Chair Torri Johnson called the meeting to order at 7:34am.

3. APPROVAL OF MAY 20, 2011 AGENDA
Motion/Second: Commissioner Helgemoe moved and Commissioner Paron seconded the
approval of the May 20, 2011 EDC agenda.
Motion Carried: 7 Ayes, 0 Nays
4. APPROVAL OF APRIL 15, 2011 EDC MINUTES
Commissioner Meehlhause mentioned two corrections on page two under “Item 7. Reports
of Commissioners.” He noted that Meghan’s last name is “Lorence” and the word “at”
should be changed to “as”. Chair Johnson added that Jill Hutmacher’s, Arden Hills
Community Development Director, should be listed under “Item 2. Roll Call” under “Others
Present”.
Motion/Second: Commissioner Meehlhause moved and Commissioner Belting seconded
the approval of April 15, 2011 minutes as amended.
Motion Carried: 7 Ayes, 0 Nays
5. SPECIAL BUSINESS
There was no special business.
6. EDC BUSINESS
A. Discuss Ideas for Usage of Bi-Annual Donations from Bethlehem Baptist Church
Economic Development Specialist Heidi Steinmetz summarized that in 2004, the City
Council approved an amendment to the “Building N” Planned Unit Development located in

Mounds View Business Park North. The amendment added religious institutions as a
permitted use of the property. Therefore, Bethlehem Baptist Church was able to move into
“Building N”. Since religious institutions are tax-exempt, the church offered to provide bi-
annual donations of about $2,500 to the EDA until the year 2014. The church requested
that the EDA expend the funds towards economic development activities within Mounds
View.
The EDC discussed ideas for ways the EDA could use these funds. The EDC’s consensus
was to suggest that the EDA allow the dollars accumulate through the end of the year 2013
because that is when the donations cease and that the EDA should use the funds towards
new signage for County Road 10. The EDC discussed that about $12,500 in funds would
accumulate between now and 2013, which would not cover the entire cost of new signage.
B. Discuss Possible EDC Resolution Regarding the Development of the Proposed Minnesota
Vikings Multi-Purpose Facility on the TCAAP Site in Arden Hills
The EDC discussed this item at length. They asked City staff to draft a resolution stating
that the EDC wants to remain notified and involved in the City of Mounds View’s discussions
about the proposed stadium development on the TCAAP site in Arden Hills.
Ms. Steinmetz invited the EDC to attend the Monday, June 6th City Council Work Session
since the City Council would be discussing the proposed Vikings facility at the June 6th
meeting.
7. REPORTS OF COMMISSIONERS
Commissioner Helgemoe promoted the Twin Cities North Chamber’s upcoming golf
tournament fundraiser on June 9th at Bunker Hills. He also provided a recap of the May 11th
Mounds View Business Council meeting when Councilmember Mueller attended to promote
the 5th Annual Car Show at Festival in the Park on August 20, 2011.
Chair Johnson said that the Irondale High School Boys Baseball team is having a
community garage sale this weekend (May 20-22).
8. REPORTS OF STAFF
City staff provided the EDC with updates/announcements regarding Mounds View Business
News and Available Business Sites in Mounds View.
9. NEXT REGULAR EDC MEETING
The next regular EDC meeting was scheduled for Friday, June 17, 2011 at 7:30am.
10. ADJOURNMENT
There being no further business, the May 20, 2011 meeting adjourned at 8:48am.

Item Title/Subject: Review Draft EDC Resolution Regarding the Development of
the Proposed Minnesota Vikings Multi-Purpose Facility on the
TCAAP Site in Arden Hills
Background
At the May 15th EDC meeting, the EDC held a lengthy discussion regarding the possibility
of creating an EDC resolution addressing the development of the proposed Minnesota
Vikings multi-purpose facility on the TCAAP Site in Arden Hills. The EDC asked City staff
to draft a resolution for consideration at the next EDC meeting stating that the EDC wants
to remain notified and involved in the City of Mounds View’s discussions about the
development of the proposed stadium on TCAAP site. Attached is the draft resolution.
At the June 6th City Council Work Session, the Council discussed the proposed stadium for
the Arden Hills site. EDC members Dan Larson, Gary Meehlhause and Jim Paron attended
the Work Session and provided input to the City Council.
On June 14th, Mayor Joe Flaherty sent the attached letter to the Ramsey County Board of
Commissioners. The letter provides feedback, addresses concerns and asks questions
about the stadium proposal for the Arden Hills site.
On Thursday, August 4th, the City of Arden Hills will be hosting a “Stadium Proposal Open
House” from 5:30pm to 7:30pm at the Ramsey County Public Works Facility. Attached is
the notice posted on the Arden Hills’s Website.
Finally, attached is a summary of the City of Arden Hill’s discussions about the stadium
proposal. This summary, in addition to numerous handouts, are available for download on
the City of Arden Hills’s Website, located at www.ci.arden-hills.mn.us.

