Chair Jim Freichels called the meeting to order at approximately 7:30 a.m.

4. APPROVAL OF FEBRUARY 16, 2018, AGENDA
Motion/Second: Commissioner Stevenson moved and Commissioner Larson seconded
the approval of the February 16, 2018 EDC agenda.

5. APPROVAL OF DECEMBER 15, 2017, EDC MINUTES
Motion/Second: Commissioner Farmer moved and Commissioner Stevenson seconded
the approval of the December 15, 2017 EDC minutes.

6. EDC BUSINESS
Elect Chairperson and Vice-Chairperson
Chair Jim Freichels elected to continue for another term as Chair. There were no other
nominees.

the nomination of Jim Freichels to serve a second term as Chair of the EDC.

Review 2018 EDC Priorities
Commissioner Friechels reviewed the 2017 EDC Priorities and explained that the new
City website has been completed as well as most of the citywide street & utility
improvements. Business Coordinator Beeman provided an update on each of the 2017
priorities and informed the Commission of the City owned lots and redevelopment areas.
Friechels suggested adding the City owned lot near the brush pile and Arden Park to the
2018 EDC priorities as a site to monitor for a potential redevelopment area.
Commissioner Dennis Farmer suggested adding the monitoring and assisting of citywide
housing issues and project & older properties. Commissioner Larson suggested adding
the cooperation with multi-family property owners to assist with upgrading their facilities.
Commissioner Breske mentioned the new tax laws may already assist owners with multi-
family projects. He will check with his accountant and report back to the EDC at a future
meeting.
Commissioner Teresa Muckala suggested adding the monitoring and exploration of new
business categories through trade groups like Medical Alley and identify office vacancies
throughout the City with the intend of filling those space with new companies. The last
priority from 2017 is to review the business section of the Comprehensive Plan update
for 2018. Since both Commissioner Farmer and Muckala are members of the
Comprehensive Plan Task Force, it was suggested that they provide updates to the EDC
and if any Commissioner has suggestions for the Comp Plan they should have Farmer
and Muckala relay those ideas to the Comprehensive Plan Task Force. Beeman will
update the 2018 priorities and provide the status of each priority throughout the year.
Motion/Second: Commissioner Stevenson moved and Commissioner Muckala seconded
the approval of the 2018 EDC Priorities.

Review EDC Bylaws
Coordinator Beeman provided a background of the EDC Bylaws stating that Section
408.07 of the City Code indicates that the EDC should review its Bylaws annually, and
that this should be done at the first regular meeting in February. Although the EDC
Bylaws were last amended in 2002 staff is not recommending any changes.

Commissioner Stevenson stated that he didn’t see any reference to terms of
Commissioners. Beeman informed the EDC that terms of Commissioners are outlined in
the City Code. Hearing no further comments on the Bylaws. Chair Freichels called for a
motion to approve the Bylaws.
Motion/Second: Commissioner Breske moved and Commissioner Farmer seconded the
approval of the EDC Bylaws as-is.

7. REPORTS OF STAFF
Crossroad Pointe Redevelopment Project
Coordinator, Beeman provided the Commission with an update on the Crossroad Pointe
redevelopment site stating that INH Properties is continuing with their due diligence as
per the Predevelopment Agreement with expires in one year. The agreement is non-
binding for both parties but the expectation is to work toward a formal development
agreement before the preliminary development agreement expires.
Rice Creek Commons
Coordinator, Beeman provided the Commission with an update on the Crossroad Pointe
redevelopment site stating that the bids for the water well monitoring and corrections will
occur in 2018 while the infrastructure is expected to occur in 2019 and new housing &
commercial starts are expected in 2020.
Website
Beeman reported that the City’s new website was officially launched January 2 2018 and
staff continues to make updates and corrections but overall, the site is an improvement
from the old city website.
North Metro Business Council
The next North Metro Business Council meeting will be held at the Mermaid Event
Center March 14. A speaker has not been determined. Beeman encouraged the EDC
and local businesses to attend the free meeting.
MWF Developers
Beeman reminded the Commission that MWF properties is proposing a 60 unit
workforce housing project on the west side of town and the City is helping them acquire
two tax forfeiture properties where a simultaneous transaction will occur. MWF has
submitted a formal application to the City for a Housing TIF. The Public Hearing will be
held March 12 and the City Council will hold a March 5 work session to discuss the TIF
district prior to the Public Hearing.

