CALL TO ORDER 2. ROLL CALL: President Mueller, Vice President Gunn, Commissioner Hull, Commissioner Meehlhause, Commissioner Bergeron 3. APPROVAL OF AGENDA 4. PUBLIC INPUT: Citizens may speak to issues not on tonight’s agenda. Before speaking, please give your full name and address for the minutes. Also, please limit your comments to three minutes. 5. APPROVAL OF MINUTES A. August 28, 2017, EDA Minutes 6. CONSENT AGENDA 7. EDA BUSINESS A. Joint Resolution 8879 and 17-EDA-302, Approving A Loan Origination and Home Energy Squad Enhanced Visit Agreement Between the EDA and the Center for Energy and Environment (in Council packet) 8. REPORTS 9. NEXT EDA MEETING: Tuesday, December 26, 2018 following the City Council Meeting (Possible Cancellation) 10. CALL MEETING TO ORDER 11 12 President Mueller called the meeting to order at 7:14 p.m. 13 14 2. ROLL CALL: President Mueller, Vice President Gunn, Commissioner Bergeron 15 Commissioner Hull, Commissioner Meehlhause, and Executive Director Ericson. 16 17 NOT PRESENT: None. 18 19 3. APPROVAL OF AGENDA 20 21 MOTION/SECOND: Gunn/Meehlhause. To Approve the August 28, 2017, Agenda as 22 presented. 23 24 Ayes – 5 Nays – 0 Motion carried. 25 26 4. PUBLIC INPUT 27 28 None. 29 30 5. APPROVAL OF MINUTES 31 32 A. May 8, 2017, EDA Minutes. 33 34 MOTION/SECOND: Gunn/Bergeron. To Approve the May 8 , 2017, Minutes as presented. 35 36 Ayes – 5 Nays – 0 Motion carried. 37 38 A. May 22, 2017, EDA Minutes. 39 40 Commissioner Gunn requested all references to Council Member Mueller be changed to 41 President Mueller. 42 43 MOTION/SECOND: Mueller/Bergeron. EDA BUSINESS 7 8 A. Resolution 17-EDA-301 Approving a Preliminary EDA Property Tax Levy 9 Request and Budget for Fiscal Year 2018. 10 11 Finance Director Beer requested the EDA approve a preliminary EDA Property Tax Levy request 12 and Budget for 2018. He explained the EDA used to be funded through administrative money 13 collected by three separate TIF Districts. He reported these TIF Districts have since decertified 14 and therefore an EDA property tax levy was created in 2017. He provided further comment on 15 the proposed 2018 budget and levy and recommended approval. 16 17 President Mueller questioned how EDA salaries would be paid in 2018 if the EDA levy was not 18 approved. Finance Director Beer explained the EDA would have to terminate the employee or 19 transfer this position to the General Fund. 20 21 President Mueller asked if a traffic study for the proposed Boulevard development would be 22 funded by the EDA. Finance Director Beer stated typically traffic studies are typically completed 23 by the developer. He indicated an additional traffic study could be completed by the City and 24 would then be funded by the EDA. 25 26 MOTION/SECOND: Mueller/Meehlhause. To Waive the Reading and Adopt Resolution 17-27 EDA-301, Approving a Preliminary EDA Property Tax Levy Request and Budget for Fiscal Year 28 2018. 29 30 Commissioner Meehlhause noted the EDA budget and tax levy could be reduced by the EDA 31 between September and December. Finance Director Beer reported this was the case. 32 33 President Mueller asked if the monument sign expenses would come out of the EDA budget. 34 Finance Director Beer stated this was not an EDA expense. 35 36 Ayes – 5 Nays – 0 Motion carried. 37 38 8.
