1. CALL MEETING TO ORDER
2. ROLL CALL: President Flaherty, Vice President Stigney, Commissioner Hull,
Commissioner Mueller, Commissioner Gunn, and Executive Director Ericson.
NOT PRESENT: None.
3. APPROVAL OF AGENDA
MOTION/SECOND: Gunn/Hull. To Approve the January 10, 2011, Agenda as presented.
Ayes – 5 Nays – 0 Motion carried.
4. PUBLIC INPUT
None.
5. APPROVAL OF MINUTES
A. November 8, 2010, EDA Minutes.
Vice President Stigney requested Page 3, Line 89-90 be rewritten.
MOTION/SECOND: Mueller/Stigney. To Approve the November 8, 2010, Minutes as
amended.
Ayes – 5 Nays – 0 Motion carried.

7. EDA BUSINESS

A. Resolution 11-EDA-265, Appointing Members to the Economic Development
Commission (EDC).
Economic Development Specialist Steinmetz indicated two resident seats were open this year on
the EDC. She explained staff received two applications and these were reviewed by the EDC at
their November 19th meeting. The EDC recommended reappointing Daniel Larson and Jennifer
Wagner-Harkonen both for a three year term to expire on December 31, 2013.
Economic Development Specialist Steinmetz stated that at the November 19th EDC meeting,
Jackie Entsminger resigned her seat. Staff received an additional application from James Paron,
a 37 year resident, interested in being a member of the EDC. Staff recommends appointing Mr.
Paron to finish the term on this seat which is set to expire on December 31, 2011.
President Flaherty questioned if Mr. Paron understood this was a one year term. Economic
Development Specialist Steinmetz stated this was the case.
MOTION/SECOND: Mueller/Gunn. To Waive the Reading and Adopt Resolution 11-EDA-
265, Appointing Members to the Economic Development Commission (EDC).
Ayes – 5 Nays – 0 Motion carried.
B. Resolution 11-EDA-266, Electing and Appointing Officers for 2011 to the
Mounds View Economic Development Authority (EDA).
Economic Development Specialist Steinmetz explained per the EDA’s bylaws four officers
would need to be elected this evening. Staff recommended the same elected officers as 2010
being President Flaherty, Vice President Stigney, Treasurer Mueller and Secretary Hull. The
appointed positions were also recommended to remain the same.
MOTION/SECOND: Gunn/Mueller. To Waive the Reading and Adopt Resolution 11-EDA-
266, Electing and Appointing Officers for 2011 to the Mounds View Economic Development
Authority (EDA).
Ayes – 5 Nays – 0 Motion carried.
C. Administration and Servicing Fees for Home Improvement Loans.
Economic Development Specialist Steinmetz reviewed the administrative and servicing fees for
the proposed home improvement loans with the EDA. She indicated the EDA must now decide
how to administer the loans. Staff is suggesting that the Greater Metropolitan Housing
Corporation (GMHC) administer Mounds View’s loans. GMHC has had a working relationship
with the City of Mounds View since 2001.

Economic Development Specialist Steinmetz explained the City does not have a housing expert
on staff, which led the City to the contract with GMHC to provide housing services to Mounds
View residents. With the new loan programs, GMHC estimated the expense to administer each
loan would be $400. These fees would not be paid by the borrower but instead through EDA
funds as part of the EDA’s 2011 budget.
Economic Development Specialist Steinmetz recommended the EDA approve the GMHC
proposed fee to administer and arrange for the servicing of Mounds View’s Home Demolition,
Code Enforcement, General Home Repair and Emergency Deferred Loans with the outlined fees.
Vice President Stigney questioned what other cities were charged by GMHC for loan closures.
Economic Development Specialist Steinmetz indicated this fee was closer to $550 per loan
closed.
President Flaherty asked if the contract for housing services would assist with promoting the new
home loan program. Suzanne Snyder, GMHC, indicated her organization did screen clients and
their specific needs to assure that they fit into the best program available. This may not be a City
sponsored program, but rather something offered by the County or State and vice versa.
President Flaherty indicated the goal of the program was to improve the City’s overall housing
stock. He explained the home loan program was in its pilot year and would be evaluated at the
end of 2011.
MOTION/SECOND: Mueller/Hull. To Accept the Administration and Servicing Fees for the
Home Improvement Loans with Greater Metropolitan Housing Corporation as outlined by staff.
Commissioner Mueller indicated neighboring communities have utilized these types of home
loans for residents with great success. She thanked the EDA for coming together on this issue as
it would meet a great need in the community.

President Flaherty adjourned the meeting at 6:50 p.m.
