1. CALL TO ORDER
Chair Torri Johnson called the meeting to order at 7:34am.
2. ROLL CALL

Jim Paron
Members Absent: Commissioner Helgemoe

3. APPROVAL OF JULY 15, 2011 AGENDA
Motion/Second: Commissioner Belting moved and Vice Chair Jennifer Wagner-Harkonen
seconded the approval of the July 15, 2011 EDC agenda.
Motion Carried: 5 Ayes, 0 Nays
Commissioner Meehlhause arrived at this time.
4. APPROVAL OF MAY 20, 2011 EDC MINUTES
Motion/Second: Commissioner Meehlhause moved and Commissioner Belting seconded
the approval of the May 20, 2011 minutes.
Motion Carried: 6 Ayes, 0 Nays
5. SPECIAL BUSINESS
There was no special business.
6. EDC BUSINESS
A. Review Draft EDC Resolution Regarding the Development of the Proposed Minnesota
Vikings Multi-Purpose Facility on the TCAAP Site in Arden Hills
Economic Development Specialist Steinmetz reminded the EDC of their lengthy discussion
during their last regular EDC meeting on May 20, 2011. At the May 20th meeting, the EDC
directed staff to draft a resolution regarding the proposed facility; however the EDC had not

reached a consensus of support or non-support at that time. Therefore, the draft resolution
is a generic statement that the EDC requests to stay informed on the topic.
Commissioner Paron stated that everyone he has talked to supports the stadium
development. He suggested that the EDC vote today on whether they support the
development or not.
Ms. Steinmetz added that the City Council approved a letter from Mayor Flaherty on June
13, 2011, which was sent to the Ramsey County Commissioners about the Council’s
concerns regarding the Arden Hills site. Chair Johnson mentioned that a copy of the
Mayor’s letter was included in the EDC’s meeting packet.
Vice Chair Wagner-Harkonen said that her neighbors are cautiously optimistic about the
development.
Commissioner Meehlhause said that he and Commissioners Paron and Larson attended the
June 6, 2011 City Council Work Session where the Council discussed the stadium proposal.
During the meeting, the Mayor asked the EDC members in attendance if the EDC had
reviewed the proposal. Commissioner Meehlhause responded that the EDC had discussed
the proposal; however there was no EDC consensus of support or non-support at that time.
Commissioner Belting stated that the stadium proposal is a good use for the Arden Hill site.
Vice Chair added that the “greater good” of the North Metro is at stake and city leaders
need to consider what’s best for the region rather than what’s best for just one city.
Chair Johnson said that she was surprised to have received such negative input from local
business leaders, which is why she is also cautiously optimistic about the proposal.
Commissioner Meehlhause moved and Commissioner Paron seconded the approval of
EDC Resolution 11-EDC-37 Requesting that that Mounds View Economic Development
Commission Remain Notified and Involved in the City of Mounds View’s Discussions About
the Development of the Proposed Minnesota Vikings Multi-Purpose Facility on the TCAAP
Site in Arden Hills.
Motion Carried: 6 Ayes, 0 Nays
7. REPORTS OF COMMISSIONERS
Chair Johnson provided the following reports:
Irondale High School’s VFW baseball team (Tri-City Maroon) won the championship
game last weekend in Lacrosse, Wisconsin.
Festival in the Park will be held on Saturday, August 20, 2011.
Beginning today through the end of the month, the Mounds View Community
Theater is presenting Joseph and the Amazing Technicolor Dreamcoat at Irondale
High School.
The recent tour of Bauer Welding excellent.

8. REPORTS OF STAFF
City staff provided the EDC with updates/announcements regarding the citizen taskforce to
rename County Road 10, a recap of the June 8th Mounds View Business Council meeting,
Mounds View Business News and Available Business Sites in Mounds View.
9. NEXT REGULAR EDC MEETING
The next regular EDC meeting was scheduled for Friday, August 19, 2011 at 7:30am.
10. ADJOURNMENT
There being no further business, the July 15, 2011 meeting adjourned at 8:19am.

Item Title/Subject: Discuss Future of EDC
Background
The City Council formed the EDC by Ordinance 542 on June 27, 1994. The EDC acts as
an advisory body to the Economic Development Authority on matters relating to promoting
a positive economic climate, encouraging economic development and enhancing the tax
base of the City. The EDC reviews ways in which the City can expand existing
businesses, attract desirable new businesses, and revitalize the community.
The EDC is comprised of seven members (four residents and three business
representatives). The EDC is unlike any other City Commission because the EDC
represents both residents and businesses.
The EDC meets the third Friday of every month at 7:30am at Mounds View City Hall.
Discussion
EDC Chair Johnson requested that the EDC formally discuss the future of the EDC in light
of the elimination of the Economic Development Specialist position in 2012. City
Administrator Jim Ericson will be attending the October 21, 2011 EDC meeting to answer
any questions the EDC might have.
