CALL TO ORDER Chair Torri Johnson called the meeting to order at 7:34am. 2. ROLL CALL Members Present: Chair Torri Johnson, Vice Chair Jennifer Wagner-Harkonen and Commissioners Jason Helgemoe, Dan Larson and Gary Meehlhause Members Absent: Commissioners Greg Belting and Jim Paron Staff Present: Finance Director Mark Beer and Economic Development Specialist Heidi Steinmetz 3. APPROVAL OF MARCH 9, 2012 AGENDA Motion/Second: Commissioner Larson moved and Commissioner Meehlhause seconded the approval of the March 9, 2012 EDC agenda. Motion Carried: 5 Ayes, 0 Nays 4. APPROVAL OF FEBRUARY 17, 2012 EDC MINUTES Commissioner Helgemoe noted a change on page 2 under Item C1. The word “Expending” needed to be changed to “Using the” and the words “within the City of Mounds View” was added to the end of the sentence. Motion/Second: Commissioner Helgemoe moved and Vice Chair Wagner-Harkonen seconded the approval of the February 17, 2012 minutes as amended. Motion Carried: 5 Ayes, 0 Nays 5. EDC BUSINESS A. Tax Increment Financing (TIF) Presentation by Finance Director Mark Beer Finance Director Mark Beer provided the EDC with a basic presentation on Tax Increment Financing (TIF). He said that TIF is one of many Economic Development tools available to cities and that cities use TIF by creating different types of TIF Districts. He said each type of district has different rules and year limits. He provided an overview of Mounds View’s four TIF Districts. He explained how Tax Increment is calculated and he discussed how the City’s unobligated TIF funds could be used within Mounds View. Draft EDC Minutes March 9, 2012 Page 2 of 3 B. Discuss County Road 10 Corridor Improvements Economic Development Specialist Heidi Steinmetz said that on January 3, 2012, the City Council asked that the EDC recommend a list of County Road improvements with associated cost estimates that could be implemented as early as this summer. On February 17, 2012, the EDC briefly discussed County Rd 10 beautification items but tabled the discussion due to time limitations. Chair Torri Johnson confirmed with Finance Director Mark Beer that the City’s amount of unobligated TIF is about $900,000 and that any TIF amounts listed in the City’s Five-Year Financial Plan were already removed from the $900,000 figure. Ms. Steinmetz said that all items in the Five-Year Plan related to County Rd 10 improvements are listed on page one of the EDC’s staff report for this morning’s meeting. The EDC discussed a list of County Rd 10 improvement ideas and prioritized the list in the following manner: 1) Mow (rough cut) medians & Right-of-Way approx. 6 times per season and trash cleanup 2) Plant trees along Right-of-Way 3) Property acquisition & demolition 4) Complete remaining trailway segments 5) Highway signs 6) Decorative banners with City logo for existing trailway light posts 7) Entrance monument signs The following County Rd 10 improvement items were not prioritized by the EDC:  Paint the semaphore structures (stop lights)  Plant hearty shrubs in medians  Upgrade private business signs  Install decorative fencing 6. REPORTS OF COMMISSIONERS Commissioner Helgemoe summarized the first meeting of the County Rd 10 Renaming Taskforce; that the Taskforce agreed that the signage on 35W and County Rd 10 is a focal point. He added that MnDOT’s Kent Barnard will be speaking at the next Mounds View Business Council meeting on April 11th at the Community Center. 7. REPORTS OF STAFF Ms. Steinmetz reported that Mounds View Best Steak House had closed. She announced that Rep. Tom Tillberry will be speaking at the next Mounds View Business Council meeting on March 14th at 7:30am at the Community Center. She added that the May Business Council speaker will be Greg Johnson of Coventry Senior Living. Finally, Ms. Steinmetz announced that a very large event will be held at The Mermaid in Mounds View in late June, which is the MN Street Rod Association’s registration for their annual Back to the 50s car show. This priority was partly created in response to the City Council’s joint discussion with the EDC at the November 7, 2011, Work Session that reaffirmed the City Council’s commitment to Economic Development. On March 9th, Finance Director Mark Beer provided the EDC with a basic TIF presentation and explained how the City could use its unobligated TIF funds within the City over the next few years. Discussion Attached are the EDC’s 2012 Priorities and the list of County Rd 10 beautification ideas that the EDC prioritized on March 9th. The EDC could use these lists as a framework for determining how to use the EDA’s unobligated TIF within the City. Recommendation Staff recommends that the EDC discuss how they want to create a plan for using the EDA’s unobligated TIF and that the EDC begin creating that plan during the April 20th EDC meeting. The EDC will present the EDA with the plan at a future, joint EDC/EDA meeting. Trash cleanup (ongoing) The Ramsey County Public Works maintenance dept. does not pick up trash in the County Rd 10 median. Trash cleanup would be paid out of the City’s General Fund. The City would need to hire a private firm for trash cleanup. The Mounds View Lions Club picks up trash twice or sometimes three times per year through Ramsey County’s former Adopt-a-Highway program. They are not allowed to pick up trash in the median. The Lions will be picking up trash again on April 26, 2012.2. Kent Barnard, MnDOT’s Communications and Media Specialist, was also in attendance. They spoke about the I-694 Interchange Reconstruction and the two bridges that will be replaced in Mounds View this summer (see below map). Both bridges will be removed the first weekend in June. Construction is anticipated to last until late October 2012. The I-694 project Webpage is http://www.dot.state.mn.us/metro/projects/694expand/ and MnDOT is still in the process of developing a Webpage for the bridge replacement project.     