APPROVAL OF MAY 17, 2013, EDC MINUTES Motion/Second: Commissioner Helgemoe moved and Commissioner Stevenson seconded the approval of the May 17, 2013, EDC minutes as amended. Motion Carried: 6 Ayes, 0 Nays 5. EDC BUSINESS A. Discuss Redevelopment Vision for Southeast Corn er of County Road 10 & County Road H2 The EDC reviewed and discussed the 2006 redevelopment concepts for the site. Commissioner Helgemoe inquired about closing the Greenfield Avenue access to County Road H2. City Administrator Jim Ericson answered that closing the access is part of the vision for the site, however the EDA or City Council have not officially decided upon the closure. Commissioner Larson suggested that retail would be a good use for the site. Draft EDC Minutes August 16, 2013 Page 2 of 3 Chair Belting suggested that the site be developed cohesively (not piecemeal). Commissioner Helgemoe agreed since there seems to be a high vacancy rate within the smaller properties in the area. The EDC discussed how the future Coventry Senior Living project will relate to the site. Wagner-Harkonen suggested that a medical clinic would be a good use for the site. Motion/Second: Chair Belting moved and Vice-Chair Wagner-Harkonen seconded the following recommendation to the EDA regarding the future development of the site :  Construct a cohesive development rather than a piecemeal development  Eliminate the Greenfield Avenue access to County Road H 2 by constructing a cul-de-sac  Solicit quotes from consultants for to assist with land development planning for the site Motion Carried: 6 Ayes, 0 Nays 6. REPORTS OF COMMISSIONERS Commissioner Helgemoe reminded the EDC that Mounds View’s 2012 “Citizen of the Year”, Greg Belting, will be the grand marshal in tomorrow’s Festival in the Park parade. 7. REPORTS OF STAFF City staff provided updates on the following items: A. TCAAP Development Update B. Country Road 10 Name Change Status C. Mounds View Business News Assistant City Administrator Desaree Crane was in attendance to provide information about the mobile food trucks that are authorized to operate within the City of Mounds View. She explained the City and State’s process for regulating food trucks and answered the EDC ’s questions. Commissioner Wagner-Harkonen provided input from her co-worker at the U of M, Dr. Hales, who has studied the food truck concep t. She said that he would be willing to speak at a future meeting. She said that the City could consider offering a fixed location for food trucks and that food trucks are sometimes the first step for entrepreneurs who eventually open restaurants. Mrs. Crane offered to send an information al packet to the EDC regarding how other cities regulate food trucks. Chair Belting brought up the concern that food trucks could create an uneven “playing field” compared to existing fixed structure restaurants that pay property taxes in the City of Mounds View. Respectfully submitted, Heidi Steinmetz, Economic Development Specialist Item No: 5A Meeting Date: Sept. 27, 2013 Type of Business: EDC City of Mounds View Staff Report To: Economic Development Commission From: Heidi Steinmetz, Economic Development Specialist Item Title/Subject: Discuss Land Development Planning Proposals for Southeast Corner of County Road 10 and County Road H2 Background The EDA owns the following three commercial parcels located at the southeast corner of County Roads 10 and H2: 1) 2390 County Road 10 – Former Premium Stop gas station 2) 2394 County Road 10 – Former Taiko sushi restaurant 3) 2400 County Road H2 – Former Robert’s Sports Bar The EDA purchased the former Premium Stop gas station and convenience store in 2006, demolished the structures, removed the tanks, complet ed a Phase I and Phase II environmental analyses, and received a clearance letter by MPCA. The EDA purchased the former Robert’s and Taiko buildings this past summer. Both buildings were demolished recently. The combination of the three parcels has created a prime redevelopment site for the EDA. 2400 County Rd H2 Former Robert’s 2.05 Acres County Road H2 County Road 10 Greenfield Ave. 2394 County Rd 10 Former Taiko .48 Acre 2390 County Rd 10 Former Premium Stop 1.28 Acre Sept.27, 2013 - EDC Meeting Item 5A – Land Development Planning Proposals Page 2 of 2 Discussion On August 16, 2013, the EDC recommended that the EDA solicit land development planning proposals for the site since the latest study of the area was completed in 20 06. City staff distributed a Request for Qualifications to eight firms on September 4 th. Four firms submitted proposals on September 20th. The proposals ranged in price from $12,900 to $21,000. Proposals will be scored and the project costs adjusted based upon the proposal score. The City Council will be discussing staff’s evaluations at the October 7th Work Session and potentially accepting a proposal at the October 14 th EDA meeting. Recommendation City staff is recommending that the EDC review and provide input regarding each firm’s “Project Understanding” or “Work Plan” as provided in the attachments. However, with the road under the jurisdiction of Ramsey County, the City is limited in the change it is able to effect along the corridor. The vision achieved through this project should be desirable, yet realistic. Mounds View does not want to ‘settle’ for a development on this site, yet it does not want a