CALL MEETING TO ORDER 12 13 2. ROLL CALL: President Marty, Vice-President Stigney, Commissioner Gunn, 14 Commissioner Flaherty, and Commissioner Thomas. 15 16 NOT PRESENT: None. 17 18 3. APPROVAL OF AGENDA 19 20 MOTION/SECOND: GUNN/THOMAS. To Approve the September 11, 2006 Agenda as 21 presented. 22 23 Ayes – 5 Nays – 0 Motion carried. 24 25 4. PUBLIC INPUT 26 27 None. 28 29 5. APPROVAL OF MINUTES 30 31 A. EDA Minutes, July 24, 2006. 32 33 President Marty noted one correction. 34 35 MOTION/SECOND: THOMAS/STIGNEY. To Approve the July 24, 2006 Minutes as 36 amended. 37 38 Ayes – 5 Nays – 0 Motion carried. 39 40 6. CONSENT AGENDA 41 42 A. Authorize Contract with DSU / Bonestroo to Provide Planning Services 43 Relating to the Former Premium Stop Property Located at 2390 County 44 Road 10 45 Mounds View EDA September 11, 2006 Regular Meeting Page 2 Community Development Director Ericson stated Staff recommends approval. President Marty 46 noted the issue was discussed at the Work Session. 47 48 MOTION/SECOND: FLAHERTY/GUNN. To Approve the Consent Agenda as presented. 49 50 Vice-President Stigney stated he is concerned about spending $14,000 of TIF for an outside 51 consultant. He stated the City only owns one property, while the study will encompass 12 52 properties. He stated the City should determine what kinds of development could be viable for 53 the one property before TIF is spent to plan all 12 properties. 54 55 Vice-President Stigney stated that hiring an outside consultant is a waste of TIF funding. He 56 noted that all 12 properties are contributing to the tax base and until they are sold to a developer, 57 nothing should be done. 58 59 Commissioner Flaherty stated he was initially skeptical, but the meeting with the consultant 60 solidified his belief that the study is money well spent. He reiterated that he would like the City 61 to sell the property as quickly as possible. 62 63 Vice-President Stigney asked if Commissioner Flaherty was referring to the property the City 64 owns or the other 12 properties. He noted that if Commissioner Flaherty was referring to the 65 only the City’s property, the study is a very large expenditure. Commissioner Flaherty clarified 66 that he believes it is beneficial for the City to spend the money on the complete comprehensive 67 study. 68 69 President Marty agreed with some of the concerns both Vice-President Stigney and 70 Commissioner Flaherty addressed. He noted he supports the Market Overview Study to help the 71 City determine what types of development could go in the area. He stated he would to put the 72 most emphasis on the Market Overview and less on that the Site Constraints and Land Use Plan 73 studies. He stated he does not want to spend over $4,000 to determine what could be developed 74 on properties the City does not own or control. 75 76 Commissioner Gunn said that in the future the other properties may be available and the study 77 would be a good investment for the City. She stated she supports the study now because it may 78 cost more in the future. 79 80 Commissioner Thomas stated she does not understand the broader market overview to which 81 President Marty was referring. She explained how the other parts of the study support the 82 Market Overview. She said she would favor reducing the costs by reducing the study area. She 83 the other aspects of the study are reduced the market overview will suffer. She stated the City 84 could direct Staff do as much work on the study as they could in order to reduce the costs with 85 Bonestroo. 86 87 Mounds View EDA September 11, 2006 Regular Meeting Page 3 President Marty said that in the past, the property owners in the area have indicated their 88 willingness to sell, but at this point, spending City money on potential projects would not be 89 prudent. 90 91 Director Ericson stated that most of the property owners in the area may be willing to sell. He 92 said that property owners know that the long-term plan for the area is redevelopment. He stated 93 the City owns a small amount of property, but the Comprehensive Plan guides every single piece 94 of property regardless of who owns it. 95 96 Director Ericson stated the study would guide what is done with the property. He stated the 97 study will help the City determine how to develop the properties and move in the right direction. 98 He stated the City is the steward of the land and have the license to guide future land use for the 99 benefit of the community. 100 101 Vice-President Stigney asked how much money the City is willing to spend to plan the area. He 102 stated that it should not be determined by the City, but by what developers are willing to build. 103 104 President Marty stated he would like to see the potential of the site without City assistance, 105 which he believes is the last option as far as redevelopment. He said he would like to have more 106 of a Market Overview, rather than the Site Constraints Analysis, Land Use Plans, and other parts 107 of the study. He commended Staff for bringing forward the study plan because he would like the 108 City to be more proactive rather than reactive. 109 110 Ayes – 4 Nays – 1(Stigney) Motion carried. 111 112 7. EDA BUSINESS 113 114 None. 115 116 8. REPORTS 117 118 Director Ericson gave an update regarding the premium stop property and said the demolition has 119 been completed and there vegetation would be added soon. He stated the owner of the Tyko 120 Sushi Bar was concerned about the demolition equipment, but was okay once the demolition was 121 done. 122 123 Director Ericson stated the City has an issue the property at 2696 County Road 10. He noted the 124 owners are indicating that they would like to donate the parcel to the City. He stated there may 125 be some fill of inorganic nature and Staff will be recommending to the EDA that a small-scale 126 environmental assessment is conducted to ensure the City does not take title of a property that 127 will be hazardous in nature. He stated Staff is working on a small environmental study. 128 129 Mounds View EDA September 11, 2006 Regular Meeting Page 4 President Marty stated he was approached by a citizen who was concerned that there may be 130 contamination at the site. He stated he spoke with City Administrator Ulrich and Director 131 Ericson about the issue. He said he would like to ensure that the soil is not contaminated. He 132 stated he also suggested contacting the Rice Creek Watershed. He noted his support for the study. 133 134 Commissioner Thomas asked why the City would be doing an environmental impact study on a 135 property it does not own. She said that there could be some fallout if there is contamination 136 found regarding responsibility for the costs of the study. She stated if the small study will not 137 cost much, she would approve. 138 139 Director Ericson stated such contingencies will be explored, such as who is responsible for costs 140 if contamination is found. 141 142 City Administrator Ulrich noted that the EDC is doing a tour on Friday morning of the 143 MedTronic construction site and the Commission was invited to join. 144 145 Commissioner Flaherty noted an e-mail from a resident regarding concerns about the Red Oak 146 Estates townhome project. Director Ericson stated there have been questions posed about the 147 timing of the project, which does not seem to be moving forward as scheduled. Director Ericson 148 stated that due to Rice Creek Watershed, some engineering issues, and delays with some of the 149 construction contractors, the project will not be finished this year. 150 151 Director Ericson noted that he indicated to the builders that the City would like two more 152 buildings built. He stated there is nothing the City can do an there are no codes stipulating how 153 quickly the project is developed. He said it looks as though it will be a multi-year project and the 154 City will work with developers to ensure the development is completed in a timely manner. He 155 stated the City should send out an update to the property owners in the area so there are no 156 questions and that any new issues will be passed on to residents. 157 158 President Marty asked if any new building permits have been issued. Director Ericson stated 159 there have not been any more issued. 160 161 9. NEXT EDA MEETING: Monday, September 25, 2006 at 6:30 p.m. 162 163 10.
