1. CALL MEETING TO ORDER
2. ROLL CALL: President Marty, Vice President Stigney, Commissioner Hull,
Commissioner Flaherty, and Commissioner Mueller.
NOT PRESENT: None.
3. APPROVAL OF AGENDA
MOTION/SECOND: (note to Staff: webstream begins with Minutes)XX/XX. To Approve the
Monday, March 26, 2007 Agenda as Presented.
Ayes - 5 Nays – 0 Motion carried.
4. PUBLIC INPUT
None.
5. APPROVAL OF MINUTES
A. March 12, 2007 EDA Minutes
President Marty asked for clarification on the meeting and whether it was adjourned, recessed or
reconvened.
Community Development Director Ericson noted that there is a comment on recessing on Page
3.
Staff will add that the tool box item was moved to another Agenda and correct the roll call as the
meeting was not reconvened after the Council meeting.
MOTION/SECOND: Mueller/Hull. To Approve the March 12, 2007 Minutes as Amended.
Ayes – 5 Nays – 0 Motion carried.

6. CONSENT AGENDA
None.
7. EDA BUSINESS
A. Resolution 07-EDA-231, Granting a 60 Day Extension for Removal of
Billboards
Executive Director Ulrich explained that this extension would allow time for Medtronic and
Clear Channel to negotiate an agreement for removal of the billboards.
Commissioner Mueller said she would like to see a timeline for when things need to get done to
help her visualize the entire project. She then asked for a timeline on projects going forward.
President Marty indicated he would like to suggest that the timeframe be extended 90 days to
allow for any potential weather related issues.
Commissioner Flaherty asked if there would be any costs to the City to grant the extension.
Staff indicated there would not.
MOTION/SECOND: Mueller/Marty. To Approve Resolution 07-EDA-231, for a 60 Day
Extension for Removal of Billboards.
Commissioner Flaherty would like to hear from Medtronic.
The Representative from Clear Channel said that 90 days would be fine.
MOTION/SECOND: Mueller/Marty. To Amend to a 90 Day Extension.
Ayes – 5 Nays - 0 Motion carried.

B. Mounds View Business Resource Guide
Economic Development Coordinator Backman reviewed the changes made to the Business
Resource Guide including the title change.
Commissioner Mueller thanked Staff and said that it is exactly what she was looking for.
Mayor Marty said that this is capped at $10,000 to a maximum of $50,000 at 2% interest and that

should be encouraged.
Commissioner Flaherty suggested using the wording “possibly as low as 2%.”
MOTION/SECOND: Stigney/Hull. To Postpone the Meeting Until After the Council Meeting.
Ayes – 5 Nays – 0 Motion carried.
The EDA will continue review of the Resource Guide.
8. REPORTS
Postponed.