STATE OF MINNESOTA
RESOLUTION REQUESTING THAT THE MOUNDS VIEW ECONOMC
DEVELOPMENT COMMISSION REMAIN NOTIFIED AND INVOLVED IN THE
CITY OF MOUNDS VIEW’S DISCUSSIONS ABOUT THE DEVELOPMENT OF THE
PROPOSED MINNESOTA VIKINGS MULTI-PURPOSE FACILITY
ON THE TCAAP SITE IN ARDEN HILLS
WHEREAS, The Mounds View City Council formed the Mounds View Economic
Development Commission (EDC) by Ordinance 542 on June 27, 1994; and,
WHEREAS, Per Chapter 408 of the Mounds View City Code, the EDC serves as an
advisory commission to the Mounds View Economic Development Authority on matters relating to
fostering a positive economic climate, encouraging economic development and enhancing the tax
base of the City. The EDC also makes recommendations to the Economic Development Authority
regarding retention and expansion of existing businesses, attraction of desirable new businesses,
redevelopment and rehabilitation opportunities, and other appropriate economic development
strategies; and,
WHEREAS, The EDC agrees that the development of the proposed Minnesota Vikings
multi-purpose facility on the TCAAP site in Arden Hills directly relates to the aforementioned
purpose of the EDC; and,
WHEREAS, The EDC requests to remain notified and involved in the City of Mounds View’s
discussions about the aforementioned proposed Minnesota Vikings facility; and,
NOW, THEREFORE, BE IT RESOLVED that the Economic Development Commission
hereby approves this resolution of request to the City of Mounds View.

The City will host a community open house to share information with residents about the Vikings Stadium
proposal.
The meeting will be held on Thursday, August 4th from 5:30 to 7:30 pm, at the Ramsey County Public
Works Facility in the Marsden Conference Room.

Multi-purpose Stadium on TCAAP Discussions
Ramsey County officials have held meetings with the Minnesota Vikings
to discuss the suitability of the former Twin Cities Army Ammunition Plan,
also known as TCAAP, for development as a stadium. City officials
attended some of those meetings.
At the February 15 Ramsey County Board Meeting, a resolution was
approved in response to a letter received by the County from the
Minnesota Vikings. The resolution declares the County’s interest in
pursuing the potential acquisition and remediation of land and making
public infrastructure improvements to allow for a stadium project on the
former TCAAP site in Arden Hills. The County resolution further
authorizes the County Manager to discuss the site with applicable federal
agencies, the Minnesota Vikings, the City of Arden Hills, Governor
Dayton, and the Minnesota Legislature. The County Manager was also
authorized to initiate the due diligence, including financial and legal
analysis, transportation studies, and environmental consulting, necessary
to determine whether a stadium development at the TCAAP site is
feasible and in the best interests of Ramsey County.
The letter from the Minnesota Vikings and the Ramsey County resolution
are posted on the City’s website.
As part of the City Council’s Saturday, February 12 annual goal‐setting
and strategic planning workshop and in light of Ramsey County’s
scheduled action on February 15, the City Council discussed the City’s
reaction to the letter from the Minnesota Vikings and the Ramsey County
resolution. It was noted that the current zoning of the TCAAP site does
not prohibit a stadium.
On February 28, 2010, the Arden Hills City Council approved a resolution
authorizing staff to work with Ramsey County on due diligence analysis and
directing staff to provide Ramsey County with a list of the City’s major
infrastructure and other requirements that are necessary for the City to support
stadium development. The City Council emphasizes its commitment to
protecting the residents and businesses of Arden Hills, and ensuring that
TCAAP is remediated and developed in a manner that is beneficial to the
City.

8A – Citizen Taskforce to Rename County Road 10
During the May 25th tri-city meeting at Mounds View City Hall, the City Councils of Mounds
View, Blaine and Spring Lake Park decided to form a citizen taskforce to study the idea of
renaming County Road 10.
The taskforce would recommend a consistent name for the roadway which passes through
all three cities. Taskforce membership would be similar to the following:
Two business representatives from each city, preferably businesses located on
County Road 10
One resident representative from each city
One council member from each city
While the formal number of taskforce members would be limited, anyone is welcomed to
attend the taskforce meetings. Meeting information is yet to be determined.
If you are interested in serving on this taskforce, please call Mounds View City
Administrator Jim Ericson at 763-717-4001.
On a related note, attached is an article that recently appeared in the Star Tribune entitled

The Mounds View Business Council meets the second Wednesday of each month (except
for July & August) at the Mounds View Community Center. The next meeting is
Wednesday, September 14th at 7:30am. Chamber President Tim Roche sends meeting

City staff will provide a verbal recap of the June 8th Business Council meeting at the July

City staff began publishing Mounds View Business News (a business-to-business
newsletter) in December of 2010. The purpose of this newsletter is to provide Mounds
View businesses another way to connect with each other. Attached is the latest edition
(June 2011).
Watch for an article in the July edition about Bauer Welding. City officials toured the facility
on July 7th. Bauer Welding has been located on Mustang Drive in Mounds View since
1977. They specialize in tube bending/tube fabrication, metal fabrication, welding and laser
cutting. Bauer employs nearly 70 people on 3 shifts.

and what is not. You can reduce the amount
of unsolicited mail sent to your business by
removing your business information from two
business marketing lists: Dun & Bradstreet
and InfoUSA.
Dun & Bradstreet (D&B) maintains the largest company
database worldwide, collecting information on more than
70 million business establishments from 217 countries. Up
to 1,500 data items are collected on each business. Busi-
nesses can either use D&B’s database services to develop
their own direct-mail lists or purchase lists directly from
D&B.
A business may have its information removed from busi-
ness marketing lists published by D&B. An authorized rep-
resentative of the business can request the "delisting" proc-
ess orally or in writing, resulting in its removal
from marketing directories, publications and/or
mailing lists. To have your business delisted,
call D&B’s customer service center at 1-800-
333-0505 or send an email to
custserv@dnb.com.
InfoUSA maintains information on more than 12 million
businesses in the U.S. To remove your business from their
lists, fax a letter to 402-331-0176. The letter should say on
the top: "Attention—Business Update Department." The
letter should include the complete business name, address,
and phone number; the name and title of the person re-
questing the deletion; and that person's signature. You can