April 20, 2012 EDC Meeting Items 7A−E Page 2 of 2 7B – TCAAP Development Update Ramsey County has a purchase agreement with the GSA. The current question is whether the County will close on the purchase agreement without a stadium deal or state funding. The Ramsey County League of Local Governments is holding a special TCAAP meeting next Wednesday, April 25. A site tour will be available at 5:45pm (meet at Arden Hills City Hall) with a presentation following at 7pm. 7C – Mounds View Business News Attached are the March and April editions of Mounds View Business News. 7D – Available Business Sites in Mounds View Attached is a list of available business sites in Mounds View. In 2011, over 11,700 vehicles registered for the event, therefore The Mermaid can expect at least that many registrants this year. The Mermaid Event Center is planning special activities to be held at The Mermaid during the “Back to the 50s” registration such as a beer garden and musical entertainment. Details regarding those activities will be announced in coming months. Because the Mounds View AmericInn Hotel & Suites will more than likely be booked with “Back to the 50s” participants from June 20 through June 23, 2012, Mounds View businesses are encouraged to offer special deals or discounts, which could potentially be included in a coupon book provided to registrants. The City of Mounds View is proud that The Mermaid was chosen as the “Back to the 50s” registration headquarters for 2012. City officials are certain that Mounds View residents and businesses will provide “Back to the 50s” participants with a very warm welcome. The Minnesota Department of Transportation (MnDOT) will be replacing two bridges crossing 35W (see map to the right) in Mounds View this Summer/Fall. Tentative plans are for both bridges to be removed in early June. Construction is anticipated to last until late October 2012. MnDOT is developing a Webpage for this project. When available, the link will be posted on the City’s Website. Announcement of Name Change  Water  Main Flushing, April 23−27  The City of Mounds View Public Works Department will be flushing water mains the week of April 23−27, 2012. Water mains in the business parks are scheduled to be flushed on April 24−26. During this period of flushing, you may experience low water pressure or discoloration of water. Online Sales Tax—How  Does it Affect Your  Business?  Mounds View business owner Larry Lucast wants fellow business owners to contact their legislators to discuss the importance of mandating Internet and catalog vendors to charge their customers sales tax. Larry owns Corvette Specialties, located at 2558 County Road 10 in Mounds View. He and his staff hear regularly that customers will purchase items online to avoid paying sales tax. Contact information for State legislators that represent Mounds View: Nationally, any company that sells items online must charge sales tax in the states in which the business has a retail physical presence. Although Minnesota law states that if you, as a business or individual, buy from an out-of-state vendor, and are not charged sales tax, you must pay it to Minnesota. However, even though companies like Best Buy have to charge sales tax in most states, Amazon has no retail stores, so they never have to charge sales tax. The Federal government has proposed a law that requires big, online companies to charge sales tax, which would level the playing field for small, local retailers. The proposed law actually gives local retailers a small advantage because they would not have to charge sales tax on their out-of-state sales as long as total sales were less than $1 million. In Larry’s opinion, the proposed law would give small, local retailers a chance to grow, yet not become too big at the expense of even smaller retailers. ULI Minnesota Offers "Navigating the New Normal" Workshop Workshops for Elected Officials: "Navigating the New Normal" ULI Minnesota has designed a workshop for cities aimed at elected and appointed officials, interested in economic development and land use. The concept and format are practical and replicable. One session has been scheduled for September and others are being planned. Below is a brief summary. Why these workshops? ULI Minnesota recognized that it has a wealth of land use and development expertise to help its municipalities attract new development, especially walkable, mixed use development. The question was where to begin. A task force was formed to develop a set of recommendations. The answer: Offer ULI’s advice at a time and place of the city’s choosing. Start by addressing their questions about changes in the marketplace, how their cities can attract the development they want, and how to develop private sector partnerships to get it done. The hope is that the workshops build on the success of previous initiatives by the ULI Minnesota Regional Council of Mayors and provide a two-way street for the public and private sectors to work collaboratively, to learn from each other, and to build trust. (Click here for news article) What are the workshops? • ULI MN offers an interactive 2 hour workshop tailored for each city. • The three part workshop is designed to foster a dialogue about the opportunities and challenges inherent in a new economy based upon shifts in the market and changing demographics. • The format permits developers, finance experts and municipal leaders to discuss what the market will support versus what the city wants for its community and why. • The workshop is perfect for a pre-Council or Planning Commission meeting work session. • The elected officials choose the time and place. •Click here for more information on the format of the workshops. What is the cost of the workshops? • The staff time for research and organization is supported by the Family Housing Fund and Minnesota Housing. • Host communities are only asked to arrange for a meeting location, cover printing costs, and provide refreshments for participants. What does the city council get from the workshops? Workshop participants will develop a better understanding of: • the impact of the ‘new normal’ on their city’s future growth patterns, demographic trends, and market preferences, • their city’s household demographics, shifts in household moves, housing types, and labor and commute patterns with a focus on strategies to support a full range of housing choices connected to transportation options and jobs, and • strategies for how to position their community to attract the best quality development.