Other Upcoming Events/Reports
Beeman informed the Commission that the City offices will be closed February 19, 2018
in observance of Presidents’ Day and normal hours will resume February 20, 2018 from
8:00 a.m. to 4:30 p.m. Beeman informed the Commission that the iconic Mermaid statute
has been removed and the owners have it in storage and expect to reinstall the statute
somewhere on the property in the future. The reason given for removal was that it was
causing the roof to leak. The Town Hall meeting will be held April 30, 2018 at City Hall
from 6:00-8:30 p.m. The announcement of Citizen of the Year will be held at this
meeting. Beeman reminded the EDC that the deadline for the Citizen of the Year
applications are due Friday March 30, 2018.
Beeman informed the EDC that the Ralph Reeder Food Shelf is looking for a new
location of about 4000-5000 Sq.Ft. and would like a space within the Mounds View or
New Brighton school district. Mounds View is now a Heart Safe community. Police
Officer, Kirsten Heineman organized over 20 events to teach CPR & the use of a
defibrillator. An App can be downloaded that identifies the location of AED devices
wherever you are located in case of an emergency.
The Comprehensive Plan Task Force is underway working on a vision and future
development of Mounds View for the next 20 years. Commissioner Muckala & Farmer
are members of the Task Force. Farmer mentioned that anyone may view the Task
Force meeting videos by access them from the City’s website. Muckala informed the
EDC that the Task Force has identified key arterial areas from other communities and
compared those to Mounds View and will continue to work on ideas and plans to be
included in the Comprehensive Plan.
The Public Works building has been completed and final landscaping will occur in the
summer of 2018. Tennis courts will be improved at Greenfield and Groveland Parks in
2018. City Hall Park will be upgraded in 2018 with new playground equipment and the
City Council will be reviewing proposals for a splash pad. The project is expected to be
completed by late summer 2018.
Beeman reminded the EDC that this year marks the City’s 60th Anniversary and
residents and business owners are encouraged to add their historical stories and
pictures to the “Mounds View Memories” Facebook page and fill out the questionnaire
that was mailed in the last round of utilities bills.
8. REPORTS OF COMMISSIONERS
Commissioner Breske said he was glad to be part of the Commission and having the
opportunity to learn more about the City. There were no other reports.
9. NEXT REGULAR EDC MEETING
Chair Freichels reminded the Commissioners that the next EDC meeting will be held
March 16, 2018 at 7:30 a.m.

Item Title/Subject: Review Single & Multifamily Residential Housing Issues
Background
As part of the 2018 EDC Priorities the EDC has identified the following goal: “Monitor and assist with citywide
housing issues & priorities and projects and older properties as well as cooperating with multifamily property
owners to assist with upgrading facilities”. The first step in this process is to identify the individual properties that
are causing concern and list specific issues associated with each property. Staff will consolidate the list of
properties & issues in each category and construct a master list. Once the master list has been constructed, Staff
will be able to identify the specific trends and needs. The City's Code Enforcement Officer will be on hand to
discuss the trends he is seeing.
Phase II of this process will be to review all known financial programs that address each type of property and
issue associated with each of the properties. Phase II will be conducted at a separate EDC meeting in order to
give adequate time to understand and discuss each program. One idea is to attempt to have a representative
from Ramsey County explain each of their current housing programs to the EDC at a future meeting.
Phase III will consist of identifying each financial program that the City can adequately administer & fund and that
actually addresses the identified issues. If the EDC determines that the City should move forward with any of the
programs then the EDC will need to make a recommendation to the EDA at the appropriate time.
Discussion
In order to fully address the concerns associated with deteriorating residential housing stock within the City of
Mounds View the EDC must first identify and document the specific issues and buildings that are a cause for
concern.
1. Specifically identify all multi-family structures within the City of Mounds View that the EDC identifies
as a cause for concern. Identify and list the specific issues associated with each property.
2. Specifically identify all single-family housing structures within the City of Mounds View that warrant
attention. Identify the specific issues associated with each property.
3. Specifically identify all commercial properties within the City of Mounds View that warrant attention.
Identify the specific issues associated with each property.
Recommendation
Staff recommends that the EDC review the single & multifamily housing stock as well as any commercial property
in Mounds View that is a concern and include specific issues associated with each property and bring your
individual lists to the EDC meeting. The individual lists will be added to a master list and consolidated to identify
specific buildings and issues associated with those properties.

Discussion
When reviewing the 2018 EDC Priorities it was suggested that an update from the Comprehensive
Plan Task Force Members be added to the agendas going forward.
Recommendation
Staff recommends that the EDC hear the update from the Comprehensive Plan Task Force Members
and discuss any suggestions/concerns the EDC may have relating to the business section of the
Comprehensive Plan for the task force members to pass along.

