1. CALL MEETING TO ORDER
2. ROLL CALL: Stigney, Marty, Gunn, and Linke
NOT PRESENT: Quick.
3. APPROVAL OF AGENDA
MOTION/SECOND: Gunn/Stigney. To Approve the Agenda for Monday, May 12, 2003 as
Presented.
Ayes – 4 Nays – 0 Motion carried.
4. APPROVAL OF EDA MINUTES
A. April 28, 2003 Minutes
MOTION/SECOND: Marty/Stigney. To Approve the Minutes of April 28, 2003 as Presented.
Ayes – 4 Nays – 0 Motion carried.
5. CONSENT AGENDA
None.
6. EDA BUSINESS
A. Public Hearing and Consideration of EDA Resolution 03-EDA-173 and City
Council Resolution 6004, Resolutions Approving Revisions to the City’s Business
Subsidy Policy.
President Linke continued the public hearing at 6:36 p.m.

Economic Development Coordinator Backman indicated the EDC had discussed and
recommended revisions to the City’s Business Subsidy Policy. He then reviewed the changes.
Vice President Stigney asked whether any change had been made on the minimum wage.
Economic Development Coordinator Backman indicated that no change had been made.
President Linke closed the public hearing at 6:40 p.m.
Mayor Linke opened the City Council meeting at 6:40 p.m.
MOTION/SECOND: Gunn/Marty. To Waive the Reading and Approve Resolution 03-EDA-
173, a Resolution Approving Revisions to the City’s Business Subsidy Policy.
Vice President Stigney indicated he felt the minimum wage should be higher than what it is and
tax abatement should be stricken from the document.
Ayes – 3 Nays – 1(Stigney) Motion carried.
MOTION/SECOND: Gunn/Marty. To Waive the Reading and Approve Resolution 6004, a
Resolution Approving Revisions to the City’s Business Subsidy Policy.
Council Member Stigney indicated that he felt the minimum wage should be higher and
providing tax rebate financing, a/k/a tax abatement for development within the City he is against.
Ayes – 3 Nays – 1(Stigney). Motion carried.
Mayor Linke closed the City Council meeting at 6:42 p.m
7. REPORTS
Economic Development Coordinator Backman reported that he had received a copy of a letter
indicating that the regional pond adjacent to the Mermaid expansion project has been completed.

9. ADJOURNMENT
President Linke adjourned the meeting at 6:44 p.m.
