A. Crossroad Pointe Redevelopment Project
Staff continues to contact developers informing them of the possibilities at the
Crossroad Pointe redevelopment site. Senior housing and workforce housing seem to
be in demand right now and those are the types of developers that have shown interest
in Crossroad Pointe as of late. On March 13 the EDA heard and considered the EDC’s
recommendation to consider market rate apartments and senior housing on the site.
The Council is generally supportive of the EDA’s recommendation agreeing to a senior
housing product and some affordability. Since the last EDC meeting staff has met with
four qualified developers. One developer is proposing a market rate mixed-use project,
another is proposing an affordable independent senior living project, and the third would
be a market rate senior project. The fourth developer is proposing a mixed-use
development. Two developers will be presenting their projects at a City Council
Workshop June 6 at 6:00 p.m.
B. Business Retention & Expansion (BR&E) Visits
Business Development Coordinator Beeman has cooperated with Greater MSP to
compile a BR & E report of only the formal survey visits. The non-survey visits are not
part of the database and therefore do not show up in the report. However, enough data
was input into the database to generate some trends. The City of Mounds View/Greater
MSP report is attached. A verbal report will be provided at the May 19 EDC meeting.
C. Rice Creek Commons (TCAAP ) Development Update
Construction continues on the new on & off ramp between the Rice Creek Commons
site and I-35W. Major infrastructure is scheduled for substantial completion at the end of
2017. This includes the thumb road running north and south through the development.
Alatus, the Master Developer, has indicated that a few single family housing starts may
begin at the end of 2017 or beginning of 2018. Commissioners Huffman and McGuire
provided an update on the site at the March 27 Council meeting. That presentation is
attached.

D. Mounds View Project Updates
Website: The initial kick-off meeting with REVIZE was conducted March 13, 2017.
REVIZE will provide a final web design to review once all pictures, files, and overall site
plan has been completed. The entire best-case scenario for the design phase is
expected to take approximately 5-6 months and around 15-17 weeks in the best case
scenario to launch the new website. Staff will continue to provide updates throughout
the project.
E. North Metro Business Council Meeting
The last North Metro Business Council meeting was held March 8, 2017 at 7:30 a.m. at
the Mermaid Event Center. The theme was community policing and engagement.
Mounds View’s Chief Nate Harder, provided an update on community involvement
activities from the past year and fielded several questions from the attendees. The next
meeting will be held June 14, 2017. The topic and speaker is unknown at this time.
F. MWF Developers
MWF Developers is looking to construct around 60 units of workforce housing on two
lots owned by Cynthia Johnson, located at 2865 Mounds View Boulevard and 7980
Groveland Road and also two adjacent tax forfeiture lots. On March 6, 2017 MWF
Developers presented an update to the City Council in a Council work session. They are
asking for a Housing TIF among other requirements that will help to enhance their ability
to score higher on the tax credit application.

If all goes well, the developer plans to submit the tax credit application in June of 2017
and if awarded both the tax credit and housing TIF, would anticipate starting
construction April 2018 and completing construction December 2018, finishing the
lease-up around June of 2019.
G. Other Upcoming Events/Reports
Staff met with a Brewery start-up the end of March. More details will be provided at the
April EDC meeting. A tap room business is also in talks with the City. A new business,
The Treasure’s Within, owned by Dennis Johnson has moved into the last vacancy at
Silver View Plaza. It is a thrift shop.
Carmike Cinemas in Mounds View was recently sold to AMC. The Federal government
has required that AMC divest some of its locations so as to prevent creating a
monopoly. As a result, the new owner is New Vision Entertainment. They are a brand
new company. The takeover will happen in Mid-March and then AMC will continue
operating the business for 90 days after the March transaction while New Vision gets
acquainted and ready to take on the 18 locations.

I. Upcoming EDC Meetings (Agenda Item 8)
The next meeting will be held June 16, 2017 at 7:30 a.m. as needed. Business
Development Coordinator Beeman will notify the EDC a week before the meeting is
scheduled informing the EDC whether or not the April meeting will be held.

