CALL TO ORDER Chair Jim Freichels called the meeting to order at approximately 7:30 a.m. 2. APPROVAL OF DECEMBER 15, 2017, AGENDA Motion/Second: Commissioner Muckala moved and Commissioner Helgemoe seconded the approval of the December 15, 2017 EDC agenda. Motion Carried: 6 Ayes, 0 Nays 4. APPROVAL OF NOVEMBER 17, 2017, EDC MINUTES Motion/Second: Commissioner Farmer moved and Commissioner Rieland seconded the approval of the November 17, 2017 EDC minutes, as amended. Motion Carried: 6 Ayes, 0 Nays 5. EDC BUSINESS Establish EDC Meeting Calendar for 2018 Business Development Coordinator Brian Beeman provided background comments on establishing the 2018 meeting calendar. It doesn’t appear that any of the meeting dates conflict with observed holidays. Motion/Second: Commissioner Muckala moved and Commissioner Helgemoe seconded approving Resolution No. 17-EDC-42, a resolution establishing calendar of meeting dates for 2018. REPORTS OF STAFF Crossroad Pointe Redevelopment Project Coordinator, Beeman provided the Commission with an update on the Crossroad Pointe redevelopment site stating that the City Council met in a December 4, 2017 work session to discuss the predevelopment agreement with INH Properties. A predevelopment agreement essentially gives the developer legal access to the site to conduct their due diligence for period of one year with the goal of coming to a consensus on drafting a formal development agreement. The EDA will consider adopting a resolution on the predevelopment agreement on January 8, 2017. Commissioner Freichels asked if the picture shown is what the development would look like. Beeman informed the Commission that the picture is a concept and a more accurate depiction of the building and development is forthcoming once their architects are on board. Freichels asked about the gun range. Beeman informed the Commission that the City will be contracting with INH Properties as the developer for the whole project which includes all three parcels. The predevelopment agreement allows INH to sell a portion of the property to Heartland Gun Club & Range in a horizontal mixed-use development, meaning INH Properties will be responsible for constructing the market rate apartments and traditional retail and Heartland Gun Club & Range will develop the indoor gun range as a standalone building separate from the apartments. If the gun range is not approved then INH may consider increasing the number of apartment units and constructing a portion of space to be used for traditional retail. The agreement specifies that the entire development must be completed by 2020. Commissioner Muckala asked if the gun club portion of the development would be developed first. Beeman confirmed that the gun club would be build first because it is the portion of the development that drives the revenue. If the gun club is allowed to be constructed then the developer has indicated that they wouldn’t be asking for a TIF. However, if the gun club is not allowed, then the developer has notified the Council that they may be asking for a Housing TIF or some other subsidy to make the project cash flow. This means the entire three parcels would be apartments and it would also trigger a portion of the apartments to be offered as affordable units. Rice Creek Commons Beeman informed the Commission that dewatering continues and they are monitoring the wells which has delayed development on the site for a year. A few housing starts were expected at the end of 2017 but this has been delayed to the end of 2018. This gives Mounds View a small window of opportunity for redevelopment before construction begins at Rice Creek Commons. EDC Minutes December 15, 2017 Page 3 of 4 Website Beeman reported that staff is expecting to launch Monday as a soft launch to test the site before publicly announcing in January 2018. Once Revize gets the final payment they should be able to launch the site. North Metro Business Council The last North Metro Business Council meeting was held at the Mermaid Event Center December 13 where a representative of Rydell Auto of Mounds View provided a background of how he got a start in the auto industry and trends and predictions of the future for transportation. Robo cars and electric cars are changing in technology and the future may be driverless cars that can transport seniors and the disabled. Skilled workforce is still a problem and they are working with the Mounds View School District to retain auto shop classes and internships. MWF Developers Beeman reminded the Commission that MWF properties is proposing a 60 unit workforce housing project on the west side of town and the City is helping them acquire two tax forfeiture properties where a simultaneous transaction will occur. MWF is asking for a Housing TIF which is approximately a 60 day process and will trigger a public hearing. Freichels asked about the timeframe for this project. Beeman informed the Commission that the developers plan to break ground in the first quarter of 2018 and they have been awarded the competitive tax credits, a grant from the County, and they are eager to get started. Freichels asked about the pricing of the parcels. Beeman said the County is working with the developer and the City on the land transfer and the County will sell the properties at a discount as long as the properties are used for housing. The developer has not released the price they paid for the two privately owned parcels. Other Upcoming Events/Reports Beeman informed the Commission that the City offices will