A. Resolution 17-EDA-298, Appointing Two Members to the Economic 9
Development Commission (EDC) 10

Executive Director Ericson requested the Authority appoint two members to the Economic 12
Development Commission (EDC). He explained the EDC was comprised of seven members and 13
currently has two vacant seats. Staff recommended the EDA appoint Theresa Muckala, employed 14
by Medtronic, and Dennis Farmer, employed by the Metropolitan Council. Mr. Farmer would 15
assume the term that expires December 31, 2017 and Ms. Muckala would have a term that expires on 16
December 31, 2019. 17

President Mueller requested Commissioner Shoop be honored for her service to the City of 19
Mounds View on the EDC. Executive Director Ericson explained the Council would be 20
recognizing Ms. Shoop at an upcoming City Council meeting and a Resolution of Appreciation 21
would be approved by the EDA on February 27th. 22

EDA-298, Appointing Two Members to the Economic Development Commission (EDC). 25

Vice President Gunn believed Mr. Farmer and Ms. Muckala would be great additions to the 27
EDC. 28

Commissioner Meehlhause thanked Commissioner Shoop for stepping aside in order for these 30
two individuals to serve on the EDC. 31

President Mueller agreed and thanked Commissioner Shoop for her dedicated service to the City 33
of Mounds View on the EDC. 34

Item Title/Subject: MWF Properties Resolution & Letter of Support
Background:
MWF Properties is proposing a 60-unit “Workforce Housing” apartment project and will be applying
for Minnesota Housing Finance Agency Tax Credits in order to support the project. In addition, the
developer is requesting local participation in the form of a Housing TIF district. As part of the Tax
Credit application, part of the scoring for the project includes proof of City participation and support.
It is recommended that this be in the form of a resolution showing financial participation by the City
and a letter of support for the project.
Discussion:
City staff has prepared a resolution consenting to the process for the creation of a housing tax
increment financing district in support of the proposed MWF Properties multiple family housing
project and a draft letter of support. The City Council discussed and heard comments on the
resolution and letter of support from MWF Properties, Ehler’s, and City staff at its May 1, 2017, City
Council Work Session. Staff has updated the documents to reflect any changes suggested by the
City Council and City Attorney Scott Riggs, who has reviewed and expressed his approval of the
documents.
Recommendation:
Based upon previous reviews and discussions, Staff recommends approval of Resolution 17-EDA-
299 and approval of the Letter of Support for the MWF Workforce Housing project. Neither the
Resolution nor Letter of Support is binding, nor is the City obligated to move ahead with the project
if the Council and EDA should change its mind regarding the proposal.

COUNTY OF RAMSEY
STATE OF MINNESOTA
RESOLUTION CONSENTING TO THE PROCESS FOR THE CREATION OF A HOUSING
TAX INCREMENT FINANCING DISTRICT IN SUPPORT OF THE PROPOSED MWF
PROPERTIES MULTIPLE FAMILY HOUSING PROJECT
WHEREAS, the City of Mounds View Economic Development Authority (the “EDA”) is
a municipal corporation and political subdivision duly organized and existing under the
Constitution and laws of the State of Minnesota; and,
WHEREAS, Pursuant to Minnesota Statutes §469.174 – §469.1799, the City of Mounds
View is authorized to use Tax Increment Financing (TIF) to carry out the public purposes
described and contemplated thereby; and,
WHEREAS, MWF Properties, LLC (MWF Properties) has submitted a proposal to
construct sixty units of multiple-family rental housing (the “Project”) at or near the northwest
corner of Mounds View Boulevard (CSAH 10) and Groveland Road, with 100% of the units
being affordable to households with incomes at or below 60% of the area median income; and,
WHEREAS, MWF Properties has submitted plans and applications for approval by the
City of Mounds View for an amendment to the Zoning Map and a Conditional Use Permit for a
Multiple Family Dwelling for the Project; and,
WHEREAS, the EDA supports the Project and will endeavor to work with MWF
Properties to facilitate Tax Increment Financing (TIF) assistance through the creation of a
Housing TIF District with such actions being subject to MWF Properties securing an allocation
of Housing Tax Credits from the Minnesota Housing Finance Agency for the Project; and,
WHEREAS, the EDA cannot create a Housing TIF District in support of the Project until
all statutory requirements have been fully satisfied, including the consideration of comments
from the public and affected governmental jurisdictions following a public hearing.
NOW, THEREFORE, BE IT RESOLVED, by the City of Mounds View Economic
Development Authority, that the recitals and exhibits, if any, set forth in this Resolution are
incorporated into and made a part of this Resolution