proposed site plan that is unattainable. A solid experience in Urban Design, an understanding of the technical challenges of the site, and seamless partnership with City and the Community are imperative to the success of this project. Project Understanding Southeast Corner of County Roads 10 and H2 | Mounds View Economic Development Authority 2 The Visioning Process The Bolton & Menk Team will lead the group through a Visioning exercise to make sure that all parties have the opportunity to be heard and their opinions are expressed. SOUTHEAST CORNER OF COUNTY ROADS 10 & H2 QUALIFICATIONS - PAGE 7 PROJECT UNDERSTANDING PROJECT UNDERSTANDING HKGi’s understanding of the needs of the Southeast Corner of County Roads 10 & H2 market analysis and redevelopment concept planning project was developed through a review of the Request for Qualifications, the 2006 Premium Stop Redevelopment Area Study and Market Research Attachment, 2008 Comprehensive Plan, and the 2013 City Council Mission, Vision, Values and Priority Statements. Highway 10 is the primary commercial corridor through the community and is currently home to a number of vacant and underutilized properties. Revitalization of this corridor has been a goal for the community for the past several years, and in 2013 the City Council selected the County Road 10 corridor as a key focus area for transformation. To that end, the specific goals were developed including targeting property acquisitions on a case-by-case basis to eliminate blight and encourage land assembly and ultimately redevelopment, improving the visual aesthetics of the corridor with sustainable landscaping and pedestrian features, and to complete the trail and sidewalk system through the corridor, all of which will help guide the redevelopment concept planning effort. With these goals and priorities as its foundation, the EDA has recently acquired the properties located at 2394 County Road 10 (a foreclosure) and 2400 County Road H2 (a vacant and blighted property) and plans to demolish the buildings. Combined with the previous Premium Stop gas station / convenience store, purchased by the EDA in 2006, a contiguous 4.25 acre site now exists at a prime corner on the main commercial corridor through the community. The site assembly of the three parcels is a key catalyst and effectively creates a larger parcel size than most properties targeted for redevelopment in the corridor and other comparable locations in surrounding areas, giving this site a more competitive advantage. The study is intended to identify the market potential for the property in the near-term, examining a mix of uses for the site, and ensuring realistic expectations for redevelopment. Additionally, the study will also address the aesthetic elements such as screening and landscaping to nearby residential uses, developing enhanced urban design features that create a balance between pedestrians and automobile traffic (currently at 20,000 vehicles per day) and articulating the extension of the existing trail through the site including pedestrian amenities and features. A key component in that process is the inclusion of a market analysis expert. W-ZHA’s market analysis will be based on statistical research; interviews with locally active real estate brokers, developers, and managers; general familiarity with local and regional development dynamics; and their professional experience. Ultimately, the approach to our process must: rDefine what the market will support. Ensure expectations are not off base between the City / EDA and the development community. rLeverage your assets. PROPOSED SCOPE After reviewing the services required as outlined in the Request for Qualifications, our team has developed a proposed work program we believe meets the City of Mounds View’s objectives for the Southeast Corner of County Roads 10 & H2 study. The proposed work plan below is intended as a starting point for discussion. We anticipate and encourage discussion that will tailor our services for this project to best meet the needs of the City. TASK 1 – CONDUCT MARKET ANALYSIS FOR THE THREE-PARCEL REDEVELOPMENT SITE To begin the process, W-ZHA will assess the potential for various types of development on the 4.25 acre site. These assessments will not address all facets of a conventional “market analyses;” instead, they will provide general comparative evaluations of the prospects for various types of development. SOUTHEAST CORNER OF COUNTY ROADS 10 & H2 QUALIFICATIONS - PAGE 9 APPROACH & SCOPE Through reviews of existing background reports and data, local and regional touring, interviews with locally active brokers and developers, W-ZHA will be able to identify: rThe general impact of anticipated catalysts for development; rGeneral qualitative and quantitative support for such outlooks; rThe land uses and general profiles of the strongest prospects for likely development in the short-term (1-3 year) future; rThe key challenges to such development, as well as the contingencies that may change such development prospects over longer-term time frames. Based on findings, W-ZHA will prepare a short memorandum that will identify promising types of development for the planning area, along with the key considerations supporting its findings. This memorandum will also identify the key contingencies that might influence development potential, issues