3. APPROVAL OF AGENDA

4. APPROVAL OF EDA MINUTES
A. April 14, 2003 Minutes
MOTION/SECOND: Gunn/Stigney. To Approve the Minutes of April 14, 2003 as Presented.
Ayes – 3 Nays – 0 Motion carried.
B. May 27, 2003 Minutes
MOTION/SECOND: Stigney/Gunn. To Approve the Minutes of May 27, 2003 as Presented.
Ayes – 3 Nays – 0 Motion carried.
5. CONSENT AGENDA
None.
6. EDA BUSINESS
A. Discussion and Consideration of EDA Resolution 03-EDA-174, Approving
the Contract Award for Undertaking Geotechnical Exploration for Proposed
Residential Development on Lots 34 Through 40 on County Road H2 in
Mounds View

Economic Development Coordinator Backman indicated that Staff had obtained bids for the soil
borings and provided the pricing information to the EDA.
Commissioner Marty arrived at 6:37 p.m.
Vice President Stigney asked whether the TIF funds to be used were the excess TIF Funds or the
Community Development Funds.
Interim City Administrator Ericson indicated that the City would be utilizing dollars from the
EDA account funded through the TIF districts.
MOTION/SECOND: Stigney/Gunn. To Waive the Reading and Approve Resolution 03-EDA-
174, a Resolution Approving the Contract Award for Geotechnical Exploration for a Residential
Development on Lots 34 through 50 on County Road H2.
Ayes – 4 Nays – 0 Motion carried
7. REPORTS
Economic Development Coordinator Backman indicated that Staff was asked to define a set of
criteria for selecting a developer. He then provided the information to the EDA and reviewed it
with them. He also noted that Dave Regel is no longer interested in being included in the project.
Economic Development Coordinator Backman reviewed the list of seven questions that were
posed to the developers and compared their answers to those questions. He then asked whether
the EDA felt the information was adequate and whether the EDA was prepared to choose a
developer or wished to obtain further information.
Gary Nordness representing Procraft addressed the EDA and reviewed their plans for the project.
Commissioner Marty indicated he liked concept plan A and asked who owned the property
behind the existing home in plan B.
The developer indicated that Mr. Vik owns that property and has expressed an interest in selling
it.
Jim Claremont of Homes by James addressed the EDA and provided a brief history on himself
and his company along with over viewing his plans for the project.
Vice President Stigney asked for Staff’s recommendation on choice of developer.

Economic Development Coordinator Backman indicated he has enjoyed interacting with both
teams and feels both are quality developers.
Vice President Stigney indicated his choice would be Homes by James and his reasons are
because they are a little less expensive overall and they have said they would use different
builders so homeowners are not all tied into one builder which may be advantageous for the
buyer and the appearance of the homes. He also commented that he has seen homes he did in
Vadnais Heights and they were very nice. He further commented that he liked that Homes by
James could start this fall.
Economic Development Coordinator Backman indicated that Procraft would start building in
September of 2003 in order to have a home available for the spring preview.
Vice President Stigney asked if Homes by James could align the road with Spring Lake Road.
Homes by James indicated that would not be an issue.
Commissioner Marty indicated that both developers seem to build an excellent quality home but
he prefers Procraft because of their proactive actions with regard to contacting other property
owners in the area to see whether they would be interested in joining in the redevelopment. He
also indicated that he likes that there would be only one builder because he likes the consistency
that provides.
Commissioner Gunn indicted she is leaning toward Procraft because she likes Plan B and likes
the fact that the homes are facing the cul-de-sac street with fewer homes facing H2.
President Linke indicated that he is leaning toward Procraft because of the fact that they were
proactive and went out and talked to Mr. Vik and stepped forward right off the bat. He also
commented that he lies the plan where the road lines up because that makes more sense for the
City.
MOTION/SECOND: Gunn/Marty. To Select Procraft Homes for the Development of Lots 34
through 40 on County Road H2.
Commissioner Marty commented that the Procraft median or average home was around $480,000
and asked whether all the homes would be like that.
Procraft indicated that the homes on the outskirts of the development would be the entry level
homes in the mid $300’s and the homes would get progressively more expensive as you travel
into the development.
President Linke indicated that he would support the motion and it is not because Homes by

James does not fit into this category but because Procraft has shown themselves to be very
proactive.
Commissioner Marty indicated this was a very close decision and hard to make.
Vice President Stigney indicated he has nothing against Procraft but for the reasons he stated he
preferred Homes by James.
Ayes – 4 Nays – 0 Motion carried.
The EDA thanked both developers for their time and efforts.

9. ADJOURNMENT
President Linke adjourned the meeting at 7:09 p.m.
