December 12, 2016, EDA Minutes. 31 32 Commissioner Meehlhause requested a change on Page 4, Line 8 stating the line should read: 33 stated she attended. 34 35 MOTION/SECOND: Meehlhause/Hull. EDA BUSINESS 1 2 A. 17-EDA-296, Electing and Appointing Officers to the Economic Development 3 Authority (EDA). 4 5 Executive Director Ericson requested the EDA elect and appoint officers for 2017. He reviewed 6 the positions held by the EDA in 2016. 7 8 President Mueller asked if the President of the EDA had to be the Mayor. Executive Director 9 Ericson stated this was not a requirement, but has been the general practice. 10 11 Commissioner Meehlhause recommended Carol Mueller serve as President, Sherry Gunn serve 12 as Vice President, Al Hull serve as Secretary and he serve as Treasurer. The Authority was in 13 agreement with this recommendation. 14 15 MOTION/SECOND: Gunn/Meehlhause. To Waive the Reading and Adopt Resolution 17-16 EDA-296, Electing and Appointing Officers to the Economic Development Authority (EDA). 17 18 Ayes – 4 Nays – 0 Motion carried. 19 20 B. 17-EDA-297, Appointing Members to the Economic Development 21 Commission (EDC). 22 23 Executive Director Ericson requested the EDA appoint members to the Economic Development 24 Commission. He explained the EDC was made up of seven members and two reappointments, 25 Dan Larson and Laurie Shoop, were being presented at this time. 26 27 MOTION/SECOND: Meehlhause/Hull. At the previous EDA meeting on January 9, 2017, Dan Larson and Laurie Shoop were reappointed to terms expiring on December 31, 2019. Royal Dahlstrom resigned from his EDC seat on November 8, 2016, leaving one year remaining on his term. (This EDC term expires on December 17, 2017.) Discussion Staff recently received two additional applications. The EDC will be reviewing these applications at their meeting on January 20, 2017, and plans to recommend an applicant to fill the “resident” seat vacated by Royal Dahlstrom. The applications of the two recent candidates are attached for EDA reference. Recommendation Staff recommends that the EDA consider the EDC recommendation and make an appointment to fill the remaining year on the vacant seat. Resolution 17-EDA-298, appointing a member to the Economic Development Commission (EDC) is attached for the Authority’s action. Respectfully submitted, ________________________ James Ericson Executive Director County EDA RESOLUTION 17-EDA-298 CITY OF MOUNDS VIEW COUNTY OF RAMSEY STATE OF MINNESOTA RESOLUTION APPOINTING A MEMBER TO THE ECONOMIC DEVELOPMENT COMMISSION WHEREAS, the Economic Development Commission (EDC) consist of seven members—four residents and three business reps--appointed by the Economic Development Authority (EDA); and, WHEREAS, there is one vacant “resident” seat on the EDC with a term expiring on December 31, 2017; and, WHEREAS, residents Theresa Muckala, employed by Medtronic, and Dennis Farmer, employed by the Metropolitan Council, have resubmitted applications for consideration; and, WHEREAS, the EDC considered the applications from Ms. Muckala and Mr. Farmer at the last EDC meeting and recommended _______________ be appointed to the EDC. NOW, THEREFORE, BE IT RESOLVED, that the Mounds View Economic Development Authority does hereby appoint the following below to the EDC: Name Term Expiration ________________ December 31, 2019 Adopted this 23rd day of January, 2017. ________________________________ Carol A.