relating to the timing of development, and planning directives and other interventions that could influence development outlooks. TASK 2 – FACILITATE THE EDA VISIONING WORKSHOP Upon completion of the market analysis, HKGi will facilitate a visioning workshop with the EDA members. At this workshop, HKGi will present the findings from the market study, show preliminary concept ideas for the site, and collect appropriate precedent development examples to help generate conversation on the future vision for redevelopment of the site. The preliminary concepts will be diagrammatic in nature and explore site issues such as access, visibility, building height, trail connectivity, buffering / landscaping etc. The precedent examples (photographs of existing, similar developments) will help EDA members see the finished product and overall development character. Together, the overview of the market findings, the preliminary concept diagrams, and the precedent development studies will help guide the conversation during the visioning workshop and assist the EDA in formulating an achievable redevelopment vision for the site by establishing a model project and setting the stage for the future transformation of the corridor. PAGE 10 - SOUTHEAST CORNER OF COUNTY ROADS 10 & H2 QUALIFICATIONS APPROACH & SCOPE TASK 3 – FACILITATE THE PUBLIC INPUT MEETING After the EDA Visioning Workshop, HKGi will organize and facilitate a public input meeting. At this meeting we will provide an overview of the project and its intended outcomes, summarize the market findings and discuss the site issues and opportunities with the community, specifically the adjacent / nearby residents and business owners. In more of a true open house format, HKGi will provide an overview presentation on the market findings and preliminary concept diagrams. In addition we will provide large graphic boards for display and will also create a comment card to solicit written feedback from the community on the significant issues and opportunities related to site development such as intended uses, building and parking placement, access and circulation, landscaping and screening, etc. TASK 4 – CREATE THE REDEVELOPMENT SCENARIOS Following the EDA visioning session and public input meeting, the HKGi team will prepare concept alternatives for the site that build on ideas and thoughts collected during visioning session and reviewed by the public at the open house. Two or three concept alternatives will be prepared for subsequent consideration rooted in the market findings. Our approach to the development of the concept alternatives is to creatively explore the range of potential redevelopment options including best practices for sustainable development. Each concept alternative will illustrate and identify development patterns including buildings and parking configurations, infrastructure improvements and stormwater strategies, enhanced circulation for trail and sidewalk networks and site landscaping, buffer areas and open space amenities. EDC members also received informational packets regarding how other cities regulate food trucks. At the time of the August 16th EDC meeting, there were two mobile food trucks authorized to do business in Mounds View. One business is Ricos Tacos El Paisa, which was authorized to move its location between Tires & More and ABC Liquor. The other business is Los Primos Tacos, which was authorized to move its location between the BP gas station and Vino & Stogies. Currently, Los Primos Tacos is authorized to move its location between Sam’s Market and and The Station. Discussion City staff has received the following two inquiries from two Mounds View (non-restaurant) businesses owners about food trucks operating in Mounds View: 1) How do existing Mounds View restaurants feel about food trucks operating in Mounds View? 2) Do food trucks create unfair competition between fixed structure restaurants that pay property taxes in the City of Mounds View? City staff has not received any food truck inquiries or complaints from Mounds View restaurants. Recommendation City staff recommends that the EDC continue their food truck discussion and provide input to the EDA/City Council regarding this matter. Most of the above-ground structures on the site have been demolished. The environmental cleanup of the site will take approximately two years. At the September Mounds View Business Council meeting, Ramsey County Commissioner Blake Huffman offered to provide site tours to any City official that is interested. Sept. 27, 2013 EDC Meeting, Items 7A−F Page 2 of 2 7E – General Development Updates Coventry Senior Living – South Side of County Road 10 Between Woodale & County Road H2 This 95-unit senior housing development will offer independent living, assisted living and memory care options. The City Council re-approved the final plat for this project through November 13, 2013. On September 25th, the manager of this project verbally communicated to City staff the following:  Financing and agreements with a new investor were discussed on September 24th  The closing is anticipated for the end of October  A groundbreaking is expected this year Apple Tree Dental – 2442 County Road 10 – www.appletreedental.org Apple Tree Dental is a non-profit organization whose mission is to improve the oral health of people with special dental access needs.