NOW, THEREFORE, BE IT FURTHER RESOLVED, that the City of Mounds View
Economic Development Authority does hereby support the Project subject to final determination
by the City Council in its sole discretion of Project eligibility, statutory requirements, public
hearings and required reviews, public input, and without surrendering its legislative discretion.
NOW, THEREFORE, BE IT FURTHER RESOLVED, that the City of Mounds View
Economic Development Authority supports the creation of a Tax Increment Financing district for
the Project, including a 15-year TIF Note in an amount up to $546,401 in principal, to address a
funding gap for the Project.
NOW, THEREFORE, BE IT FINALLY RESOLVED, that the City of Mounds View
Economic Development Authority hereby authorizes City staff and City consultants to work on
Tax Increment Financing assistance for the Project upon receipt of a complete TIF application
from MWF Properties for the Project.

RE: Letter of Support for MWF Properties
The City of Mounds View is supportive of MWF Properties’ application for Minnesota Housing Tax Credits to construct a 60-
unit apartment building (the “Project”) for affordable workforce housing. The City intends to process an application for a Tax
Increment Financing district supporting the Project, including a 15-year TIF Note in an amount up to $546,401 in principal to
address a funding gap for the Project.
Mounds View is located in the northwest corner of Ramsey County, at the convergence of US Highway 10 and Interstate 35W.
The City’s Population (2015) is 12,914. The City is nearly built out, and is characterized by single-family homes on large lots,
with scattered site multi-family apartment complexes and businesses located along the Mounds View Boulevard corridor.
The proposed project is located northwest of the intersection of Mounds View Boulevard (CSAH 10) and Groveland Road. The
neighborhood is characterized by a mix of townhomes and small businesses along Mounds View Boulevard and single-family
homes along Groveland Road. The project is two blocks from Groveland Park and one block from an MTC transit stop
connecting downtown Minneapolis and Northtown Mall. Aldi’s grocery store, Ramsey County Public Library, and Mounds
View Area Learning Center are within one mile of the proposed project. In 2016, the City completed a paved trail along
Mounds View Boulevard between the project site and the eastern edge of town, connecting to the planned 427-acre Rice
Creek Commons site (TCAAP) in Arden Hills and the Rice Creek Regional Trail.
School-aged residents of the proposed 60-unit apartment project will attend school in the highly-regarded Mounds View
School District (ISD 621), which includes Pinewood Elementary, Edgewood Middle and Irondale High schools. These schools
include two teachers nominated by Education Minnesota for Teacher of the Year (2017). In addition, ISD 621 produced ten
National Merit Scholars in the 2015/2016 school year.
Within Mounds View, major employers (and number of employees) include Medtronic (4,100), Sysco (470), MultiTech Systems
(200), Midwest Medical Systems (142) and Allina Ambulance (140). Other employment corridors, such as Central & University
Avenues, and the US Highway 10, I-35W, and I-694 triangle, are located in neighboring cities.
Mounds View is a community of neighborhoods, quality schools, places of worship, and convenient access to interstates. It is
our desire that the residents of this workforce housing project will remain in the City of Mounds View and continue to be a
part of our community as the families’ incomes increase above the median income eligibility thresholds.
