CALL TO ORDER Chair Greg Belting called the meeting to order at 7:35am. 2. APPROVAL OF MAY 17, 2013, AGENDA Motion/Second: Vice-Chair Wagner-Harkonen moved and Commissioner Larson seconded the approval of the May 17, 2013, EDC agenda. Motion Carried: 6 Ayes, 0 Nays 4. APPROVAL OF APRIL 19, 2013, EDC MINUTES Motion/Second: Commissioner Helgemoe moved and Commissioner Paron seconded the approval of the April 19, 2013, EDC minutes. Motion Carried: 6 Ayes, 0 Nays 5. EDC BUSINESS A. Discuss City Process for Addressing Blighted Housing Issues Fire Marshal / Housing Code Inspector Jeremiah Anderson presented information to the EDC regarding the City’s Code Compliance Program, including the following Code Administration Flow Charts: 1) Initial Investigation 2) Administrative Remedies 3) Litigation Evaluation 4) Criminal Prosecution 5) Civil Litigation Draft EDC Minutes May 17, 2013 Page 2 of 2 B. Continue Economic Development Advertising Discussion The EDC continued their Economic Development advertising discussion at length and summarized their discussion in the following Motion: Motion/Second: Commissioner Freichels moved and Vice-Chair Wagner-Harkonen seconded a recommendation that the EDA consider the following ideas: 1) No advertorial 2) Continue implementing the City’s Communications Plan created for the City by Risdall Marketing Group in 2009 3) Continue utilizing the City’s access to digital billboards 4) Utilize Twitter 5) Communicate consistently with developers and brokers, including potentially creating a City-hosted event for developers and brokers Motion Carried: 6 Ayes, 0 Nays 6. REPORTS OF COMMISSIONERS Commissioner Helgemoe reported that there are no Mounds View Business Council meetings in June, July and August. He also advertised the Chamber’s gold tournament fundraiser on Tuesday, June 25th at The Refuge Golf Club. 7. REPORTS OF STAFF City staff provided updates on the following items: A. Respectfully submitted, Heidi Steinmetz, Economic Development Specialist Item No: 5A Meeting Date: Aug.16, 2013 Type of Business: EDC City of Mounds View Staff Report To: Economic Development Commission From: Heidi Steinmetz, Economic Development Specialist Item Title/Subject: Discuss Redevelopment Vision for Southeast Corner of County Road 10 and County Road H2 Background The City Council’s 2013 Priority Statement includes an action step to “Consider targeted property acquisitions on a case-by-case basis to eliminate blight and to encourage redevelopment and land assembly”. The EDC’s 2013 top priority is “Development/redevelopment along the County Road 10 corridor” with the “Premium Stop Redevelopment Area” ranked as the top priority for redevelopment. The EDA began the process of completing this action step earlier this summer with the purchase of the former Taiko Japanese restaurant building, located at 2394 County Road 10 and the former Robert’s Sports Bar, located at 2400 County Road H2. Below is an aerial photo of the two parcels. Discussion The EDA also owns 2390 County Road 10 (the former Premium Stop gas station), so the combined site (the three parcels) is a 3.81-acre redevelopment site. The EDA recently authorized a bid from Bolander & Sons to demolish the two buildings remaining on the site. 2400 County Rd H2 2.05 acre County Rd 10 County Rd H2 2394 County Rd 10 .48 acre Aug.16, 2013 - EDC Meeting Item 5A – Redevelopment Vision Page 2 of 2 The most recent redevelopment concepts for the site were developed in 2006. The two concepts are attached for the EDC’s review. Recommendation City staff is recommending the following: 1) EDC to review the 2006 redevelopment concepts for the site and provide feedback on whether the concepts are still valid or if they need to be updated 2) EDC to provide feedback on whether a land development/planning consultant should be utilized to update the redevelopment concepts (if the EDC suggests that the concepts need to be updated) 3) EDC to submit ideas for a new name for the site rather than “Southeast Corner of County Road 10 and County Road H2” or “Former Premium Stop, Robert’s and Taiko parcels” (a new name for the site will assist in marketing the site to developers) Respectfully submitted, ___________________________ Heidi Steinmetz, Economic Development Specialist 11 Premium Stop Redevelopment Area Study City of Mounds View Premium Stop Redevelopment Area Concept C - 1 Mid Term Mid -Term: • Expand Commercial infill – Expand current commercial infill along County Road 10 to 8,000sf – Building remains 1 story in height – Relocate Japanese Restaurant into this expanded building space – 84 shared parking stalls located behind the buildings that front County Road 10 – Reconfigured parking lot with two driveway access to Greenfield Ave – Landscaped islands and parking lot edges to screen the parking – Requires redevelopment of the Sports Bar site • New Senior Condo infill – 40 total units – Building three stories in height – Underground parking – Parking to be reconfigured to create shared parking opportunities – Access maintained from Greenfield Avenue • New Townhome infill – 13 total units – Building two stories in height, with rear garage entries • Streetscape improvements • Public park with connections to residential neighborhoods and County Road 10 Premium Stop Redevelopment Area Study 