8. EDA BUSINESS
A. Consider Approval of Resolution 01-EDA-150, a Resolution Approving and
Authorizing the Expenditure of Tax Increment Funds for the Purchase of
Blighted and Hazardous Property Located at 2091 Hillview Road.
Community Development Director Ericson indicated that the property located at 2091 Hillview
Road has been an issue for the City for a number of years. He then indicated that a previous
Council had authorized the house as a hazardous building and recommended the building be
razed. He then indicated that the property owners defaulted and the property was take over by
HUD who attempted to sell the property. He further indicated that a previous Council had
authorized that the City purchase the property from HUD and that he had attempted to do so but,
due to unknown circumstances, none of the purchase agreements submitted to HUD were
received by them.
Community Development Director Ericson noted the property is for sale again and that he had
contacted HUD and was told that if the City were to submit another purchase agreement it would
not be lost. He further noted that the representative he had spoken to had indicated a price of
approximately $80,000.
Commissioner Thomas thanked Director Ericson for his work on the matter and noted that while
she appreciated his forethought in asking for an amount not to exceed $100,000 she would prefer
the purchase price of $80,000.
MOTION/SECOND: Thomas/Stigney. To Waive the Reading and Approve Resolution 01-
EDA-150, a Resolution Approving and Authorizing the Expenditure of TIF Funds for the
Purchase of Blighted and Hazardous Property Located at 2091 Hillview Road.
City Attorney Riggs clarified that the City has an outstanding order for abatement which is why
individuals cannot get financing for the property. He then indicated the City could have razed the
building but cannot assess the costs to do so to the federal government as owner.
Community Development Director Ericson pointed out a typographical error in the Resolution

B. Consider Resolution 01-EDA-151 Approving the Lease and Rent Level for
3016 County Road H2.
Economic Development Coordinator Parrish indicated that this Resolution would formalize the
discussion at the work session, approve the lease, and set the rent at $825 per month. He then
noted that he had a tenant lined up for the property.
Mayor Sonterre noted that before reading the lease he was concerned about who would pay for
utilities and then noted that the lease does require the tenant to pay for utilities.
City Attorney Riggs indicated that he had written the original lease for the City and noted that
only the names were changed on this lease.
