CALL MEETING TO ORDER 2. ROLL CALL: Stigney, Thomas and Sonterre NOT PRESENT: Quick and Marty 3. APPROVAL OF AGENDA MOTION/SECOND: Stigney/Thomas. To Approve the Agenda for September 9, 2002 as presented. Ayes – 3 Nays – 0 Motion carried. 4. APPROVAL OF EDA MINUTES A. August 12, 2002 Minutes MOTION/SECOND: Stigney/Thomas. To Approve the Minutes of August 12, 2002 as Presented. Ayes – 3 Nays – 0 Motion carried. 5. CONSENT AGENDA None. 6. EDA BUSINESS A. Resolution 02-EDA-165 Amending the 2001 Budget of the EDA Fund and the TIF District Funds for Projects Authorized During 2001 and for Transfers to the Debt Service Funds. Finance Director Hansen indicated this Resolution amends the EDA budget for 2001. He then explained that the level of projects done in 2001 was more than anticipated with the budget and Mounds View EDA September 9, 2002 Regular Meeting Page 2 the second part of the Resolution deals with the recommendation to have separate debt service funds. MOTION/SECOND: Thomas/Stigney. To Waive the Reading and Approve Resolution 02- EDA-165, a Resolution Amending the 2001 Budget of the EDA Fund and the TIF District Funds for Projects Authorized During 2001 and for Transfers to the Debt Service Funds. Ayes – 3 Nays – 0 Motion carried. 7. REPORTS Economic Development Coordinator Backman updated the EDA on various projects. He then said the most significant is that a seven-year lease was signed on Building I for a company that will use 120,000 feet of space and employ 200 people. Commissioner Quick arrived at 7:03 p.m. Economic Development Coordinator Backman indicated the Planning Commission reviewed and recommended approval of a request for a project where the old Perkins is located. He then said the building would be demolished and a new 22,000 square foot building would be built. Economic Development Coordinator Backman indicated there is a continuing discussion with the franchise owner regarding Culvers and they are interested in a location along Highway 10. He then said that would be a good addition to the community. Economic Development Coordinator Backman indicated he had some discussions with another business looking at the old Amoco site but would not elaborate on the discussions. Economic Development Coordinator Backman indicated that Blooming Prairie Natural Foods would be holding an open house on either the 4th or 11th of October and Council will be invited. 8. NEXT EDA MEETING: Not Yet Scheduled. 9.