12 City of Mounds View Premium Stop Redevelopment Area Concept C - 2 Mid Term Mid -Term: • New Commercial infill – 5,000 total sf – Building one story in height – Parking to be reconfigured to create shared parking opportunities – Access maintained to County Road 10 – Requires the redevelopment of the Sports Bar, Japanese Restaurant and Car Wash sites. • New shared parking lot – 40 shared parking stalls located behind the building that front County Road 10 – Landscaped islands and parking lot edges to screen the parking • Streetscape improvements • Pedestrian connection from single family neighborhood to County Road 10 Item #: 7A−E Meeting Date: Aug.16, 2013 Type of Business: EDC City of Mounds View Staff Report To: Economic Development Commission From: Heidi Steinmetz, Economic Development Specialist Item Title/Subject: Reports of Staff 7A – TCAAP Development Update Bolander & Sons began the demolition of the site’s buildings on May 13, 2013. Bolander estimates that it will take roughly six months to "wreck to grade" most of the above -ground structures on the site. The majority of building materials will be reused as building materials or recycled for other uses. Ramsey County is also remediating the site (cleaning up pollution on the property). After remediation is complete, the site will be sold for development. Visit the TCAAP Website at http://tcaap.net/ for more information. 7B – County Road 10 Name Change Status The status of a name cha nge for County Road 10 remains the same. The project is on hold because the cost to replace road signage is prohibitive. 7C – Mounds View Business News Attached is a copy of the July 2013 edition of Mounds View Business News. The following businesses have recently moved to Mounds View. Hagemeyer North America – 5251 Program Ave. – www.hagemeyerna.com Hagemeyer North America joined Mounds View’s business community in March of 2013. They relocated from North Minneapolis to 5251 Program Avenue in Mounds View Business Park North. Their Mounds View warehouse is stocked with safety and industrial products. Their Mounds View facility also houses a Life Safety Services department to fulfill customers’ needs for gas monitoring, fall protection and respiratory equipment. Northwood Outdoor – 2701 County Road 10 – www.NorthwoodOutdoor.com Northwood Outdoor is now open at 2701 County Road 10. Northwood sells high-end patio furniture and lodge décor. Underwriters Laboratories (UL) – Woodale Drive – www.ul.com UL has moved into their new space in Mounds View Business Park North. They are located in the same building as Biolife Plasma Services and Eurofins DQCI. They certify, validate, test, inspect and audit products internationally. The EDC is invited to their open house on Tuesday, September 17th anytime between 7am and 5pm. Aug.16, 2013 EDC Meeting, Items 7A−E Page 2 of 2 Allegiance Fitness – 2240 Woodale Drive, Suite 100 – www.allegiancefitness.com Allegiance Fitness held their grand opening and open house on Saturday, August 3 rd (see the ribbon cutting photo below). Their facility is 21,890 square feet and is located in the former Medtronic Distribution building, across the parking lot from Zero Gravity. Allegiance Fitness is a non-conventional fitness center offering 20-foot rope climbing, warped wall climbing and 200 lb. tire flipping. Mobile Food Trucks There are two mobile food trucks authorized to do business in Mounds View. One business is Los Primos Tacos, which is authorized to move its location between Tires & More and ABC Liquor. The other business is Ricos Tacos El Paisa, which is authorized to move its location between the BP gas station and Vino & Stogies. Assistant City Administrator Desaree Crane will be attending the August 16th EDC meeting to provide details on the City’s requirements for food trucks in Mounds View. North Metro Motors – 2975 County Road 10 North Metro Motors, an auto repair business, still plans to purchase the former “Thrify Car Rental” building; however the closing was delayed to mid-September due to required environmental cleanup. 7D – Available Business Sites in Mounds View Attached is a list of available business sites in Mounds View. This past April, Fedtech hosted the 5th annual St. Olaf College Art-224 Direct Metal Sculpture class. Students learn metal forming, shaping, fastening and brazing, and welding, which build upon concepts from foundation courses. Students design in class 2 dimensional artistic elements utilizing CAD software. Prior to their visit, they submit their designs, so Fedtech programmers can prepare each student’s program for the laser cutting machine. Upon arrival at Fedtech’s facility, students are given a tour for exposure to the variety of manufacturing methods used at Fedtech. Fedtech offers waterjet and laser cutting as well as CNC milling/turning. Fedtech is excited to partner with St. Olaf College as it allows them to expose students to real-world manufacturing applications. At the conclusion of the facility tour, Fedtech laser operators begin cutting each student’s original artwork design. Students become mesmerized as they watch their design become reality when they are presented their completed project cut from steel. Fedtech’s partnership allows students a little taste of what art, technology and manufacturing can produce.
