Confirmation of the 2015 EDC Chairperson and Vice-Chairperson 3 4 Executive Director Ericson stated the EDC held its first meeting on January 16th at which time 5 the group selected a Chairperson (Jason Helgemoe) and Vice-Chairperson (Jim Freichels). He 6 recommended that the EDA confirm these selections. 7 8 MOTION/SECOND: Mueller/Gunn. To Confirm the 2015 EDC Chairperson and Vice-9 Chairperson. 10 11 President Flaherty thanked Jason Helgemoe and Jim Freichels for their willingness to serve as 12 the Chair and Vice-Chair on the EDC. 13 14 Ayes – 5 Nays – 0 Motion carried. 15 16 B. Ramsey County’s Proposal for County Road H 17 18 Commissioner Mueller stated she had a conversation with a property owner on Program Avenue. 19 This owner was concerned with the closures being proposed by Ramsey County noting they 20 would negatively impact his business. In addition, this business owner believed that surrounding 21 businesses and the church on Program Avenue would be impacted. 22 23 President Flaherty agreed this matter had to be addressed. He found the proposed closure of 24 Clifton to be unacceptable because it would adversely impact businesses and force unnecessary 25 u-turns. He requested comment from staff on this matter. Executive Director Ericson 26 commented he has been in contact with the project manager at Ramsey County and expressed the 27 City’s opposition to the proposed closure. He explained that access onto County Road H was 28 important to our businesses. 29 30 Commissioner Mueller wanted to see the City’s businesses and their concerns taken seriously in 31 light of the changes being made to County Road H for TCAAP. 32 33 Commissioner Meehlhause recommended that the EDA make a motion to reject the preliminary 34 design plans for the County Road H project from Ramsey County. 35 36 MOTION/SECOND: Mueller/Meehlhause. Introduction: The EDA, over time, has assembled a tract of land at the intersection of County Road 10 and County Road H2 for purposes of economic development. The EDA coordinated the demolition of the previous structural improvements and began marketing the 4.25-acre site to area developers. While many developers had expressed an interest, only one—The Beard Group—submitted a proposal for consideration by the noted deadline. Background: Last year, the City commissioned a study to review the redevelopment potential of the Crossroad Pointe site and to ascertain demographic and market trends that would guide future usage. As part of that study, a public open house was held to gather input and feedback from area residents and interested stakeholders. While opinions varied, there seemed to be support expressed for residential and restaurant uses. Earlier this year, the City Council along with members of city commissions toured newer market-rate multi-family residential developments in the metro area to get a better sense of whether such a use might be desirable in Mounds View. Most of the tour attendees agreed that a higher-end multi-family development would be a great addition to the City’s housing stock, providing a housing choice not otherwise available in the community. The City then solicited proposals from area developers and redevelopment specialists, many of whom had previously expressed interest in the site. On October 5, 2015, the City Council reviewed a draft proposal for market-rate rentals from The Beard Group, who recently finished a similar project in Osseo. The proposal calls for development in two phases, Phase 1 being a three-story, 119-unit rental building with high-end finishes, including underground parking. Phase 2 would be developed after Phase 1 is complete, and could support a variety of potential uses, such as restaurant, office or medical. The City Council expressed support to negotiate a pre-development agreement with The Beard Group which would provide the developer with a negotiated time-frame to prepare formal development plans for the site to be considered by the Council likely in 2016. Through negotiations with the developer, it became clear that additional feedback and guidance from the City Council, acting as the EDA, would be warranted as the developer desired to be bound only to the multi-family project, at least initially. Crossroad Pointe Discussion November 23, 2015 Page 2 Discussion: After corresponding via email regarding the terms of the draft pre-development agreement, staff met with Ben Beard and Bill Beard (The Beard Group) to discuss their intentions regarding Crossroad Pointe. While they are not opposed to moving forward with the development of the whole site, they would prefer to start with the multi-family component first and then see what makes sense afterwards. Part of their rationale is that the ultimate build out of Phase 2 may depend upon future market conditions. Possible uses cited include a restaurant, office, retail, or a medical clinic. The developer would need the excess space of Phase 2 for staging the initial multi-family construction, so they'd like to move forward with a development agreement on the former Roberts site with a limited use agreement on the excess space (similar to what we did with Bel Rae) which would allow either The Beard Group or the City to market Phase 2 for development subsequent to the completion of Phase 1. Staff is asking the EDA to consider whether it would be willing to develop the site in two phases, under potentially two separate agreements and possibly with two different developers, or, would the EDA prefer to deal with one developer for the whole site under one development agreement? Recommendation: Provide direction to staff regarding the proposed pre-development agreement with The Beard Group. The Beard Group plans to attend the EDA meeting so it can answer any questions the Authority may have regarding its intentions with the Crossroad Pointe site.