be closed December 25 in observance of Christmas and normal hours will resume December 26, 2017 from 8:00 a.m. to 4:30 p.m. Freichels asked about the Skyline Motel project. Beeman informed the Commission that the developer is still working with the owners on the purchase agreement and they haven’t decided on the type of development but initially had the idea of a transitional housing concept like townhomes. Freichels asked if they would run into the same access issues as the Mounds View Boulevard businesses. Beeman said they may and staff has notified the developers of the access issues. The developers have indicated that they would like to give an update to the Council in the first quarter of 2018. Freichels asked about the Snyder’s building. Beeman said he informed the owner of another prospect and the prospect indicated that the owner is not willing to negotiate. Helgemoe informed the Commission that the I-35W project will affect the region with the construction of a new MNPASS lane. Interim City Administrator informed the Commission that New Brighton will be affected and Mounds View. As the County is working on a geo-sequencing program to coordinate all of the traffic lights along Mounds View Boulevard. Southbound MNPASS lane will be completed first and should take a couple of years. 7. REPORTS OF COMMISSIONERS Commissioner Helgemoe informed the Commission that there will be a food drive organized by the Twin Cities North Chamber of Commerce Risdall Marketing agency. He encouraged all of the Commissioners to support their efforts. Commissioner Rieland informed the Commission that this is her last meeting on the Mounds View EDC and she has enjoyed her time on the Commission. Freichels thanked her for her time. Freichels informed the Commission that today interviews will be held to determine who the next City Administrator will be. Freichels wished Nyle Zikmund good luck. Helgemoe asked if the Ken Breske would start on the EDC next month. Freichels confirmed that Breske will start in January and will be filling the opening left by Commissioner Rieland. 9. NEXT REGULAR EDC MEETING Chair Freichels wished everyone a Merry Christmas and reminded the Commissioners that the next EDC meeting will be held January 19, 2018 at 7:30 a.m. 10. This appointment shall be subject to Authority approval and shall consist of a one (1) year term. The position of chair shall rotate among members, with no Commissioner serving in that capacity for more than two (2) consecutive terms. The Commission shall also elect a vice-chair from among its appointed members for a term of one (1) year. The Commission may create and fill such other offices from its members as it may determine to transact Commission business. Current and past EDC Members highlighting past Chairpersons is attached. Staff Recommendation Consistent with City Code, Staff recommends that the EDC make a motion recommending appointment of the 2018 EDC Chairperson and Vice Chairperson to the EDA. The appointment will be confirmed by the EDA on Monday, January 22, 2017. Once the appointments are confirmed by the EDA in January, the new EDC Chair and Vice Chair will begin their duties at the February 16, 2018 regular EDC meeting. Crossroad Pointe Redevelopment Project On January 8, 2018 the EDA approved the predevelopment agreement between the EDA and INH Properties who is proposing to build an approximately 120-160 unit market rate apartment building including both traditional and destination retail. The developer will have legal access to the Crossroad Pointe site for one year to conduct their due diligence and work towards a formal development agreement. C. Rice Creek Commons (TCAAP) Development Update Dewatering and motoring & testing of the water will continue and now building construction is expected until possibly late 2018. D. Mounds View Project Updates Website: The City’s new website can be found at www.moundsviewmn.org. The website was officially launched January 2, 2018. E. North Metro Business Council Meeting The North Metro Business Council meeting will be held December 13, 2017 from 7:30- 9:00 a.m. at the Mermaid Event Center. The next meeting will be held March 14, 2018. The topic and speaker is unknown at this time. F. MWF Properties MWF Properties is looking to construct around 60 units of workforce housing on two lots owned by Cynthia Johnson, located at 2865 Mounds View Boulevard and 7980 Groveland Road and also two adjacent tax forfeiture lots. MWF Developers has been awarded tax credits for their project and they have requested a Housing TIF. At its January 22, 2018 Council meeting the City Council will set a Public Hearing regarding the TIF for a date TBD in March 2018. The City is working with Ramsey County and MWF to finalize the land acquisition. Construction is expected to be completed Dec 2019. Reports of Staff January 19, 2018 Page 2 of 2 G. Other Upcoming Events/Reports The 20th Annual North Metro Community Home and Garden Show will be held Saturday, January 27, 2018, 9 am to 3 pm at the Sports Center in Blaine. Booths will be set up relating to home improvement, remodeling and landscaping. This is an annual event sponsored by the Cities of Blaine, Columbia Heights, Fridley, and Mounds View. All of the sponsoring cities will have staff on hand to answer questions about housing, development and city planning. In addition to exhibitors, we’ll have seminars, door prizes and a sponsor treasure hunt, and a kid’s activity center with face painter and balloon artist – and it’s all FREE!
