CALL MEETING TO ORDER 2. ROLL CALL: President Flaherty, Vice President Gunn, Commissioner Hull, Commissioner Meehlhause, Commissioner Mueller, and Executive Director Ericson. NOT PRESENT: None. 3. APPROVAL OF AGENDA MOTION/SECOND: Mueller/Meehlhause. To Approve the December 12, 2016, Agenda as presented. Ayes – 5 Nays – 0 Motion carried. 4. PUBLIC INPUT None. 5. APPROVAL OF MINUTES A. September 12, 2016, EDA Minutes. Commissioner Mueller requested a change to the minutes on Page 3, Line 3 changing the word discussed to discussion. Commissioner Meehlhause requested a change to the minutes on Page 2, Line 22 stating the sentence should read “have been funded”. Commissioner Meehlhause requested a change to the minutes on Page 2, Line 23 stating this line should read “a new funding source is necessary”. Finance Director Beer stated on Page 2, Line 26 there was an extra character in Woodale. MOTION/SECOND: Gunn/Mueller. To Approve the September 12, 2016, Minutes as amended. Mounds View EDA December 12, 2016 Regular Meeting Page 2 Ayes – 5 Nays – 0 Motion carried. B. September 26, 2016, EDA Minutes. MOTION/SECOND: Mueller/Hull. To Approve the September 26, 2016, Minutes as presented. Ayes – 5 Nays – 0 Motion carried. 6. CONSENT AGENDA None. 7. EDA BUSINESS A. Resolution 16-EDA-295 Approving the Special Benefit Tax levy for the Purpose of Defraying the Costs Incurred by the Mounds View Economic Development Authority for Fiscal Year 2017 Executive Director Ericson requested the Council approve the special benefit tax levy for the purpose of defraying the costs incurred by the Mounds View EDA for 2017. He explained the EDA has powers of both the EDA and the HRA. He reported the HRA was proposing to levy $40,000 for 2017. MOTION/SECOND: Gunn/Meehlhause. To Waive the Reading and Adopt Resolution 16- EDA-295, Approving the Special Benefit Tax levy for the Purpose of Defraying the Costs Incurred by the Mounds View Economic Development Authority for Fiscal Year 2017. Ayes – 5 Nays – 0 Motion carried. 8. REPORTS A. Start Time for the 2017 EDA Meetings (verbal report) Executive Director Ericson requested the EDA have a brief discussion on whether meetings should be held prior to or following City Council meetings. He explained the Council has been in discussions about changing their meeting start times from 7:00 p.m. to 6:00 p.m. He noted a Code Amendment would have to be approved in order to effectuate that change. He questioned if the EDA would be available at 5:30 p.m. or if the meetings should be held after the City Council meetings. Commissioner Meehlhause recommended the EDA meet after the City Council meetings as it Mounds View EDA December 12, 2016 Regular Meeting Page 3 may be difficult for the entire group to meet at 5:30 p.m. Commissioner Hull agreed. Commissioner Mueller believed it was important for the EDA to meet prior to the City Council meeting given the fact the group takes action on items that are then forwarded to the Council. She stated she would go with the consensus of the group but believed this would be the best option for the EDA. Vice President Gunn agreed with Commissioner Mueller and saw the benefit of the EDA meeting prior to the City Council meeting. Executive Director Ericson commented it would benefit the EDA to hold meetings prior to the City Council where items needed both EDA and Council approval. Otherwise, he suggested EDA meetings be held after City Council meetings. Finance Director Beer asked if EDA meetings were impacted by City Code. Executive Director Ericson reported this was not the case. Vice President Gunn stated the new Council Member may not be able to meet at 5:30 p.m. and for this reason the EDA should meet after the Council meetings unless there was a timeliness to the item being discussed. Commissioner Mueller feared that bouncing the EDA meeting time around would be confusing for residents. She questioned how developers would be impacted by a wavering start time if an EDA meeting did not start until the end of a City Council meeting. She suggested the Council and EDA meeting times not be amended until after the new City Council Member was brought on board. Executive Director Ericson stated this item could be delayed until March. Commissioner Mueller commented another option available would be to hold EDA meetings on the third Monday of the month at 6:00 p.m. President Flaherty agreed the EDA meeting time should not waiver back and forth. Executive Director Ericson commented on how City Code addressed City Council meeting start time. Finance Director Beer asked if the City Council could recess from a regular meeting to an EDA meeting. Mounds View EDA December 12, 2016 Regular Meeting Page 4 City Attorney Riggs reported this would be an option for the City Council noting the Council meeting time could then remain at 6:00 p.m. Vice President Gunn supported the Council meeting time being changed to 6:00 p.m. with EDA meetings being held after the Council meeting adjourned. Executive Director Ericson reported he would bring this item before the City Council in January for consideration. Commissioner Mueller stated she had attended the Twin Cities North Fundraiser last Thursday for the food shelf. She encouraged the community to support the Ralph Reeder Food Shelf and to make a charitable donation. 9. NEXT EDA MEETING: Monday, January 9, 2017, at 6:30 p.m. 10.
