CALL MEETING TO ORDER 2. ROLL CALL: Vice President Stigney, Commissioner Hull, Commissioner Flaherty, Commissioner Mueller, and Acting Executive Director Crane. NOT PRESENT: President Marty. 3. APPROVAL OF AGENDA MOTION/SECOND: Flaherty/Mueller. To Approve the Monday, July 14, 2008 Agenda as Presented. Ayes - 4 Nays – 0 Motion carried. 4. PUBLIC INPUT None. 5. APPROVAL OF MINUTES A. Tuesday, May 27, 2008 EDA Minutes MOTION/SECOND: Flaherty/Mueller. To Approve the May 27, 2008 EDA Minutes. Ayes – 4 Nays – 0 Motion carried. B. June 9, 2008 EDA Minutes MOTION/SECOND: Mueller/Flaherty. To Approve the June 9, 2008 EDA Minutes as Presented. Ayes – 4 Nays – 0 Motion carried. 6. CONSENT AGENDA Mounds View EDA July 14, 2008 Regular Meeting Page 2 None. 7. EDA BUSINESS A. Branding Proposal Update Economic Development Coordinator Steinmetz indicated that a list of 19 consultants was distributed and the list was provided by the cities of Coon Rapids and Anoka. Economic Development Coordinator Steinmetz indicated that Staff plans to interview the three finalists this week and will make a recommendation to the EDA to consider meeting with a final or top consultant. Staff will be asking the EDA to consider doing an informal interview meeting on July 28, 2008 to see if the EDA would like to move forward toward entering into a contract with one of the consultants. Commissioner Mueller said that the chart breaks down by Phase I and Phase II and she would like a breakdown of each Phase. Economic Development Coordinator Steinmetz indicated that Phase I included branding services and assistance with deciding who Mounds View is and where Mounds View wants to go. Phase II is a combination of a marketing plan and a public communications plan. Commissioner Flaherty said that this is a marketing plan not specifically geared toward bringing in business but to bring in new residents and market the City as a good place to locate. Economic Development Coordinator Steinmetz provided information on the three top consultants for the EDA to consider. Commissioner Flaherty asked where the funding would come from. Economic Development Coordinator Steinmetz indicated that there is a line item in the EDA budget for other professional services and that can be used to pay for consultant services. Economic Development Coordinator Steinmetz indicated that cities usually look at their marketing plan every three to five years. Vice President Stigney said that it surprises him that Staff indicated that a Treasurer was not needed as there were no funds in the EDA and now there is a budget for this. He then said that he is not interested in paying for a proposal at this time because all he has seen is a cost and not an actual proposal for what the City would get. Vice President Stigney said that he does not want to interview any of the candidates due to the price range. Economic Development Coordinator Steinmetz asked if the EDA would like to review all three proposals and the documentation involved in the process. Vice President Stigney indicated he would like to see the pricing of all 10 and would also like a cost benefit analysis as to why the money should be spent. Ayes – 3 Nays – 1(Stigney) Motion carried. 8. REPORTS 9. NEXT EDA MEETING: Monday, July 28, 2008 at 6:00 p.m. 10.