What contributed to change in sales?
Flat economy, companies are hesitant under the Obama administration and have uncertainty going into the elections. Businesses
would love to expand, hire more employees, and work on new contracts, but they are holding back. However, with Trump being
elected, companies believe this is good for the economy and 2017 and beyond is expected to have an increase in yields.

Sell automobiles, formerly a Saturn dealership. Now selling all types and used cars.

They make machines talk to machines. Modems, cell phone devices, they were the company that manufactured the
computer/phone talking piece in the movie, "War Games". There products are in most everyone's cell phones.
They custom manufacture automated machines and service/repair machines internationally for 200-300 companies and have 2000
vendors for wood, steel, plastic, and paint products.

City has been great to work with.

City staff is excellent to work with. City is always willing to help. City services great. Running out of room to expand locally.
City services are great and functional. City does it's job. City is 95% developed. Need more space for future expansions.
Mounds View is a great community to do business in. They like being in Mounds View and have no concerns with the city. Like
central location and access to I-35W.
Police don't seem interested in investigating petty thefts. Cheap water, County taxes are high.
Great location, centrally located with access to major freeway systems. City staff is great to work with. Pro-business. City Services
are very good, roads get plowed, infrastructure continually improved.
Good community support. Good city infrastructure. have parking issue on Sundays.
Impressed with the city having a Business Development Coordinator to meet with businesses. Don't have any concerns with city.
Like location of Mounds View with access to major interstate system and closeness to Canada.

confusion over the name of the road. Some using Hwy 10, Hwy 10 NE, or County 10. Google maps isn't able to put patients in the

Good city service and responsive staff. Council had a chance year back to install a pedestrian bridge over County Road 10. Federal
would have paid 90% and City 10%. But Council turned it down. They lost an opportunity. Need right turning lane at intersection of
Silver Lake Road. Still using old addressing along County Road 10.

The City of Mounds View does a great job assisting local businesses. They have had no concerns.

Mounds View Boulevard Street name. City's Water/WW fees for businesses are too high. Need an artery bus route. There is nothing
for the western side of the City. Be more engaged in things like Rotary and TCN Chamber, etc. list specific steps on Council Priorities
list and explain at Business Council Meetings, Explain housing loan programs and how the bank could cooperate with their FHA
Loans Lender person, 1950's homes, architect designs book. City should publish this book and make available to public; how to
change and upgrade their housing.

Mounds View Boulevard Street name. City's Water/WW fees for businesses are too high. Need an artery bus route. There is nothing
for the western side of the City. Be more engaged in things like Rotary and TCN Chamber, etc. list specific steps on Council Priorities
list and explain at Business Council Meetings, Explain housing loan programs and how the bank could cooperate with their FHA
Loans Lender person, 1950's homes, architect designs book. City should publish this book and make available to public; how to
change and upgrade their housing.
Other priority projects to consider
They may be willing to sell for a redevelopment if the right business came in and for the right price.
Need a turning lane cut for facility. Talking to city staff about this. Mounds View needs a High-Tech Business Park.
Watching County Road H bridge project very closely
They are displacing a current company that is leasing from them. They have decided not to renew their lease. The other company
must be out by next February.
Capital equipment purchases
Looking at possible rear access from Old Hwy 8.
New company, also in transportation, going to purchase Mounds View site soon for same use.
Wants more hydrant flushing because he is on a dead end.
Looking to expand footprint. Need more fenced area for boats, trucks. Need better lighting & more office space.
Will need to talk to city about more parking, maybe at Community Center.
Continue MV Business Council meetings, but have coffee & doughnuts and each business can sponsor for $10. Have the Mermaid
give surveys after events for feedback on how to improve. Have the MHP as a speaker for landlords and for Affordable Housing on
naturally occurring AH with older garden style. Turnover 30% sold. Not receiving the MV Matters in the mail but would like one.