Background
As part of the 2018 EDC Priorities the EDC has identified the following goal: “Monitor & explore new
business categories through trade groups like Medical Alley and identify available spaces in Mounds
View with the intent to fill those vacancies with new companies”.
Discussion
Commissioner Muckala is volunteering some of her time to assist in setting up meetings with industry
trade groups like Medical Alley in cooperation with Business Development Coordinator Brian Beeman.
Beeman and Muckala have met to discuss the process and a meeting with Medical Alley has been set.
EDC Commissioners are encouraged to provide ideas on other trade groups that staff can meet with to
discuss possibilities in locating to Mounds View. If Commissioners have contacts with other trade
groups and companies that may be a fit for Mounds View they are encouraged to pass along those
contacts Coordinator Beeman who will start compiling a list of contacts and work towards setting up
meeting with the industry trade groups.
Recommendation
Staff recommends that the EDC hear the update from Commissioner Muckala and discuss and offer
any suggestions the EDC may have relating to the business industry categories and contacts.

Item Title/Subject: Reports of Staff
A. Crossroad Pointe Redevelopment Project
On January 8, 2018 the EDA approved the predevelopment
agreement between the EDA and INH Properties who is
proposing to build an approximately 120-160 unit market rate
apartment building. Originally, the developer was proposing to
build both traditional and destination retail. However, the City
Council passed an ordinance relating to the discharge of
weapons that excludes gun ranges. Therefore, the Heartland
Gun Club & Range will not be constructing a building on the
Crossroad Pointe site. In addition, Ramsey County is denying access along Mounds
View Boulevard and this has prevented any retailer from showing interest in the site.
Therefore, INH is proposing to construct apartments on the entire 4.25 acre site and
they may be asking for TIF to help fill the financial gap that the Heartland gun club
would have helped to fund. INH has until the end of March to work with the City on any
other ideas for retail, otherwise, they will be moving forward with all apartments and no
retail. INH will begin their due diligence by coordinating with their architect and testing
the soils etc. soon. INH will have legal access to the Crossroad Pointe site for one year
to conduct their due diligence and work towards a formal development agreement.
C. Rice Creek Commons (TCAAP) Development Update
Dewatering and motoring & testing of the water on site will continue with bids for a
company to conduct the monitoring going out in 2018. The infrastructure is expected to
be installed in 2019 and new building construction is expected to begin in 2020.
Developers continue to inform the City that they will not be looking at Mounds View sites
once the TCAAP construction begins and at the earliest, depending on how far along
the construction progresses at Rice Creek Commons, they could revisit Mounds View
opportunities in 10-12 years but it could be longer. Therefore, Mounds View has a very
limited window of opportunity to get construction started before the Rice Creek
Commons projects start.

E. North Metro Business Council Meeting
The next North Metro Business Council meeting will be held March 14, 2018 from 7:30-
9:00 a.m. at the Mermaid Event Center. The topic is, “What is Happening at the National

Sports Center?” The guest speaker will be Barclay Kruse, Director of Communications,
National Sports Center. The next meeting will be June 13, 2018. All meetings are free.
F. MWF Properties
MWF Properties is looking to construct around 60 units of
workforce housing on two lots owned by Cynthia Johnson,
located at 2865 Mounds View Boulevard and 7980
Groveland Road and also two adjacent tax forfeiture lots.
MWF Developers has been awarded tax credits for their
project and they have requested a Housing TIF. At its
January 22, 2018 Council meeting the City Council set a Public Hearing regarding the
TIF for March 12, 2018. The City is working with Ramsey County and MWF to finalize
the land acquisition. Construction is expected to begin in 2018 and completed
December 2019.

