CALL MEETING TO ORDER 2. ROLL CALL: President Flaherty, Vice President Stigney, Commissioner Hull, Commissioner Mueller, Commissioner Gunn, and Executive Director Ericson. NOT PRESENT: None. 3. APPROVAL OF AGENDA MOTION/SECOND: Mueller/Hull. To Approve the October 12, 2009, Agenda as presented. Ayes – 5 Nays – 0 Motion carried. 4. PUBLIC INPUT None. 5. APPROVAL OF MINUTES None. 6. CONSENT AGENDA None. 7. EDA BUSINESS A. Resolution 09-EDA-253 Authorizing JDI Signs & Graphics to Replace the Panels on the Electronic Message Sign Located at City Hall. Economic Development Specialist Steinmetz explained that this request was carried over from the September 28, 2009, meeting to approve the replacement of two sign panels on the electronic message sign located at City Hall and to paint the remainder of the sign. It was noted that 21,600 cars travel past this sign each day. Economic Development Specialist Steinmetz advised that one Mounds View EDA October 12, 2009 Regular Meeting Page 2 of the sign companies rescinded their quote when they learned the City selected a different company to create the Council Chambers wall sign. She presented the quotes received from Spectrum Sign Systems and JDI Signs and Graphics. Commissioner Mueller referenced the image proposed by JDI Signs and Graphics and asked whether the words “City Hall” can be made smaller so they are not larger than the words “Mounds View.” Economic Development Specialist Steinmetz advised that such changes could be made by either vendor. Staff suggested removing “Community Center” and including “Police” since the Police Department is located in the City Hall building. Commissioner Mueller stated she likes the way the logo is positioned. Commissioners Gunn, Mueller, and Hull supported adding the word “Police.” Vice President Stigney pointed out that if “Police” is added, “Mounds View” would have to be in a small size. The EDA discussed options for sign lettering. Executive Director Ericson agreed the lettering size would have to be quite small if “Police” is included. President Flaherty suggested the vendor be asked to create a rendering of how it would look. Vice President Stigney supported white lettering, a blue background, and a green tree, as used with corridor signs. Commissioner Gunn stated the colors for Mounds View High School are green and white but she has no preference either way for the background color. Commissioners Mueller and Hull stated their support for the green and white color scheme. Economic Development Specialist Steinmetz stated several color schemes were included in the last meeting packet and can be presented again. President Flaherty liked a green and white color scheme with the word “Police” included under “City Hall.” Executive Director Ericson suggested the EDA act on the resolution and ask the sign vendor to present different sign renderings. MOTION/SECOND: Gunn/Mueller. To Waive the Reading and Adopt Resolution 09-EDA- 253, Authorizing JDI Signs & Graphics to Replace the Panels on the Electronic Message Sign Located at City Hall. AMENDMENT MOTION/SECOND: Flaherty/Stigney. To amend the motion to indicate that the final design is to be determined by the EDA. Ayes – 5 Nays – 0 Amendment motion carried. Mounds View EDA October 12, 2009 Regular Meeting Page 3 Vice President Stigney stated the sign is currently legible and he thinks it is a waste of money to make this sign change at this time. President Flaherty stated he is also concerned about the expenditure but will go with the majority vote of the EDA. Ayes – 3 Nays – 2 (Stigney, Flaherty) Motion carried. B. Resolution 09-EDA-254 Authorizing Traffix Graphix to Update the Monument Entrance Signs on County Road 10. Economic Development Specialist Steinmetz stated this item was continued from the September 28, 2009, meeting. She noted the two entrance signs on County Road 10 are at the east and west limits of the City’s commercial corridor. The sign near KFC has been removed due to the trail project and it is intended to be reinstalled before the ground freezes. The current signs were constructed for the City’s 50th Anniversary in 2008 and approved as temporary signs until true monument signs are constructed in the future. Economic Development Specialist Steinmetz presented the sign quotes from Let’s Get Graphic and Traffix Graphix and noted that Traffix Graphix submitted the low quote and three sign renditions for the EDA’s review. President Flaherty noted the current signs were installed just a year ago and the City should not consider this expenditure at this time. When permanent monument signs are erected, he would support incorporating the logo and tag lines at that point. Commissioner Mueller stated her agreement and felt the City could get more service from the signs prior to replacement. She stated the current entrance sign facing to the west with landscaping is beautiful and she supports postponement. Commissioner Gunn asked when permanent monument signs will be constructed. She noted the entrance monuments are the first signs people see when entering Mounds View and should reflect the new logo along with the electronic sign. MOTION/SECOND: Gunn/Hull. To Waive the Reading and Adopt Resolution 09-EDA-254, Authorizing Traffix Graphix to Update the Monument Entrance Signs on County Highway 10. Vice President Stigney noted three renditions have been presented and the motion should identify which design is being approved. Commissioner Mueller stated it was discussed that the tagline, once approved, should be incorporated at the bottom of monument signs. Commissioner Gunn stated the tagline can be added once a tagline is approved. She stated her Mounds View EDA October 12, 2009 Regular Meeting Page 4 first choice would be a green and white color scheme, Option 2, so it coordinates with the electronic sign. Community Development Director Roberts advised that both sign companies have indicated the temperature must be at least 50 degrees to complete this work. President Flaherty, Commissioners Mueller, and Hull indicated their first choice is Option 1 with blue sky and a green tree. Commissioner Gunn stated Option 1 is her second choice. Vice President Stigney supported Option 3; however, it would clash with other signs so he supported Option 1 with a green tree. He stated that he does not support this expenditure and noted the tagline is not yet determined. Commissioner Hull stated he did not know that a tagline was supposed to be added at the bottom of the entrance monument signs. Aye – 1 (Gunn) Nays – 4 Motion failed. The consensus of the EDA was to include a tagline and consider this matter again in March of 2010. C. Review of Possible New City Taglines. Economic Development Specialist Steinmetz stated the EDA started working on developing a new tagline during the Mounds View Branding Project. The EDA originally considered 35 options but did not find any appropriate. The EDA then directed staff to solicit tagline ideas from the community and 82 ideas were submitted to staff. She read the criteria for creating a tagline, read Mounds View’s brand promise, and asked each EDA member to identify their top five taglines. The Commissioners each presented their top five taglines. It was noted that Commissioner Gunn supported taglines that referenced a small town character, which was a high priority in the fall 2008 resident survey. Commissioner Mueller’s first choice was the tagline “Two Words, One Community” which speaks to the historic challenge for Mounds View to be two words. Commissioners Hull and Stigney preferred taglines that use words such as “view” or “see” to play off the City’s name. President Flaherty stated he also liked the idea of using a connotation of “view” in the tagline. Commissioner Gunn indicated she would support #56, “Mounds View. See for Yourself.” Vice President Stigney pointed out that since the tagline will go under the City’s name, it only needs to say “See for Yourself.” Mounds View EDA October 12, 2009 Regular Meeting Page 5 Commissioner Hull stated he had submitted that tagline. The EDA discussed whether an exclamation point should be used at the end of the tagline. MOTION/SECOND: Gunn/Stigney. To approve the tagline: “See for Yourself.” Denny Erickson, 7125 Terrace, asked what you would “see.” The EDA explained that is what you will have to discover. Commissioner Mueller stated she supports adding an exclamation point at the end but if it is the consensus of the EDA to not include it, she would bow to that consensus. Ayes – 5 Nays – 0 Motion carried. 8. REPORTS None. 9. NEXT EDA MEETING: Monday, October 26, 2009, at 6:30 p.m. 10.
