1. CALL MEETING TO ORDER
2. ROLL CALL: Vice President Gunn, Commissioner Hull, Commissioner Meehlhause,
Commissioner Mueller, and Executive Director Ericson.
NOT PRESENT: President Flaherty.
3. APPROVAL OF AGENDA
MOTION/SECOND: Mueller/Hull. To Approve the February 8, 2016, Agenda as presented.
Ayes – 4 Nays – 0 Motion carried.

6. CONSENT AGENDA
None.
7. EDA BUSINESS
A. Consider Resolution 16-EDA-292, Approving the Revised Public Financing
Policy and Application.
Business Development Director Beeman stated as staff was reviewing fee schedules and finance
policies for 2016 in relation to Tax Increment Financing (TIF) and Tax Abatements, it became
apparent that the TIF and Tax Abatement policies were outdated and in need of attention. As a
result, staff and the City’s legal & financial consultants have reviewed the polices and

recommend a combined, updated TIF & Tax Abatement Policy, which is proposed to be called
“The City of Mounds View Economic Development Authority Public Financing Policy &
Application.” The EDC reviewed the proposed policy on January 15, 2016 and the City Council
reviewed the proposed policy at its February 1, 2016, work session. Staff recommended
approval of Resolution 16-EDA-292, which would adopt a new Public Financing Policy and
Application.
MOTION/SECOND: Meehlhause/Mueller. To Waive the Reading and Adopt Resolution No.
16-EDA-292, a resolution adopting the new Public Financing Policy and Application.
Ayes – 4 Nays – 0 Motion carried.

9. NEXT EDA MEETING: Monday, February 22, 2016, at 6:30 p.m.
10. ADJOURNMENT
Vice President Gunn adjourned the meeting at 6:35 p.m.