Item Title/Subject: Review Single & Multifamily Residential Housing Issues
Background
As part of the 2018 EDC Priorities the EDC has identified the following goal: “Monitor and assist with citywide
housing issues & priorities and projects and older properties as well as cooperating with multifamily property
owners to assist with upgrading facilities”. The first step in this process is to identify the individual properties that
are causing concern and list specific issues associated with each property. Staff will consolidate the list of
properties & issues in each category and construct a master list. Once the master list has been constructed, Staff
will be able to identify the specific trends and needs. The City's Code Enforcement Officer will be on hand to
discuss the trends he is seeing.
Phase II of this process will be to review all known financial programs that address each type of property and
issue associated with each of the properties. Phase II will be conducted at a separate EDC meeting in order to
give adequate time to understand and discuss each program. One idea is to attempt to have a representative
from Ramsey County explain each of their current housing programs to the EDC at a future meeting.
Phase III will consist of identifying each financial program that the City can adequately administer & fund and that
actually addresses the identified issues. If the EDC determines that the City should move forward with any of the
programs then the EDC will need to make a recommendation to the EDA at the appropriate time.
Discussion
In order to fully address the concerns associated with deteriorating residential housing stock within the City of
Mounds View the EDC must first identify and document the specific issues and buildings that are a cause for
concern.
1. Specifically identify all multi-family structures within the City of Mounds View that the EDC identifies
as a cause for concern. Identify and list the specific issues associated with each property.
2. Specifically identify all single-family housing structures within the City of Mounds View that warrant
attention. Identify the specific issues associated with each property.
3. Specifically identify all commercial properties within the City of Mounds View that warrant attention.
Identify the specific issues associated with each property.
Recommendation
Staff recommends that the EDC review the single & multifamily housing stock as well as any commercial property
in Mounds View that is a concern and include specific issues associated with each property and bring your
individual lists to the EDC meeting. The individual lists will be added to a master list and consolidated to identify
specific buildings and issues associated with those properties.

business categories through trade groups like Medical Alley and identify available spaces in Mounds
View with the intent to fill those vacancies with new companies”.
Discussion
Commissioner Muckala is volunteering some of her time to assist in setting up meetings with industry
trade groups like Medical Alley in cooperation with Business Development Coordinator Brian Beeman.
Beeman and Muckala have met to discuss the process and a meeting with Medical Alley has been set.
EDC Commissioners are encouraged to provide ideas on other trade groups that staff can meet with to
discuss possibilities in locating to Mounds View. If Commissioners have contacts with other trade
groups and companies that may be a fit for Mounds View they are encouraged to pass along those
contacts Coordinator Beeman who will start compiling a list of contacts and work towards setting up
meeting with the industry trade groups.
Recommendation
Staff recommends that the EDC hear the update from Commissioner Muckala and discuss and offer
any suggestions the EDC may have relating to the business industry categories and contacts.

A. Crossroad Pointe Redevelopment Project
On January 8, 2018 the EDA approved the predevelopment
agreement between the EDA and INH Properties who is
proposing to build an approximately 120-160 unit market rate
apartment building. Originally, the developer was proposing to
build both traditional and destination retail. However, the City
Council passed an ordinance relating to the discharge of
weapons that excludes gun ranges. Therefore, the Heartland
Gun Club & Range will not be constructing a building on the
Crossroad Pointe site. In addition, Ramsey County is denying access along Mounds
View Boulevard and this has prevented any retailer from showing interest in the site.
Therefore, INH is proposing to construct apartments on the entire 4.25 acre site and
they may be asking for TIF to help fill the financial gap that the Heartland gun club
would have helped to fund. INH has until the end of March to work with the City on any
other ideas for retail, otherwise, they will be moving forward with all apartments and no
retail. INH will begin their due diligence by coordinating with their architect and testing
the soils etc. soon. INH will have legal access to the Crossroad Pointe site for one year
to conduct their due diligence and work towards a formal development agreement.
C. Rice Creek Commons (TCAAP) Development Update
Dewatering and motoring & testing of the water on site will continue with bids for a
company to conduct the monitoring going out in 2018. The infrastructure is expected to
be installed in 2019 and new building construction is expected to begin in 2020.
Developers continue to inform the City that they will not be looking at Mounds View sites
once the TCAAP construction begins and at the earliest, depending on how far along
the construction progresses at Rice Creek Commons, they could revisit Mounds View
opportunities in 10-12 years but it could be longer. Therefore, Mounds View has a very
limited window of opportunity to get construction started before the Rice Creek
Commons projects start.

E. North Metro Business Council Meeting
The next North Metro Business Council meeting will be held March 14, 2018 from 7:30-
9:00 a.m. at the Mermaid Event Center. The topic is, “What is Happening at the National

Sports Center?” The guest speaker will be Barclay Kruse, Director of Communications,
National Sports Center. The next meeting will be June 13, 2018. All meetings are free.
F. MWF Properties
MWF Properties is looking to construct around 60 units of
workforce housing on two lots owned by Cynthia Johnson,
located at 2865 Mounds View Boulevard and 7980
Groveland Road and also two adjacent tax forfeiture lots.
MWF Developers has been awarded tax credits for their
project and they have requested a Housing TIF. At its
January 22, 2018 Council meeting the City Council set a Public Hearing regarding the
TIF for March 12, 2018. The City is working with Ramsey County and MWF to finalize
the land acquisition. Construction is expected to begin in 2018 and completed
December 2019.
