DEVELOPMENT UPDATES
Coventry (BelRae Senior Living)
Construction on the 99-unit, three story senior residential facility is well underway. They
are planned to be completed by March of 2015 although we understand some delays
have put them as much as a month behind schedule. You may have noticed a sign on
the site saying what the building is with a phone number; there are already some
reservations with deposits made.
Anna Place Subdivision
This is a five-lot major subdivision located at the southwest corner of Ardan Avenue and
Eastwood Road. The land will be subdivided from excess Abiding Savior Lutheran
Church parking lot and greenspace. Parking lot removals will be to be completed this
year, and the Church will reconstruct their parking lot either later this year or early next
year. The developer is “Kayak Builders”, and they are planning for new homes in the
$300,000 price range. (See attachment.)
BioLife Plasma Services
A longtime tenant in Building D of the “Mounds View Business Park North” on the north
side of County Road 10, BioLife for years has desired to expand the number of patients
served however a parking deficiency has prevented them from doing so. BioLife’s
parking problems have also caused trouble for other tenants in the same building. To
better serve their clients and grow their business, they will be constructing a new
building between the former Saturn dealership and Multi-Tech, on excess Multi-Tech
land. The new building will be about 17,000 square feet and the additional parking will
allow them to fully utilize the new space. There will be an excess parcel created with
the subdivision, so additional development fronting County Road H2 will be possible.

ProGuard Sports
ProGuard will be moving into the vacant space next to Allegiance Fitness, in Building “J”
of the “MoundsView Business Park South” located on the south side of County Road 10
and Woodale Drive, in space formerly occupied by Medtronic. ProGuard bills itself as a
“leading manufacturer of sporting good accessories”. With the 11,400 square foot
ProGuard build-out, the building will be fully occupied.
Louisiana Po’ Boy
The Commission may have noticed the renovations done to the former KFC on County
Road 10 between Taco bell and McDonald’s. The owners are hoping for an October 1st
opening, but it may be later than that. The restaurant owner has 2 of these restaurants
in Louisiana. For those of you who may have no idea of what a po’ boy is, it’s a
traditional submarine sandwich from Louisiana typically consisting of meat, usually roast
beef, or fried seafood. The meat is served on baguette-like New Orleans French bread,
known for its crisp crust and fluffy center.
In other news…
A magazine distributor is taking 22,800 square feet in Building F (the building on the
north side of Multi-Tech) and then that building will be full too. There is not much vacant
space in either of the two business parks.
Longview Estates is a ten-lot residential subdivision south of County Road H2 between
Silver Lake Road and Longview Drive. There’s been a contentious history with this
seven-acre project, but the owner received approvals to move forward with the
development and the extensive soils corrections and remediation are nearing
completion. (The site has a significant wetland presence.)
Red Oak Estates townhome development, located at the southwest corner of County
Road H2 and Long Lake Road is seeing some renewed activity. Originally platted and
approved in the early 1970s as a 72-unit development, after the first building of six-units
was constructed, litigation halted further development. A court ruling a few years back
allowed the project to move forward again so an additional 26 units were constructed.
However at the same time the nation experienced the busting of the housing bubble and
further construction ceased. The developer indicates that work may begin in the near
future on the remaining 40 units.
