Vice-Chair Jennifer Wagner-Harkonen called the meeting to order at 7:35am.

approval of the January 18, 2013, EDC agenda.

approval of the December 21, 2012, EDC minutes.

Background
Early each year, the EDC discusses its priorities for the upcoming year. Below are the EDC’s
2012 priorities (in order of importance) adopted by the EDC on February 17, 2012:
1) Create a plan for using the EDA’s unobligated Tax Increment Financing (TIF) within the City of Mounds View
2) Development/redevelopment along the County Road 10 corridor
Potential name change for County Road 10
Premium Stop Redevelopment Area
Silver View Plaza
Complete remaining trailway connections to businesses
PAK/Simon’s/City-Owned Lots
Johnson/Christmas Tree Lots
Coventry Senior Living
Improve the aesthetics of properties in the County Road 10 corridor
Reconstruction of County Road 10
3) Monitor Mounds View commercial properties in transition
4) Monitor and assist with Citywide housing issues and projects
5) Meet bi-annually with the Mounds View EDA
6) Continue business retention program
7) Skyline Motel redevelopment
8) Support the implementation of the citywide Street & Utility Improvement Program

On December 21, 2012, the EDC prioritized the items beneath their
“Development/redevelopment along the County Road 10 corrido r” priority as follows:

2) Implement County Road 10 name change to Northtown Boulevard
3) Complete remaining trailway connections to businesses
4) Improve the aesthetics of properties located on County Road 10
5) Reconstruction of County Road 10

Discussion
Below are status reports for each of the EDC’s 2012 priority projects. These status reports
might help the EDC prepare its 2013 priorities.
Create a plan for using the EDA’s unobligated Tax Increment Financing (TIF) within the
City of Mounds View
On April 20, 2012, the EDC created the following priority list for using the EDA’s unobligated
TIF:
1) Business Retention
a. Mustang Drive & Mustang Circle
b. Infrastructure for Businesses
c. Silver View Plaza
2) Promote New Business
a. Property Acquisition & Demolition
3) Vacant Housing
4) Complete County Road 10 Trail Way Segments
Development/redevelopment along the County Road 10 corridor
The EDC completed the following items regarding County Road 10 in 2012:
February 2012: The EDC reviewed the County Road 10 improvements that were included
in the City’s Five-Year Financial Plan.
March 2012: The EDC prioritized the following list of County Road 10 improvement ideas:
1) Mow (rough cut) medians & Right-of-Way approx. 6 times per season and trash cleanup
2) Plant trees along Right-of-Way
3) Property acquisition & demolition
4) Complete remaining trailway segments
5) Highway signs
6) Decorative banners with City logo for existing trailway light posts
7) Entrance monument signs
August 2012: The EDC reviewed the 2002 County Road 10 Redevelopment Plan and the
2006 Premium Stop Redevelopment Area Study.
December 2012: The EDC prioritized their list of ten County Road 10 redevelopment items
(as shown on page one of this report).
Monitor Mounds View commercial properties in transition
City staff continues to monitor available business sites for lease and for sale within the City of
Mounds View. Both lists were provided to the EDC during each regular EDC meeting in 2012.

Monitor and assist with Citywide housing issues and projects
The following housing-related items were completed in 2012:
Demolition Home Loan funding information was provided to the homeowner of 8379 Red
Oak Drive per the owner’s request. The homeowner did not accept the loan offer.
The St. Paul Area Associaton of Realtors provided a presentation to the EDA about
housing trends in Mounds View.
City staff applied for and the EDA was awarded a $100,000 CDBG grant to purchase,
demolish and rebuild a house through Habitat for Humanity. To date, a residential
property has not been identified for this project.
The City of Coon Rapids provided the City Council with a presentation on the Coon Rapids
Home for Generations program.
Amendments were made to the Home Improvement Loan Program to better serve
Mounds View residents.
Meet bi-annually with the Mounds View EDA
The EDC did not meet with the EDA in 2012.
Continue business retention program
City staff and Mayor Flaherty met with the following businesses in 2012: Zero Gravity
Trampoline Park, Zep Manufacturing, C.G. Hill, Allina Medical Transportation, AppleTree
Dental and Fedtech. The Mayor also met with the leaders of Mounds View’s faith community.
Skyline Motel redevelopment
There is no new information to report.
Support the implementation of the citywide Street & Utility Improvement Program
There is no new information to report.
Monitor development plans for the TCAAP site in Arden Hills
The EDC received TCAAP updates during each regular EDC meeting in 2012.
Continue budgeting to implement the Mounds View Branding Project
There is no new information to report.
Recommendation
Staff recommends that the EDC set its 2013 priorities. After adoption, staff will forward the
priorities to the EDA.

7A – TCAAP Development Update
City staff will provide a verbal update on this item during the Feb. 15 th EDC meeting.
7B – Mounds View Business News
The former Taiko Sushi restaurant building, located at 2394 County Road 10, has gone
into foreclosure. The Ramsey County Sheriff’s sale occurred on January 4, 2013. The
property reverted back to US Bank pending the redemption period, which ends on July 5,
2013.
The Mounds View EDA owns the parcel immediately adjacent to this property. Th e
address of the EDA’s parcel is 2390 County Road 10. Below is a map showing the
locations of the two parcels.
City staff will recommend that the EDA purchase the note from US Bank if possible in order
to combine the two parcels for a future redevelopment project. According to the November
7, 2012 foreclosure notice, the amount due to US Bank is $252,059.45. City staff is
requesting the EDC’s input on this matter.
