CALL MEETING TO ORDER 2. ROLL CALL: President Flaherty, Vice President Gunn, Commissioner Hull, Commissioner Meehlhause, Commissioner Mueller, and Executive Director Ericson. NOT PRESENT: None. 3. APPROVAL OF AGENDA MOTION/SECOND: Mueller/Hull. To Approve the October 14, 2013, Agenda as presented. Ayes – 5 Nays – 0 Motion carried. 4. PUBLIC INPUT None. 5. APPROVAL OF MINUTES A. August 12, 2013, EDA Minutes. Commissioner Mueller requested a change on Page 3, Line 16 as a comma should be added.. Commissioner Meehlhause requested a change on Page 2, Line 37 stating the word “to” should be removed. MOTION/SECOND: Mueller/Meehlhause. To Approve the August 12, 2013, Minutes as amended. Ayes – 5 Nays – 0 Motion carried. Mounds View EDA October 14, 2013 Regular Meeting Page 2 B. August 26, 2013, EDA Minutes. Commissioner Meehlhause requested a change on Page 2, Line 15 stating the word “if” should be eliminated. MOTION/SECOND: Gunn/Mueller. To Approve the August 26, 2013, Minutes as amended. Ayes – 5 Nays – 0 Motion carried. 6. CONSENT AGENDA None. 7. EDA BUSINESS A. Resolution 13-EDA-282 Accepting a Proposal for Land Development Planning Services for the Southwest Corner of County Road 10 and County Road H2 Economic Development Specialist Steinmetz stated on August 16, 2013, the EDC recommended the EDA solicit land development planning proposals for the EDA’s redevelopment site located at the southwest corner of County Road 10 and County Road H2. Staff solicited an RFQ from eight different land use firms and received four responses to date. The proposals were from Bolton & Menk, HKgi, Stantec and WSB, and ranged in price from $12,900 to $19,500. It was noted the expense of the consultant would be paid for with TIF funds. She reported both a land use and market study would be completed by the consultant. Of the four proposals submitted, HKgi best met the City’s objectives within the RFQ. Staff recommended the EDA proceed with the HKgi proposal in the amount of $19,500. Commissioner Hull asked if the City has worked with HKgi in the past. Executive Director Ericson reported HKgi was a prominent planning consulting company. He could not recall if the Mounds View had worked with HKgi in the past. He explained HKgi specialized in providing redevelopment planning services. Economic Development Specialist Steinmetz added that HKgi completed a great deal of background work prior to submitting their proposal. President Flaherty requested further information on the Maxfield study. Economic Development Specialist Steinmetz discussed this matter in further detail stating Maxfield would assist the consultants with the market research study. Commissioner Meehlhause asked if staff had contacted any of the references from HKgi. Economic Development Specialist Steinmetz explained she had contacted the references and received rave reviews on the company. Mounds View EDA October 14, 2013 Regular Meeting Page 3 President Flaherty inquired how the expense would be funded. Executive Director Ericson commented the EDA had funds available in TIF dollars to cover the consulting expense. He reported an allocation could be completed at a subsequent meeting. Commissioner Mueller thanked staff for the thorough report on this item. She further discussed the Bolton & Menk RFQ stating she was pleased with the time table included in the proposal. She expressed concern with the value differences between the proposals given the large range in prices. Commissioner Hull asked if Bolton & Menk completed the 2006 study. Economic Development Specialist Steinmetz stated the 2006 study was completed by Stantec, formerly Bonestroo. Commissioner Hull preferred the Bolton & Menk RFQ. Commissioner Meehlhause asked that staff summarize the recommendation again for the Commission. Economic Development Specialist Steinmetz stated she and Executive Director Ericson evaluated the four proposals and found that HKgi best met the objectives set forth within the RFQ. In addition, she supported the HKgi proposal due to the fact this company was a planning firm, and not an engineering firm. She indicated her second choice was Stantec and her third choice would be Bolton & Menk. Executive Director Ericson added that the other firms could provide a quality product for the City of Mounds View. However, HKgi had a great deal of experience providing planning services. President Flaherty thanked staff for the additional comments. He indicated the EDA may need additional information in order to reach a consensus on this matter. He recommended this item be postponed to a future meeting. Commissioner Hull questioned if the City had a tight deadline for this project. Executive Director Ericson explained the City could wait two weeks for this decision. President Flaherty requested this item be brought back to the EDA for further discussion on October 28, 2013. 8. REPORTS Economic Development Specialist Steinmetz explained October 20-26, 2013 was Minnesota Manufacturer’s Week in Mounds View. 9.
