1. CALL MEETING TO ORDER
2. ROLL CALL: President Flaherty, Vice President Gunn, Commissioner Hull,
Commissioner Meehlhause, Commissioner Mueller, and Executive Director Ericson.
NOT PRESENT: None.
3. APPROVAL OF AGENDA
MOTION/SECOND: Mueller/Meehlhause. To Approve the January 11, 2016, Agenda as
presented.
Ayes – 5 Nays – 0 Motion carried.
4. PUBLIC INPUT
None.
5. APPROVAL OF MINUTES
None.
6. CONSENT AGENDA
A. Schedule a Joint Meeting with the City Council and Public Hearing for
Monday, January 25, 2016, at 6:30 p.m., to Consider Proposed Revisions to
the Business Subsidy Policy Adopted by the City Council and EDA, Pursuant
to Minnesota Statutes 116J.
MOTION/SECOND: Mueller/Hull. To Adopt the Consent Agenda as presented.
Ayes – 5 Nays – 0 Motion carried.

7. EDA BUSINESS
A. 16-EDA-288, Electing and Appointing Officers to the Economic Development
Authority (EDA)
Assistant City Administrator Crane requested the EDA adopt a Resolution electing and
appointing officers for 2016. She reviewed the positions held by the members in 2015.
President Flaherty explained he could continue to serve as the President of the EDA. He asked
who would like to serve as the Vice President.
Commissioner Gunn was willing to serve as the Vice President again in 2016.
Commissioner Mueller indicated she would serve as the treasurer.
Commissioner Meehlhause indicated he was willing to continue serving as the secretary.
MOTION/SECOND: Mueller/Gunn. To Waive the Reading and Adopt Resolution 16-EDA-
288, Electing and Appointing Officers to the Economic Development Authority (EDA).
Ayes – 5 Nays – 0 Motion carried.
B. 16-EDA-289, Appointing Members to the Economic Development
Commission (EDC)
Assistant City Administrator Crane requested the EDA appoint members to the Economic
Development Commission (EDC). She reported the seats of Jim Freichels, Jason Helgemoe,
Gary Stevenson were up as of December 31, 2015. She was pleased to report that each of these
members had submitted an application for reappointment. Staff recommended the EDA appoint
these members to the EDC for a three year term.
MOTION/SECOND: Meehlhause/Mueller. To Waive the Reading and Adopt Resolution 16-
EDA-289, Appointing Members to the Economic Development Commission (EDC).
President Flaherty questioned what the criteria was for individuals to serve on the EDC.
Assistant City Administrator reviewed the requirements noting the Commission was made up of
four residents and three members of the business community.
Commissioner Meehlhause thanked Jim Freichels, Jason Helgemoe and Gary Stevenson for their
continued service to the City of Mounds View on the EDC.
Ayes – 5 Nays – 0 Motion carried.

8. REPORTS
Executive Director Ericson noted staff was continuing discussions with The Beard Group on a
predevelopment agreement for the Crossroad Pointe site.
9. NEXT EDA MEETING: Monday, January 25, 2016, at 6:30 p.m.
10. ADJOURNMENT
President Flaherty adjourned the meeting at 6:40 p.m.
