Chair Torri Johnson called the meeting to order at 7:31am.

3. APPROVAL OF APRIL 20, 2012 AGENDA
Motion/Second: Commissioner Belting moved and Commissioner Larson seconded the
approval of the April 20, 2012, EDC agenda.
Motion Carried: 6 Ayes, 0 Nays
4. APPROVAL OF MARCH 9, 2012 EDC MINUTES
Motion/Second: Commissioner Helgemoe moved and Commissioner Meehlhause
seconded the approval of the March 9, 2012, EDC minutes.

5. EDC BUSINESS
A. Discuss Creating a Plan to Use the EDA Unobligated TIF
Economic Development Specialist Heidi Steinmetz reminded the EDC that they approved
this item back in February as their top 2012 priority.
Commissioner Meehlhause stated that his number one priority for using the EDA’s
unobligated TIF would be to redevelop the Premium Stop Redevelopment Area, followed by
the PAK building/Simon’s property. He added that the last priority should be using the funds
towards the City’s residential Street Project.
Commissioner Larson stated that his top priority would be to use the funds on demolishing
vacant and blighted housing in Mounds View.

Commissioner Helgemoe mentioned that the Johnson property/former trailer hitch location
should remain on the EDC’s list of properties to be redeveloped. He emphasized that
business retention should be the EDC and EDA’s number one priority.
Commissioner Belting said that his top priority would be to use the unobligated TIF funds
towards business development. He added that he’d also support improving the City’s
vacant housing scenario.
Commissioner Meehlhause mentioned that the County Road 10 trail way system should be
completed. Chair Johnson agreed that unobligated TIF should be used towards completing
the trail way system before using it on the residential Street Project.
Ms. Steinmetz suggested the idea of using unobligated TIF toward the reconstruction of
Mustang Drive and Mustang Circle in the industrial park that is located behind the Skyline
Motel.
Commissioner Meehlhause concluded that the only way to lessen the property tax burden
on residents is to recruit more businesses into Mounds View, so he feels that the
unobligated TIF should go towards Economic Development.
After much discussion, the EDC summarized their priority list as follows for using the EDA’s
unobligated TIF:
1) Business Retention
a. Mustang Drive & Mustang Circle
b. Infrastructure for Businesses
c. Silver View Plaza
2) Promote New Business
a. Property Acquisition & Demolition
3) Vacant Housing
4) Complete County Road 10 Trail Way Segments
Commissioners Belting and Helgemoe stated their support for using a portion of unobligated
TIF towards the reconstruction of Mustang Drive and Mustang Circle due to the EDC’s
business retention priority.
6. REPORTS OF COMMISSIONERS
Commissioner Meehlhause reported that a construction management company is planning
to purchase the Thrifty Car Rental building.
Commissioner Paron mentioned that Linders is now open.
Chair Johnson added that there is a fundraising event for several Irondale booster clubs at
New Brighton Saxon Ford on Saturday, May 19th. If potential customers test drive a vehicle
and complete a survey, $20 is donated to the Irondale booster club of the customer’s
choice.
Chair Johnson also asked about recent copper thefts at vacant Mounds View commercial
properties. Ms. Steinmetz confirmed several reports.

Commissioner Helgemoe announced the Chamber’s annual golf tournament fundraiser on
Friday, June 1st at Victory Links in Blaine.
7. REPORTS OF STAFF
A. Recap of April 11th Mounds View Business Council Meeting
MnDOT staff attended the April 11th meeting to discuss the two bridges to be demolished in
Mounds View in June.
B. TCAAP Development Update
Ramsey County has not decided if they will sign a purchase agreement for the property
without a stadium development. There is a site tour and presentation in Arden Hills on April
25th.
C. Mounds View Business News
The registration headquarters for the MN Street Rod Association’s annual “Back to the 50s”
car show is at The Mermaid this year. If businesses want to offer a coupon in a coupon
book sponsored by the EDA, contact Ms. Steinmetz.
The MN Institute of Public Health’s new name is Invitation Health Institute.
The Chamber is offering a Technology Summit on April 25th.
D. Available Business Sites in Mounds View
The only change to the available site list is that the PAK building is no longer available.
E. Thursday, June 14th ULI “Navigating the New Normal” Workshop
Elected and appointed officials are invited to this two-hour workshop to discuss land use
and Economic Development.
City Administrator Jim Ericson reminded the Commission about Allina Medical
Transportation’s open house April 24th from 4-7pm.
8. NEXT REGULAR EDC MEETING
The next regular EDC meeting was scheduled for Friday, May 18, 2012 at 7:30am.
9. ADJOURNMENT
There being no further business, the April 20, 2012 meeting adjourned at 8:56am.

Item Title/Subject: Discuss the Use of TIF for Mustang Drive Improvements
Background
Mounds View’s oldest industrial park is located behind the Skyline Motel on Old Hwy 8.
Below is an aerial image of the industrial park.
The roads within the industrial park are Mustang Drive and Mustang Circle. Both roads are
in desperate need of improvements. The two main issues delaying the reconstruction of
these roads are land acquisition for stormwater facilities and funding.
The Mounds View Public Works Department has begun the process of selecting an
engineering consultant to assist in the pavement and stormwater improvements. Upon
approval of the City Council, the consultant will perform preliminary design and analysis,
including topographic surveying, proposed improvements, cost estimates and funding
sources, identifying project issues, etc.

