff will provide a verbal recap of the May 11th Business Council meeting at the May
20th EDC meeting.

City staff began publishing Mounds View Business News (a business-to-business
newsletter) in December of 2010. The purpose of this newsletter is to provide Mounds
View businesses another way to connect with each other. Attached are the latest two
editions (April & May 2011).

each month at the Mounds View Community Center
(5394 Edgewood Drive). The next meeting is
scheduled for Wednesday, May 11th at 7:30am. If

Sponsorship Opportunities for Festival in the Park
Would like to sponsor Mounds View’s annual celebration, Festival
in the Park? This year’s Festival will be held at City Hall Park on
Saturday, August 20, 2011 from 9am to 10pm! Activities include a
fun run, the 5th Annual Car Show, a parade, crafters, food ven-
dors and last but not least, a fireworks show at 9:40pm! The Fes-
tival in the Park Committee would thank its sponsors in a variety
of ways such as including the sponsor’s name on the City’s cable
channel, in an advertisement in the local newspapers (Sun Focus
or Bulletin) and on Festival flyers. Please visit the City’s Website
