1. CALL TO ORDER
Chair Torri Johnson called the meeting to order at 7:34am.
2. ROLL CALL
Members Present: Chair Torri Johnson, Vice Chair Jennifer Wagner-Harkonen and
Commissioners Greg Belting, Jason Helgemoe, Dan Larson, Gary
Meehlhause and Jim Paron

3. APPROVAL OF DECEMBER 21, 2012, AGENDA
Motion/Second: Commissioner Helgemoe moved and Commissioner Belting seconded the
approval of the December 21, 2012, EDC agenda.
Motion Carried: 7 Ayes, 0 Nays
4. APPROVAL OF AUGUST 17, 2012, EDC MINUTES
Motion/Second: Vice Chair Wagner-Harkonen moved and Commissioner Larson seconded
the approval of the August 17, 2012, EDC minutes.
Motion Carried: 7 Ayes, 0 Nays
5. EDC BUSINESS
A. EDC Applications − Provide Recommendation to EDA
Ms. Steinmetz stated there will be three vacancies on the EDC beginning in January 2013.
There will be two “business representative” vacancies and one “resident representative”
vacancy. The Commission discussed the three EDC applications received by City staff and
provided a recommendation to the EDA.
Motion/Second: Commissioner Meehlhause moved and Commissioner Belting seconded a
recommendation to the EDA that the three applicants (Jim Freichels, Jason Helgemoe and
Gary Stevenson) be appointed to the EDC during the January 14, 2013, EDA meeting.

B. Certificate of Appreciation – Outgoing EDC Member Torri Johnson
Ms. Steinmetz stated that Torri Johnson had served on the EDC for twelve years and has
chosen not to reapply.
Commissioner Belting, another long term EDC member, presented Torri with a Certificate of
Appreciation for volunteering extensively towards the betterment of the City of Mounds View.
The EDC joined in thanking Torri for her service.
C. Discuss EDC’s April 2012, Unobligated Tax Increment Financing Priority List
Ms. Steinmetz reported that on November 5, 2012, the City Council asked the EDC to
expand upon the EDC’s April 2012, priority list for using the EDA’s unobligated TIF.
Specifically, the Council asked for a list of potential projects for the County Road 10 corridor.
The EDC had already created a list of corridor projects in February 2012, therefore, the EDC
decided to prioritize their existing list as follows:
1. Premium Stop Redevelopment Area
2. Implement County Road 10 name change to Northtown Boulevard
3. Complete remaining trailway connections to businesses
4. Improve the aesthetics of properties located on County Road 10
5. Reconstruction of County Road 10
6. Silver View Plaza
7. Simon’s & City-Owned Lot
8. Johnson Lot & Related Empty Lot
9. Thrifty Car Rental
10. Bel Rae Senior Living
6. REPORTS OF COMMISSIONERS
Commissioner Meehlhause thanked Chair Johnson again for her years of service.
He also mentioned that this was his last EDC meeting as he was elected to the Mounds
View City Council. He stated the following: “I truly enjoyed the 6 years that I served on the
EDC, and the opportunity to serve as Vice -Chair and as Chair for 2 years! Serving on the
EDC certainly helped prepare me to become a member of the City Council and Mounds
View Economic Development Authority, and helped me to understand the need for economic
development. Most importantly, I truly enjoyed working with the other EDC members. They
are resident and business representatives who are truly committed to Mounds View, and
want to see the community continue to move forward and continue to be a great community
to live in!”
Commissioner Helgemoe advertised the Twin Cities North Chamber’s annual Gala on
Friday, February 22, 2013, at the Vadnais Height Commons. Proceeds from tickets and
silent auction items will help to support the Chamber, which is a non-profit organization that
supports small businesses in the area.

On January 14, 2013, the EDA appointed Jim Freichels, Jason Helgemoe and Gary
Stevenson to the EDC for terms lasting until December 31, 2015.
Jim Freichels and Jason Helgemoe will take their Oaths of Office at the January 18, 2013
EDC meeting. Gary Stevenson will take his Oath of Office at the February 15, 2013 EDC
meeting since he will be out of town on January 18 th.

Item Title/Subject: Appoint 2013 EDC Chairperson and Vice Chairperson
Background
Per the following Section 408.07, Subd. 1 of the Mounds View City Code:
At the first regular meeting of the year, the Commission shall appoint a chairperson
from among its voting members. This appointmen t shall be subject to Authority
approval and shall consist of a one (1) year term. The position of chair shall rotate
among members, with no Commissioner serving in that capacity for more than two (2)
consecutive terms. The Commission shall also elect a vice-chair from among its
appointed members for a term of one (1) year. The Commission may create and fill
such other offices from its members as it may determine to transact Commission
business.
Staff Recommendation
Staff recommends that the EDC appoint the 2013 EDC Chairperson and Vice Chairperson,
during the January 18, 2013 EDC meeting.

7A – TCAAP Development Update
Below is the same update from last month’s EDC meeting:
On November 27, 2012, Ramsey County approved the purchase agreement with the
federal government and authorized Arden Hills city staff to issue a notice to proceed with
the remediation contract once the initial closing has occurred. A congressional oversight
committee needs to approve the purchase agreement. Ramsey County is hoping that this
will occur in January 2013. The notice to proceed is expected by February 1, 2013, and
demolition and remediation activities could begin this Spring.
According to the terms of the Joint Powers Agreement, Arden Hills has 18 to 24 months to
draft an AUAR and Master Plan. Arden Hills is hoping to issue an RFP for that work in
mid-to-late W inter.
The City of Arden Hills has a new Website located at http://www.cityofardenhills.org/.
The Website includes significant information on TCAAP. To find the TCAAP info, click on
the “Business” tab, then “Property Development”.

On January 14, 2013, the City Council approved an office space lease at the Community
Center for a new Mounds View business called Outreach Transportation Services, LLC.
The owner, Mike Thompson, will be leasing 330 square feet of space at the Community
Center.
