1. CALL MEETING TO ORDER
2. ROLL CALL: President Flaherty, Vice President Gunn, Commissioner Hull,
Commissioner Meehlhause, Commissioner Mueller, and Executive Director Ericson.
NOT PRESENT: None.
3. APPROVAL OF AGENDA
MOTION/SECOND: Mueller/Meehlhause. To Approve the August 12, 2013, Agenda as
presented.

5. APPROVAL OF MINUTES
A. June 10, 2013, EDA Minutes.
MOTION/SECOND: Mueller/Hull. To Approve the June 10, 2013, Minutes as presented.

7. EDA BUSINESS
A. Resolution 13-EDA-280 Approving the Demolition of the Buildings Located
at 2400 County Road H2 and 2394 County Road 10.
Economic Development Specialist Steinmetz stated the Council’s 2013 Priority Statement
includes an action step to “consider targeted property acquisition on a case-by-case basis to
eliminate blight and to encourage redevelopment and land assembly” along the Highway 10
Corridor. She explained the EDA began the process of completing this action step earlier this
summer with the purchase of the former Taiko Japanese restaurant building located at 2394
County Road 10 and the former Robert’s Sports Bar, located at 2400 County Road H2.
Economic Development Specialist Steinmetz explained that to continue the process of achieving
the Council’s action step, the EDA is considering demolishing the buildings. She indicated
quotes were requested from four contractors to demolish both buildings. The quotes were
reviewed in detail with the EDA. She commented the demolition work would be funded through
TIF dollars. Staff recommended the Council discuss the matter in detail and provide direction on
how to proceed with the demolition.
President Flaherty requested information on how the signs would be handled. Economic
Development Specialist Steinmetz explained that a business owner in Mounds View has
contacted the City and was interested in purchasing one of the signs for $500. Staff suggested
the expense to remove the sign also be charged to the interested business owner. She suggested a
deadline of Friday, August 30th be set for the sign removal and sale. She noted the Kevitt quote
would be reduced slightly due to the sale and removal of this one sign.
Vice President Gunn asked how much more the City would spend on grading, top soil and hydro
seeding. Economic Development Specialist Steinmetz stated there would be an extra expense for
these services on top of the quote provided by Kevitt Excavating.
Commissioner Mueller questioned if the top soil and seeding work could be completed by public
works. Economic Development Specialist Steinmetz was uncertain. She anticipated this work
would be completed by the excavator as they would have the equipment already onsite.
Commissioner Mueller inquired if the City had resources available to mow the site once it was
demolished. Economic Development Specialist Steinmetz stated public works would be able to
complete this work after the site was graded and seeded.
Commissioner Mueller requested Staff seek a bid for hydro seeding from Kevitt Excavating.
Economic Development Specialist Steinmetz indicated she would report back to the EDA on this

item.
Executive Director Ericson stated several inches of top soil may also be needed, but this would
be unknown until after the grading work was completed.
President Flaherty wanted to see the site seeded so as not to be an eyesore for the community
prior to its redevelopment. He supported the expense that would be incurred for top soil and
seeding of the site after the demolition was complete.
MOTION/SECOND: Gunn/Mueller. To Waive the Reading and Adopt Resolution 13-EDA-280
Approving the Demolition of the Buildings Located at 2400 County Road H2 and 2394 County
Road 10 by Kevitt Excavating, LLC after adjusting the bid for the sign sale and removal; and
hearing from Staff on the pricing for top soil and seeding. If the bid were to increase by more
than $10,000, the EDA will proceed with the Bolander & Sons bid.
Commissioner Mueller discussed the bids in further detail, stating she looked forward to hearing
from Staff on the seeding and top soil.
Commissioner Meehlhause questioned how the EDA should proceed if the bids come out even.
Vice President Gunn recommended Bolander & Sons be selected if the bids were to come out
even.