Discussion
At the April 20, 2012, EDC meeting, the EDC created a priority list for using the EDA’s
unobligated Tax Increment Financing (TIF) funds. The EDC’s top priority was business
retention and a subcategory of business retention was the improvements to Mustang Drive
and Mustang Circle.
Recommendation
Staff recommends that the EDC provide a recommendation to the City Council that it
consider using a portion of the EDA’s unobligated TIF fund balance to assist in the cost to
reconstruct Mustang Drive and Mustang Circle.

Item Title/Subject: Discuss Vision for County Road 10
Background
The City of Mounds View has completed various redevelopment studies over the years for
County Road 10. The two most recent studies were the following:
Highway 10 Reconstruction and Revitalization Plan – August 2002
Premium Stop Redevelopment Area Study – December 2006
The City has implemented a large component of the 2002 plan, which was the County
Road 10 trail way system, including lighting and benches.
Discussion
At the July 2, 2012, City Council Work Session, the City Council directed the EDC to create
short and long term visions for County Road 10.
Recommendation
Staff recommends that the EDC discuss its overall vision for County Road 10 prior to
creating a timeline (short or long term) for implementing that vision.

7A – Recap of May 9th Mounds View Business Council Meeting
Greg Johnson of Coventry Senior Living was the guest speaker at the May 9th Mounds
View Business Council meeting. Coventry is the senior housing project that will be built on
County Rd 10 between County Rd H2 and Woodale. Coventry’s goal is to close on the
property in late July. City staff is forecasting a groundbreaking in late August.
7B – TCAAP Development Update
On June 19, 2012, the Ramsey County Board voted to proceed with negotiations to acquire
TCAAP. On June 25, 2012, the Arden Hills City Council approved a resolution in support of
the purchase. Most likely, there will be a joint powers agreement between the County and
the City of Arden Hills to define the roles and responsibilities of each party if the County
purchases the property. The County has until October 1, 2012, to withdraw the purchase
offer to receive a full refund of their earnest money.

Coupon Opportunity Available to Mounds View Businesses
Almost 12,000 people will be registering at The Mermaid in Mounds View for
the Minnesota Street Rod Association’s (MSRA) 39th Annual “Back to the
50s Weekend” beginning at 3pm on Wednesday, June 20, 2012! The actual
event will be held at the State Fairgrounds on June 22−24, 2012.
Due to this major influx of visitors to Mounds View, businesses are
encouraged to offer special deals or discounts to be provided in a coupon
book to “Back to the 50s” registrants. Please call Heidi Steinmetz by June

if you want to offer a coupon.
The Minnesota Department of Transportation (MnDOT)
will be replacing two bridges crossing 35W (see map to
the left) in Mounds View from June through October
2012. Both bridges will be demolished the weekend of
June 8, 2012, beginning on Friday night, June 8th
through early Monday morning, June 11th. Both
directions of I-35W will close between I-694 and the
north junction of Hwy 10. During the closure, traffic will
detour on Hwy 10, Hwy 610, Hwy 252 and I-694.
During reconstruction of the bridges, access will be
maintained from westbound Hwy 10 to northbound
I-35W. I-35W motorists may encounter occasional lane
closures and some short-term, non-rush hour full
closures for bridge work.
MnDOT is hosting an open house on Wednesday,
May 30th from 3:00pm to 6:00pm at the Mounds View
Community Center located at 5394 Edgewood Drive in
Mounds View. MnDOT staff will be available at the
open house to answer questions.
MnDOT is also developing a Webpage for this project.

Bridge Replacement Detour Map: June−October 2012
The MN Dept. of Transportation (MnDOT) began work earlier this month to
replace two bridges crossing 35W in Mounds View. The project will last
through late October 2012. MnDOT’s Webpage for this project is

Over a year ago, in May 2011, the City Councils of Mounds View, Blaine and Spring Lake
Park decided to form a citizen taskforce to study the idea of
naming County Road 10. Each city made appointments to the task force. The Mounds
View City Council appointed residents Helen Chambers and Joan Bosard and business
representative Jason Helgemoe from Western Bank.
The task force met on February 29, March 21 and again on April 11, 2012, in
conjunction with the Mounds View Business Council. The task force discussed its purpose, desired outcomes,
anticipated duration and reviewed corridor background information and previous work efforts. After considering
some guidelines for what the name should be or represent, numerous suggestions were made and subsequently, the
task force voted for the name Northtown Boulevard.
Businesses located along County Road 10 are invited to attend a meeting at Mounds View City Hall on Tuesday,
July 24, 2012, at 7:30am to learn about the proposed naming of County Road 10 in Mounds View, Spring Lake Park
and Blaine, MN. The City Councils of Mounds View, Spring Lake Park and Blaine support the name that the task
force has proposed. To formalize the name change and approve a Joint Powers Agreement among the three cities,
each city will need to adopt a resolution and forward it to Anoka and Ramsey Counties and MnDOT.
